Hong Kong witnessed a large-scale public rally and extensive support for democracy in mid-2003. This article explains the support by means of variables extracted from cultural, instrumental and sociological approaches. Drawn from the cultural approach, ‘post-materialistic activism’ and low levels of ‘respect for authority’ are found to be most powerful in explaining mass support, among all explanatory variables. Since culture seldom changes overnight, popular support for democracy may be sustained in the short and medium term. The calculation of the economic consequences for democracy, a variable drawn from the instrumental approach, has no effect on mass support. Thus, any attempt to suppress popular demand for democracy by offering economic sweeteners alone may prove futile. The most important instrumental factor among the public is ‘their confidence in political parties’. Whether pan-democratic parties can elevate such confidence becomes pivotal to boosting and sustaining this support. The lack of relatively stronger support among the younger and more educated stratum of people in Hong Kong does not bode well for prospects of increased mass support in the future. Finally, the article offers a small footnote on the implications for the ‘Asian values’ debate.  相似文献

举报在反贪污贿赂斗争中发挥着重要作用。内地与港台地区都建立了对贪污贿赂案件的举报制度。与港台地区相比,内地的贪污贿赂举报制度尚存在一些缺陷,如相关规定法律层级不高、规定不够具体,对举报人的保护不够充分,奖励制度不够完善等。借鉴港台地区对贪污贿赂举报的立法经验,对完善内地的贪污贿赂举报制度有积极意义。  相似文献

One common rationale supporting public financing programs for small firms is that initial public investment creates incentives for follow-on private investment. However, there does not appear to be a unified statement in the literature describing how initial public investment creates incentives for follow-on private investment. Focusing on external private investors, we use a two-stage net present value model to identify four effects from initial public investment on the private decision for follow-on investment. Our empirical analysis uses a sample of non-venture backed firms entering the SBIR program to examine how reduced risk, the number of SBIR awards, and size of initial public investment influence the likelihood of follow-on venture capital investment. We find the probability of follow-on venture capital investment is more likely when firms reach Phase II of the program, is less likely as firms win multiple Phase I and Phase II awards, and is more likely as the size of initial public investment in Phase I increases.

经历多次修法,两岸刑事简易程序出现不同格局。我国台湾地区刑事简易程序分简易判决处刑程序和简式审判程序,其适用范围、启动条件和审理方式大有区别。祖国大陆只有一种刑事简易程序,其适用范围与普通程序当然有别,而在审理方式、《判决书》之制作以及救济途径上,祖国大陆刑事简易程序与刑事普通程序并无分别。比较而言,台湾地区刑事简易程序相对合理,有值得借鉴之若干方面。祖国大陆应当建立多元格局之刑事简易程序,同时完善现行《刑诉法》规定之简易程序,改革刑事简易程序之救济途径。  相似文献

通过对香港和内地在仲裁裁决司法审查范围、标准和技术方面的综合分析,本文认为两地在司法制度、法治发展和仲裁理念上的较大差异导致了两地在对待仲裁裁决司法审查上之截然不同。重要的是,香港法院对仲裁的支持态度及其具体审查操作的先进经验,可为内地在这一领域的改革提供重要指引。《香港与内地关于相互执行仲裁裁决的安排》实施近十年来,已逐渐出现两地仲裁界和司法界在审查制度面向上的趋同。惠于"一国两制"和"更密切经贸关系"的大背景,相信两地间商事仲裁的融合会更加蓬勃发展,为中国跨境商事活动提供更好的争端解决服务。  相似文献

Several child protection conflict resolution program directors and researchers talked about how best to initiate a networking effort for their field. In September 2007, their conversations culminated in a Think Tank in Columbus, Ohio. This was a collaboration of judges, program directors, researchers, and representatives from national organizations that work in child protection. Participants felt this was a successful effort and that the meeting provided networking opportunities and many provocative discussions. In order to facilitate a meeting that would be meaningful for the Think Tank participants, input was solicited from as many constituent groups as possible. Surveys and interviews were completed in the summer of 2007, which shed light on themes that were ripe for discussion and improvement. This article details the survey and interview results and includes some brief comments from the Think Tank itself. Thoughts about future research in child protection conflict resolution are also provided.  相似文献

Every year thousands of children are discharged from the foster care system and find themselves ill prepared for the responsibility of adulthood. Providing enhanced employment opportunities to both current and former foster care youth will allow them to become economically self-sufficient and therefore have an improved transition from foster care. This Note proposes that states incorporate a foster youth employment program in the one-stop career centers mandated by the Workforce Investment Act. Through this program, foster youth will be provided with the tools they need for success while maintaining control over their own future.  相似文献
