科索沃战争是一场以美国为首的北约国家对南斯拉夫联盟共和国的侵略战争。北约组织领导人与部队的行为都严重违反了战争法,构成战争罪。科索沃战争与科索沃国际维护和平行动均不是集体安全制度的具体实施,相反,这些行动侵蚀了《联合国宪章》下的集体安全制度,对国际法上的集体安全制度产生了深远的消极影响。

构建基层公安机关全面预算管理体系初探

基层公安全面预算管理是基层公安机关利用财务管理对其整体的各种财务和非财务资源进行系统管理的一种管理方式,是基层公安机关内部的一种控制方法,也是基层公安机关按照上级部署和工作实际实现具体战略目标、控制日常勤务活动以及优化公安机关内部资源配置的保障。但在具体实践中,基层公安机关在实施全面预算管理时存在诸多问题,因此,必须从规范基层公安预算决策、预算管理分配、预算执行和控制以及预算管理考核激励等四个方面来构建基层公安机关全面预算管理体系。     

Community security: human security at 21

The concept of human security has come a long way since its introduction in the UNDP Human Development Report in 1994. There are now a number of global and regional initiatives aimed at promoting human security issues. However, the achievements over the last two decades may be less impressive when one starts to explicate the progress of each of the key elements subsumed under the broad concept of human security. This paper will examine the extent to which community security, as one of the elements of human security, has been advanced through the security discourses and practices in the international arena. Using ASEAN as a case study, the paper argues that the massive gaps in human development, security and democracy hinder progress in promoting community security. The paper further argues that in developing states, community security is still very much the domain of the state.     

Sovereignty at stake? The European Commission's proposal for a Defence and Security Procurement Directive

The Defence and Security Procurement Directive (DSDP) is the first supranational policy in the Common Security and Defence Policy (CSDP) and represents a departure from the standard understanding of the CSDP as intergovernmental. Whilst the member states were initially against such an initiative, the Defence Directive was eventually proposed in the Council in 2007 and accepted in July 2009. This paper examines why European Union member states changed their position on the proposal for a DSDP between 2004 and 2007. The analysis builds upon two hypotheses that aim to account for this change in position. Providing new insight into the views of the member states, the study finds that the member states accepted the Directive due to a sense of obligation to respect internal market rules, and further discusses the theoretical implications of these findings.     

马克思主义国际关系理论视域下太空安全研究新范式

从马克思主义国际关系理论的视野来看,太空安全缘于各国发展太空技术并在此基础上进行交往互动的社会实践。太空安全互动并不是单方面对国际政治施加影响的体系外变量,太空安全实践的社会过程内嵌在国际体系宏观社会进程里,共同构成了国际政治演化的内生动力。作为当代先进生产力集中代表者之一的太空技术以及支撑这种技术的社会经济因素,是太空安全演变中的根本性变量。"技术-权力-观念"的辩证互动蕴涵着太空安全进化冲突抑或进化合作的内在机理,预示着太空安全持续进化到包容、普惠、和谐状态的前景。在一定利益关系基础上展开的太空主体安全互动实践中,普遍存在着冲突与合作的关系状态。太空安全进化冲突抑或进化合作是历史的、具体的和多样的,主要取决于由太空技术决定的体系暴力控制、政治认同增强和规范机制的内化和遵循等关键性社会条件。为此,基于"和平发展"理念的既具中国特色又有世界意义的太空安全研究,应跳出西方国际关系理论"权力政治"思维的窠臼,努力建构马克思主义内在逻辑与价值取向的研究体系,从而为推动中国特色军民融合式航天事业发展与太空国际合作进程提供一定的理论指导。     

中美安全战略博弈中的历史与战略稳定性

中美关系已经成为世界上最复杂且最重要的一对双边关系,两国之间既有竞争又有合作,既有结构性对抗又有利益捆绑,同时易受第三方因素影响。理解两国互动所蕴涵的这种复杂性并把握其动态特征,对于应对未来中美关系所面临的挑战和机遇至关重要。21世纪以来,中国的快速崛起以及随之而来的中美实力变化动摇了中美战略稳定的基础,美国的对华政策出现摇摆,双边关系在传统竞争领域之外还面临着新领域、新问题的竞争与摩擦,中美关系的不确定性增大。但这些挑战中也蕴涵了有利于未来发展的巨大机遇。中美两国的主体性特征、时代条件和历史条件是双方走出"守成国家与新兴大国必有一战"历史逻辑的基础。未来中国对美国外交将在不断创新的同时保持一贯性、连续性和稳定性。中国安全战略的首要任务将是把握机遇,以自我发展为核心,沉着应对周边局势,积极扩大外交布局并承担国际责任。在创造有利的国内国际环境的基础上,加强中美合作,管控危机,促进中美共同利益,通过建立功能性伙伴关系走上共同演进之路。     

The European Union Global Strategy: What Kind of Foreign Policy Identity?

Some dismiss the recent EU Global Strategy as a “triumph of hope over experience”, an impracticable and therefore ultimately irrelevant statement; others are enthusiastic about what they see as perseverance and renewed ambition in the face of the present crisis. Although the 2016 Strategy appears more modest than its 2003 predecessor in operational terms, the range of deliberations that fed into it and the quality of the document itself demonstrate a greater maturity of reflection on foreign policy. A critical reading of the document shows that concepts such as normative power and differentiated inclusion of neighbours in the EU’s system of governance have all but disappeared. The emerging EU identity appears to be debilitated by the centrifugal processes of internal contestation and a drastically downsized claim for external power projection. An alternative plan for action will have to deal with the Union’s vulnerabilities and carve out a role that is distinct, yet in line with this new self-understanding.

“生存至上”的原则是以色列独立后维护国家安全利益的基本原则。以色列国家安全战略的基本指导思想和理论架构是西方国际关系理论中现实主义权力政治思想同中东国际政治斗争历史实践相结合的产物。半个世纪的阿以冲突和冷战对峙为这一战略提供了得以实施、检验、修正、完善的历史实践舞台,赋予了以色列国家安全战略强烈的军事冲突特点和冷战斗争色彩。其中的均势外交和武力威慑两大战略构成了冷战时代以色列国家安全战略的两根支柱,对于以色列国家的生存和发展至关重要,历来被以色列政治家和军事家所倚重。
