广播电视素养是广大农民获取知识、形成能力的主要工具;是农村广播电视媒介真正发挥作用的重要基础;农民积极寻找致富途径为开展广播电视素养教育提供了主观条件。开展广播电视素养教育,可以利用农闲时期,集中进行扫盲教育;可以借鉴发达国家的经验,在中小学设置“广播电视素养课程;”可以在相关学历、证书教育中,将学历、证书与“广播电视素养”级别证书挂钩;可以使用现代传播媒介,将广播电视素养教育融合在具体的节目中。 相似文献

公安题材是一类持续活跃在荧屏上的电视剧题材。《便衣警察》热播至今也已长达二十年,它不是一部只有智力和打斗游戏的公安警匪剧,而是有着深刻的人文命题的高水平作品。人文精神的体现与人物身上折射出的道德观与价值观是分不开的。尽管《便衣警察》的故事时代已离我们远去,社会物质和精神等方面的变化日新月异,但是《便衣警察》依旧感人,这是因为电视剧张扬的是正面的、积极的精神力量,实际上也体现了当代中国社会人们普遍认同、并努力宣扬和追求的人性化的主流价值观。 相似文献

The EU has recently mooted the possibility of harmonising minimum penalties. ‘Minimum criminal penalties’ refers to the lowest sanction available for a judge in a concrete case. Calculating the actual penalty involves legal mechanisms that might mitigate that penalty. Comparative analysis reveals that a distinction needs to be made between minimum penalties included in national criminal codes (in abstracto penalty) and the lowest penalty that might be imposed (in concreto penalty). Although in abstracto minimum penalties are found in the criminal codes of most Member States, they are fiercely opposed in others. In concreto minimum penalties that constitute an absolute limit to the discretion of a judge are even more controversial. Against that background, this contribution reviews whether or not the EU should force the Member States to impose absolute, in concreto minimum criminal penalties. It examines the justifications presented in recent proposals in light of legal and criminological research. 相似文献

This article addresses debates on the formulation of public policy, building upon a body of literature which has focused on the interconnectedness between the venues of policy action and the way issues are defined. It does so by focusing on the strategic role of policy actors in a policy subfield and their attempts at manipulating either frames or venues in order to shape policy. The novelty here consists in pointing to the involvement of regulators in such strategic action. An emerging body of research has indeed shown that the activity of formally independent regulators is not necessarily limited to the implementation of delegated regulatory competencies and that they are increasingly engaged in policy‐making activities. Thus, by resorting to the agenda‐setting and framing literature, the article sheds light on novel pathways through which regulators intervene in policy‐making activities, making a claim that they have very good ‘tools’ at their disposal in order to shape policy. These dynamics are examined in the case of the last piece of the EU's pharmaceutical framework – the 2004 Directive on Traditional Herbal Medicines – which provoked intense debate among manufacturers of herbals, retailers, consumers, and both EU‐level and domestic‐level regulatory authorities. 相似文献
