外来人口管理问题关系到社会稳定,关系到构建和谐社会的国家方略。外来人口以“农民工”为主体。“农民工”是我国制度变迁与社会转型期间出现的特殊群体,特指具有农村户口身份却在城市务工的劳动者。人口转移的实质也是农村人口向城市的转移,而解决“三农”问题的关键在于“第四农”——“农民工”。“农民工”进城后,如何加强管理,浙江省宁波市余姚阳明街道会同西北派出所认真探索外来人口管理办法,总结出“一软一硬”的社会化管理新途径。

行刑社会化是行刑制度的发展方向 ,具有较强的实践性。应以社会为背景 ,准确定位。将具体工作分为非监禁行刑与监禁行刑两种形式。在国家司法行政部门统一领导下分设两个系统 ,建立组织机构 ,实施管理 ,独立运行 ,构筑科学的刑罚执行管理机制。社区行刑系统面临着组织设计、权属界定、工作程序、管理方法、运行机制等诸多问题。监禁行刑应在现有基础上侧重考虑围绕着降低监禁人格展开相应的工作。     

Challenging Privatization: A Conceptual and Theoretical Argument

This is the second of a three-part polemic against the destruction of state owned enterprises in China (the first, “Against Privatization: A Historical and Empirical Argument”, is published in JCPS 13:1, 2008). It critically examines the ideology of privatization and argues for alternative guidelines of reform. The central contention is that a healthy market economy does not require domination of private property; rather it relies on apposite political-legal-ideological power and regulatory-monitoring regimes of accumulation and distribution socially legitimated within a given public culture. Rejecting the fallacies of ownership determinism and precision requirement on property rights for morality and efficiency, this essay clarifies distinction between the notion of exclusive properties and the vision of their socialized utility and management. Justifications for reforming state and private sectors alike in accordance with a unifying commons of social defense and feasibilities of innovative reform measures and policy proposals in that direction, will be elaborated in a third essay titled “Overcoming Privatization: A Strategic and Institutional Argument”.

From Top-Down to Trickle-Up Influence: Revisiting Assumptions About the Family in Political Socialization

A growing number of theorists are calling for a revival of research on political socialization based on the premise that children are active in their own civic development. We advance this argument a step further by proposing a model of family communication that reverses the roles of parents and children as conventionally understood in political socialization. Adolescent children are not merely receptive to political stimulation; they possess the power to transform patterns of family communication in ways that benefit themselves and their parents. We first challenge a series of interrelated assumptions about the nature and direction of influence in the family. We then document evidence of "trickle-up influence," in which child-initiated discussion--stimulated by a civics curriculum--prompts the parent to increase her civic competence via increased news media use, knowledge gain, and opinion formation. The parent's response reflects her desire to maintain a leadership role in the family, and more important from a theoretical perspective, it reveals the intrinsic forces of family adaptation that can make the home a powerful incubator of citizenship. Political growth occurs when the family system adjusts to reestablish equilibrium in response to exogenous factors or developmental needs that propel change. The ultimate purpose of this essay is to propose a functional model of family political communication. We apply theoretical perspectives from developmental literature to illustrate how political communication serves the family goals of autonomy and cohesion during various stages of the family life cycle.

农民工是我国工业化和城镇化进程中出现的一个社会现象。解决农民工问题是一个复杂的系统工程,从农民工的阶级定位、权益受侵害情况分析,探索构建农民工社会化维权格局。正确认识和解决农民工问题,是建设中国特色社会主义事业中的一个重大的历史性课题。
