从衡阳贿选案看地方人大选举制度的改革与完善

地方人大贿选的本质是金钱政治、权钱交易,它给国家和社会造成的危害是严重的。衡阳贿选案是地方人大贿选中较为典型的案例,深刻地暴露出我国地方人大选举制度的设计缺陷,如候选人提名制度不合理、缺乏相应的竞选机制、监督机制和处罚机制不完善等。推进地方人大制度的健全和完善,要建立规范的代表候选人提名制度,扩大选民和代表联合提名候选人的比例;在选举中切实落实差额选举制度,引入正当竞选机制;健全监督机制,加大处罚力度。

India after the 2014 general elections: BJP dominance and the crisis of the third party system

ABSTRACT

This article critically assesses claims that India has entered a new party system after the 2014 general elections, marked by renationalisation with the BJP as the new ‘dominant’ party.’ To assess these claims, we examine the electoral rise of the BJP in the build-up to and since the 2014 general elections until the state assembly elections in December 2018. Overall, we argue that despite the emerging dominance of the BJP, a core feature of the third party system -a system of binodal interactions- has remained largely intact albeit in a somewhat weaker form. Furthermore, by comparing the post 2014 Indian party system with key electoral features of the first three party systems, we conclude that the rise of the BJP has thrown the third-party system into crisis, but does not yet define the consolidation of a new party system.     

Looking towards the East: the High Representative’s role in EU foreign policy on Kosovo and Ukraine

ASBTRACT

My article addresses the role of the two post-Lisbon High Representatives (HRs), Catherine Ashton and Federica Mogherini, in EU approach to the Eastern neighbourhood. Adopting a broad conceptualisation of EU foreign policy and drawing on the scholarly literature on new intergovernmentalism, it focuses on events that marked the HRs' mandates in the cases of Kosovo and Ukraine. In the case of Kosovo, it examines the HRs' role in the conclusion of the so-called Brussels Agreement (April 2013); and of the August 2015 agreements. In the case of Ukraine, it reconstructs how the HRs dealt with the events leading up to the November 2013 Vilnius Summit; and with those leading up to the conclusion in February 2015 of the Minsk II Agreement. The article argues that the European Council exerts tight control over the post-Lisbon HR, and EU foreign policy-making processes more generally. Nonetheless, the empirical analysis demonstrates that, under certain circumstance, the HR can significantly influence EU foreign policy in the post-Lisbon era.     

Manifestos and elections in Ghana's Fourth Republic

Debate continues over the factors that influence electoral outcomes or voter behaviour and alignment in elections all over the world. Several factors have been noted, including the manifestos of political parties. In spite of the potential influence of the party manifesto, several comparative and empirical studies on elections in Ghana have paid little or no attention to manifestos in determining the electoral outcomes of political parties in the Fourth Republic.This paper makes a contribution to the debate by examining how manifestos have influenced the electoral chances of the two main political parties which have been in and out of government in Ghana since the inception of the Fourth Republic, namely, the National Democratic Congress and the New Patriotic Party. Analysis covers the five elections held in 1992, 1996, 2000, 2004 and 2008. Specifically, it discusses not only the ability of the manifestos to shape policy debate but also to some extent, influence electoral outcomes. The paper concludes with some lessons learned.

我国人大代表席位有效利用问题探析

人民代表大会制度是我国的根本政治制度,是社会主义民主在政权制度上的基本体现。但在其具体运行过程中却存在着部分人大代表席位未得到有效利用的现象,直接影响了人民代表作用的发挥。只有严格把关人大代表任职资格审核,加强对人大代表履行职责的监督力度,建立候补代表制度,才能保证人大代表切实代表人民充分行使权力,维护和实现人民利益,从而不断完善、发展我国人大代表制度,推进我国政治文明建设的进程。
