美国联邦碳排放限额交易立法解析

关于建立一个全国性的碳排放限额交易计划的问题,已经在美国国会获得了强烈的政治考虑,多部联邦法律草案勾画出了未来联邦碳排放限额交易计划的基本架构,只是具体细节的设计上存在微小差异。但是,拟建联邦碳排放限额交易计划的温室气体减排潜力有限,且因难以调和的利益冲突而近期获得通过的希望渺茫。     

Afrocultural Integrity and the Social Development of African-American Children

SUMMARY

In this paper the role of culture in the social development of African-American youth was explored, and an Afrocultural social ethos was advanced as a concept for investigating the social functioning. Study 1 found no significant gender differences on the social ethos variable in third and sixth graders (47 boys, 43 girls) ratings of self, family or friends. However, boys reported more delinquent behaviors than did girls, and friend's social ethos was predictive of fewer aggressive and delinquent behaviors. Although no significant gender differences on social ethos emerged among the sixth and seventh graders (54 boys, 47 girls) in Study 2, family ethos was predictive of empathic concern while the ethos of friends predicted greater perspective taking. Gender was the only significant predictor of peer-rated helping behavior, with girls judged to demonstrate such behaviors more than boys. Discussion focused on directions for basic and applied research, with an emphasis on African-American men and the importance of mobilizing indigenous community resources.

论股票发行核准制

《中华人民共和国证券法》规定 ,在我国股票发行采用核准制。这一制度是在对我国证券市场发展的实际作出准确评价的基础上顺应我国股票发行的需要而确定的。然而这一制度的固有缺陷在中国现阶段股票发行中不但不能克服 ,而且会愈益突出 ,因此从根本上说核准制仅仅是向注册制的过渡。我国的股票发行审核制度最终必然会实行注册制 ,为此从现在开始应当作好这方面的必要准备。     

香港、澳门、新加坡行政主导比较

适应社会发展和高效决策的需要,行政主导已成为国际社会普遍的政治现象。由于社会条件的差异,各国各地区行政主导的类型和表现不同,绩效不一。本文对香港与澳门、香港与新加坡的行政主导作比较研究,从政治制度、政府运作、社会条件等不同角度探求了不同形式行政主导的共性与差异。     

Program Awareness,Administrative Burden,and Non-Take-Up of Québec’s Supplement to the Work Premium

ABSTRACT

Program take-up is a necessary condition for program effectiveness. Yet, non-take-up is a significant challenge for many social programs, including Québec’s Supplement to the Work Premium (SWP), a refundable tax credit targeted toward long-term welfare clients. Based on interviews with 21 public actors and 46 program participants and nonparticipants, this study explains how low program awareness, the low value of the benefit and the significant administrative burden borne by potential and actual participants contribute to the non-take-up of the SWP in this sample. Moreover, four policy implications and recommendations that can inform the design, implementation, and evaluation of social programs, are derived from this study.     

大学生“村官”服务新农村建设的调查与思考——以南京市浦口区推行大学生“村官”为例

推行大学生＂村官＂计划是社会主义新农村建设的一项新举措。南京市浦口区涌现出的大量大学生＂村官＂典型事例,为推行大学生＂村官＂计划积累了丰富经验。然而,通过调查分析后发现,浦口区大学生＂村官＂计划在推进工作中却面临着思想扎根难、工作深入难、能力提高难、推动发展难等诸多难题,针对这些难题,本文提出了相应的对策和建议。     

THE KIDS' TURN PROGRAM EVALUATION: PROBING CHANGE WITHIN A COMMUNITY‐BASED INTERVENTION FOR SEPARATING FAMILIES

We provide evaluation results for Kids' Turn, a community‐based divorcing parent education program. Based on pre‐ and post‐test results from 61 parents, we found that parents reported improvements over time in interparental conflict, the number of topics parents argue about, parental alienation behaviors, parent anxiety and depression, and children's internalizing behaviors. These changes over time remained after we accounted for child sex, parent and child age, and time since separation. However, we did not observe any change in parenting behaviors. We discuss these results in light of factors influencing the ability of community‐based programs to affect change in families after divorce.
