我国选举体制存在问题分析

选举的重要性在我国民主政治建设进程中日渐突出。我国以人民代表大会制度为主的选举体制取得了很大成功 ,但仍存在着选举范围窄、流于形式等问题。要考虑实行人大代表专职化和人大会议常设化 ,以充分发挥人大在国家政治运行中的核心作用

印度自2 0世纪90年代以来,其政局进入了多变动荡期,第十四次大选虽由国大党联盟执掌印度政局,但它却面临着诸多的问题和严峻的挑战。国大党联盟政府为稳固自己的执政地位,制定了相应的对策。     

Battleground: candidate selection and violence in Africa’s dominant political parties

ABSTRACT

This article develops a theory – rooted in the experience of the African National Congress in South Africa – to explain how, and why, a dominant political party is less likely to conduct orderly elections to select its political leadership. First, I demonstrate that canny party leaders – operating in the space between a divided society and a weak state – make an ideological turn to a “congress-like” political party, which is clever (in the short term) because it provides party leaders with an in-built electoral majority. It is, however, also a dangerous manoeuvre because it essentially endogenizes social competition for state resources inside the dominant party. This displacement of social competition away from the public sphere towards the partisan organization increases the likelihood of disorderly competition for party candidacies. Second, I demonstrate how this competition need not necessarily become the basis of violent competition inside the dominant party. The party leadership can use intra-party elections to stabilize competition, but only if the party invests in an organization that applies impartially the rules that govern the election.     

The 2016 Local Government Elections in KwaZulu-Natal,South Africa: Is Jesus on His Way?

Post-1994, the African National Congress (ANC) has increasingly allied itself to traditional authorities in KwaZulu-Natal (KZN). Part of the reason for this has been to undermine the support base of the Inkatha Freedom Party. In more recent times, the alliance between chiefs and the ANC has seen them linked to mining interests, often running roughshod over local forms of resistance. In addition, the August 2016 local government elections showed a weakening of ANC support in some of these rural hotspots of KZN, thus creating the possibilities for activists to build alliances anew.     

Assessing the High Representative’s Role in Egypt during the Arab Spring

The 2009 Lisbon Treaty institutionalised an intergovernmental constitution for managing policies traditionally a matter of national sovereignty, such as foreign and defence policies. However, important innovations were introduced in the foreign policymaking structure to limit its intergovernmental logic, in particular, with regard to the role of the High Representative (HR). It was generally assumed that those innovations would have made development of a coherent EU foreign policy possible. Yet, in one of the most significant tests for the EU’s foreign and defence policies in the post-Lisbon era, namely the Egyptian crisis (2011-14), those reforms did not work as expected. Notwithstanding the innovations, the HR’s role was diminished by the European Council’s strict control over foreign policy toward Egypt. The lack of clear policy guidelines towards the issue of democratisation in the Arab world in the 2003 European Security Strategy, although partially mitigated by the European Neighbourhood Policy and the Barcelona Process/Union for the Mediterranean, made it even more difficult for the HR to bring a European perspective into the largely intergovernmental setting.

赋予农民平等的选举权

由于历史原因，我国城乡居民享有不同选举权，随着工业化和城市化进程的推进，这一选举制度的弊端愈发显现。十七大报告中首次提出要逐步实行城乡按相同人口比例选举人大代表，其影响深远。     

公共生活中的＂代表＂：角色与行动

在以代议制为基础的现代国家中,作为名词的"代表"(角色)怎样产生,在技术上的难题大体解决;但作为动词的"代表"(行动)怎样运作,则存在重大分歧。无论是站在民粹立场,主张强制委托,还是站在精英立场,主张代表独立,都无法克服"代表"观念的内在紧张。事实上,代表与被代表者的拔河贯穿了整个代表关系,承认他们的不一致,努力重构二者之间的平衡,既防范代表的滥权(过热),又避免代表的无为(过冷),或许才是破解悖论的现实出路。
