FOSTERING RESILIENCE IN THE AFTERMATH OF DIVORCE: The Role of Evidence-Based Programs for Children

The negative impact of divorce is a concern with far-reaching ramifications for children's well-being. This article reviews divorce-related risks and protective factors that provide an empirical guide for the content of effective programs for children. The promising potential of child-focused interventions is highlighted, including examples of programs with evidence of effectiveness. The Children of Divorce Intervention Program is described in greater detail as an example of a preventive program with six controlled studies documenting multiple benefits to children, including reductions in anxiety, behavior problems, somatic symptoms, and increases in their healthy adjustment at home and at school. A vision for future research and practice is discussed, including best practices for adapting children's programs to court-connected services and a paradigm shift involving systematic preventive outreach to all separating parents with minor children, before difficulties become rooted and chronic.

A battle of principles: South Africa's relations with Iran

This paper provides a detailed case study and theoretical explanation for one of the least appreciated bilateral relationships of democratic South Africa. It analyses South Africa's post-apartheid relations with Iran as a case study to illustrate and discuss the contradictory principles that appear to guide South Africa's foreign policy. South Africa's tempered reaction to Iran's nuclear programme is in contradiction with its non-proliferation stance, but can be understood by looking into the ideology of the ruling African National Congress.

通货膨胀对股市收益的非对称性影响———基于 PSTR 模型对成熟市场的经验研究

本文通过采用非线性面板PSTR模型,利用美国、英国、日本、法国和德国五个成熟市场的月度数据,对通货膨胀对股票市场的非对称性影响进行了实证研究。结果表明,在股市处于不同的状态下,通货膨胀对股票市场的影响存在较大的非对称性。在股市收益高涨的时期,通货膨胀对股市收益存在显著的正向影响;而股市处于低收益或者负收益时期,通货膨胀对股市收益存在显著的负向影响。此外,非线性检验还发现利率变动也是导致通货膨胀对股市收益的影响存在非对称性的一个重要原因。     

香港特区政府的信息公开管理

本文主要介绍了香港特区政府的《公开资料守则》与信息公开的政策、机构、管理措施和内容等,包括一般的信息披露以及政府新闻处的公共信息服务和政府的财政透明;并分析了特区政府信息电子化和网络化的成功之道。本文认为,政府信息公开是一个一举多得的政策措施,而香港特区政府信息公开的范围之广、信息公开的渠道之多都令人叹为观止,这不仅有利于政府内部的统一和协调,而且有利于政府工作的顺利开展,并且在本地和国际上树立了一个透明、廉洁、高效、负责的服务型政府形象。简而言之,透明政府的建设源于政府与社会在信息公开方面达成共识,从而使政府能够自觉自愿接受社会监督。     

我国公司法定类型的反思及逻辑建构

自公司诞生以来,公司这一组织形式就受到各国商业实践和立法的特别重视。各国商事立法均对公司类型加以规定,并分门别类地对公司设立、股东权利、公司治理等进行相应规范。虽然商事逻辑的共通性拉近了各国立法上的公司类型,但各国在公司法定类型及相应公司规制上的差异仍旧鲜明。这也反映在我国学界对公司法定类型的争议上。我国公司法定类型改革应坚持本土商业实践逻辑,并确保改革成本最小化。由此,保留有限责任公司和股份有限公司,并按公司规模大小进一步区分出大型公司与小型公司,就成为理性选择的结果。具体而言,在有限责任公司中,增设大型公司,明确大型公司认定标准,并在公司机关设置、财务会计制度等方面给予相对严格的例外规定;在股份有限公司中,增设小型公司,对其赋予更加灵活、便捷的自治,并将上市公司扩增为公众公司。     

How Citizens React to Political Scandals Surrounding Government Leaders: A Survey Study in Hong Kong

Public opinion research has suggested that the negative impact of scandals on public evaluation of the politicians involved is not always strong. Part of the reason is that people may hold varying perceptions regarding the nature, factuality, and importance of the scandals. According to the theory of motivated reasoning, people develop varying perceptions by processing information in ways that reconfirm their existing views. This study applies such insights to analyze how citizens react to political scandals surrounding government leaders in Hong Kong, where such scandals have arguably become increasingly prominent in recent years. This study constructs a theoretical model linking prior political attitudes, scandal-related perceptions, response evaluation, and evaluation of politicians. Analysis of survey data confirms most of the hypotheses in two cases. External efficacy and support for democracy substantially influence perceived factuality and acceptability of the scandals. Such perceptions shape people's evaluations of the responses by the government and the officials involved, which in turn affect evaluation of the officials.     

Post-FTO Performance Evaluations of Rookie Police Officers

Abstract

The literature surrounding the Field Training Officer (FTO) program examines how police recruits navigate post-academy on-the-job training, the reactions these novices have, and how these fledgling officers assess their training experience. Absent from this literature is any consideration of how new officers perform after graduation from the FTO program. The present study examines 347 monthly evaluations issued by immediate supervisors for 66 rookies at the Tallahassee (FL) Police Department. An analysis of scores registered in 18 areas over the first six months after FTO completion determines that race and sex of the sergeant and officer exhibit a statistical influence on grading practices. While these effects do not appear to taint the transition from probationary to full employment status, long-term ramifications are explored.
