本文以重庆市开县麻柳乡的改革经验为范本,用解剖麻雀的方法,总结出服务型政府的四大行为要素:问政于民,决政于共,行政于和,监政于公,认为这四大行为要素对于当前我国建设服务型政府意义重大,是党的传统工作方法的继承和发展.     

Consolidating ZIP Codes for Small Area Fair Market Rents: A Method for Implementing the New Rule

Fair Market Rents (FMRs), calculated for an entire metropolitan region, are used to establish payment standards for the Housing Choice Voucher (HCV) program. In response to recent criticism that FMRs do not represent rent disparity and restrict households from moving to high-opportunity areas, a new rule introducing Small Area Fair Market Rents (SAFMRs) has been issued. SAFMRs are based on ZIP codes to reflect local market rents and increase the number of payment standards used to administer the HCV program. The purpose of this research is to determine whether the number of payment standards can be reduced by consolidating ZIP codes, while adhering to the primary objectives of the SAFMR rule. The ZIP code grouping process conducted offers one method for reducing the number of payment standards needed to implement the new rule; however, the rent analysis reveals the over- and underestimation of SAFMRs for some ZIP codes.     

Town twinning and political support

Does town twinning foster citizens’ political support of the European Union? This study investigates the relation, which is maintained in politics and academics but still calls for empirical evidence. We distinguish between two levels of analysis, namely individual and context level, and differentiate in accordance with David Easton’s modes of political support specific from diffuse support. The corresponding hypotheses are tested with a unique dataset, which embraces survey findings of more than 12,000 respondents from 28 randomly selected municipalities in Germany. The main conclusions that emerge from the analysis are: First, town twinning does promote political support of the European Union on the individual level. Second, there are positive effects on specific and diffuse support. Thirdly, there is no relationship between local activity in twinning affairs and political support.     

两岸银行业小微金融合作模式探讨——基于路桥的案例分析

台湾银行业十分关注小微企业金融服务,为大陆银行更好开展小微金融提供了借鉴。据此,本文探讨两岸银行业小微金融的合作模式及如何开展合作。首先,本文分析台湾银行业在大陆的投资布局,认为台湾银行投资大陆以开设分支机构为主。其次,本文从技术合作、业务合作和股权合作三个角度探讨两岸银行业小微金融合作模式,并以路桥为例探索两岸银行业小微金融如何开展合作。最后,本文提出推进银行业小微金融合作应采取的配套措施。     

Detectives Stories and City Life

Detective stories take place mainly in two settings, constantly changing, many faceted big cities filled with strangers, and stable, fairly homogeneous, innocent small towns whose members know one another. The differences in each clarify the qualities of the other. In solving the mystery of the small town, the detective provides moral instruction and restores the town’s innocence. In solving the mystery in the big city the detective reveals the city as part of the mystery and provides the reader with temporary orientation to the city. Mysteries have grown with the growth of the cities and now appear in every country of the world. Harold J. Bershady is an emeritus Professor of Sociology at the University of Pennsylvania. Commonwealth Small States,Education and Environmental Uncertainty: Learning from the Sharp End

ABSTRACT

This paper examines the Commonwealth’s inclusive role in engaging with the distinctive challenges of education provision in small states, an agenda that is often neglected elsewhere. We examine the origins of Commonwealth work on education in small states, the nature of its comparative advantage, its role in facilitating small states’ engagement with international education dialogue and regional co-operation, and the demand and potential for ongoing Commonwealth support for education. Particular attention is given to experience within the Caribbean region and to the potential for the Commonwealth and the wider international community to learn from small states in the light of their distinctive educational challenges, achievements and priorities – and, most notably, their experience at the ‘sharp end’ of environmental uncertainty and climate change.

公安机关在城市化进程中的地位

中国法学向何处去(续)——对梁治平“法律文化论”的批判

1978至2004年,中国法学在取得很大成就的同时也暴露出了它的问题,而它的根本问题就是未能为评价、批判和指引中国法制发展提供作为理论判准和方向的“中国法律理想图景”。这是一个没有中国法律理想图景的法学时代。据此,要对“中国为什么会缺失中国自己的法律理想图景”这个理论论题尝试给出回答,并对中国法学这一时代进行“总体性”的反思和批判。较为具体地讲,采用经过界定的“范式”分析概念,对中国法学中四种不同甚或存有冲突的理论模式即“权利本位论”、“法条主义”、“本土资源论”和“法律文化论”进行了深入探究。中国法学之所以无力引领中国法制发展,实是因为它们都受一种“现代化范式”的支配,而这种“范式”不仅间接地为中国法制发展提供了一幅“西方法律理想图景”,而且还使中国法学论者意识不到他们所提供的不是中国自己的“法律理想图景”;同时,这种占支配地位的“现代化范式”因无力解释和解决因其自身的作用而产生的各种问题,最终导致了作者所谓的“范式”危机。正是在批判“现代化范式”的基础上,我们必须结束这个受“西方现代化范式”支配的法学旧时代,开启一个自觉研究“中国法律理想图景”的法学新时代。
