南海安全区域间治理模式探析

实现南海区域安全与和平、稳定一直以来是中国和东盟国家就南海局势展开对话与合作的重要议题之一。然而,现实中的南海安全局势却一再紧张,这表明南海区域安全制度性安排与安全秩序理念和现有变化、发展迅速的南海安全形势已经出现了不同步、不协调的状况。在过往长期的南海安全区域间治理实践中,东盟和中国作为南海周边最具影响力的国家间集团和最重要的区域大国,以不同的方式,就南海安全的区域间治理展开了对话与合作,并形成了各自富有特色的治理模式,\"东盟模式\"和\"中国模式\"。这两种模式从不同层次和多个渠道就南海区域安全治理进行了对话与合作,并在南海安全区域间治理方面发挥了一定的效用。然而,目前南海安全体系呈现出来的脆弱性和南海区域安全现况却一再揭示,中国和东盟在南海安全区域间治理进程中还面临着不少现实的困境。为克服这些困境,更好地实现南海安全的区域间治理,中国和东盟应形成合力,为南海安全的区域间治理重塑一个相吻合的制度规范,共同构建一个相匹配的角色、身份与创造一个具有建设性意义的内外治理环境。     

Lifestyles/Routine Activities and Bullying among South Korean Youths

Research on bullying has been conducted primarily in the United States and other western cultures, with less attention paid to the magnitude and sources of the problem in eastern cultures. Framed within lifestyle/routine activities theories, we examined a random sample of 3,121 South Korean middle-school students in order to assess the main effects of factors reflecting guardianship, target suitability, and exposure to motivated offenders on a youth’s risk of being bullied by groups of juveniles. Latent growth curve modeling was used to estimate both cross-sectional and longitudinal effects on self-reported victimizations involving “collective” bullying. Findings and their theoretical implications are presented.     

新疆利用韩国企业直接投资的现状与展望

随着韩国企业在中国东部沿海发达地区的布局趋于完善和成熟以及中国西部大开发战略的逐步深入,全球经济格局调整和产业转移,大规模进入新疆等中国西部地区已成为必然。但目前韩国企业在新疆直接投资的整体规模上一直徘徊不前,相较东西部其他地区的投资额也有明显差距。因此,为了释放新疆与韩国的经济合作潜力,建议通过加强文化交流促进经济合作和改善投资环境加强直接投资的吸引力;通过吸引更多韩国跨国公司,扩大投资规模。     

Perception of the relations between former colonial powers and developing countries

People register and process stimuli every day, creating an image of space–time reality involving multifaceted relations between various states. The authors have created a database consisting of articles from the periodical Le Monde diplomatique from 1954 to 2009. This paper focuses on investigating how strong relations are between former colonial powers and developing countries. The authors present an index showing the frequency of coincidence of opinion-shaping content in articles about one of the selected world powers and a developing country; they next establish a quantitative reference to dependency and world-systems theories.     

Why Do States Commission the Truth? Political Considerations in the Establishment of African Truth and Reconciliation Commissions

Although the use of truth and reconciliation commissions (TRCs) has grown considerably over the last 3 decades, there is still much that we do not know concerning the choice and the structuring of TRCs. While the literature has focused primarily on the effects of TRCs, we examine the domestic and the international factors influencing the choice of a commission in sub-Saharan Africa from 1974 to 2003 using pooled cross-sectional time series. We find that states which adopted a TRC prior to South Africa were generally repressive centralized regimes which used the truth commission as political cover. However, since South Africa’s TRC, democratizing states have been more likely to adopt a truth commission as a form of transitional justice.
