合理配置教师资源 促进区域基础教育均衡发展

教师资源是基础教育实现其全局性、基础性、先导性作用的前提。教师资源的合理配置是基础教育的本质要求，也是普及基础教育的前提条件，更是实现区域教育均衡发展的关键所在。制约我国教师资源合理配置的因素，主要受到市场经济、社会发展基础条件、教育政策导向、政府投入政策的影响。应从统筹教育发展、完善投入政策、建立教师流动机制、加强考核监督等方面入手，合理配置教师资源，促进基础教育均衡发展。     

Die Fachhochschulen in der Schweiz: Pfadabhängigkeit und Profilbildung

Der Aufbau der Fachhochschulen zu Beginn der 1990er Jahre fand in einem unschweizerisch rasanten Tempo statt und führte zu einer Differenzierung und wachsenden Vielfalt im Schweizer Hochschulwesen. Der Beitrag geht erstens der Frage nach, wie sich im Planungsprozess das hochschulpolitische Feld ausdifferenziert hat, welche Akteure sich positioniert haben, welches ihre Leitvorstellungen sind und wie sie zusammenwirken. Anhand von empirischen Daten kann zweitens gezeigt werden, welches Profil der Fachhochschulen unter diesen Voraussetzungen entstehen konnte. Dieses wird datenbasiert für das Lehrpersonal, die Studierenden und die Forschung dokumentiert. Im Kern werden damit Fragen der vertikalen Strukturierung des tertiären Bildungssystems und der Positionierung der Ausbildung hochqualifizierter Arbeitskräfte thematisiert. Zwei sich ergänzende theoretische Perspektiven helfen, die Befunde in einen systematischen Zusammenhang zu stellen und zu interpretieren.     

职务犯罪预防教育在职业道德课教学中的重要地位——以云南警官学院公安体改生职务犯罪预防课为例

近年来,警察职务犯罪呈上升趋势,成为社会关注的热点。加强公安院校招录培养体制改革生(简称"体改生")职务犯罪预防教育,是实现公安院校公安人才培养目标和从源头上遏制职务犯罪的客观需要,充分发挥好各学科教学中的教育功能是职务犯罪预防教育的重要途径。     

Educación jurídica,investigación y derechos humanos inteligentes

The recent studies on the genes, the neurons and the information, are influencing the form to know us and to know the reality. The opportunity is had, for this reason, to improve the formation of the professor and the students of the Right, to happen of an education of repetitions to one of new features, discovery, diversion, that is to say, investigation. One is to avoid “to transmit” information, but to explore it, to construct it, only to invent it, working in equipment, professor and students, inside and outside the hall classes. The contents to investigate can be placed in the past, the present or in the future, like the human rights. Thus, it is tried that the well-known or effective human rights, the products of the legal rationalism, are extended to protect the emotional human dignity: the respect, the confidence, the tolerance, the responsibility, the happiness, desire, the pleasure. Human intelligence is multiple, for that reason the human rights must be intelligent, that protect and develop the intellect, the affectivity, the corporal one, the energy, the environment and its cosmovisión.     

The dark side of proportionality: Conditional effects of proportional features on turnout

Past research analysing the positive effects of proportional systems on electoral participation has focused on dimensions such as quality of representation, mobilisation, competitiveness, and efficacy. However, the potential consequences of higher complexity and difficulties for accountability on proportional systems are not well known. We show that proportional features capturing complexity and dispersion of power can increase the participatory gap between citizens with high and low education and interest in politics, usually by depressing turnout among the less educated and interested. The implications of adopting proportional rules that result in complex and divided forms of government in an era of increasingly disengaged citizens are discussed.     

国际移民书信对侨乡教育的影响

近现代,国际移民书信多指海外华人通过民间渠道给家人汇款时附寄的书信,在广东潮汕、梅州地区、福建闽南地区称其为"侨批",在广东江门五邑地区称其为"银信"。它们作为闽粤侨批"富矿"的有机组成,已成为侨乡文化的重要载体。这里,以原生态的国际移民批信为依据,着重阐述在极端困难的生存环境下,仍积极捐资助学,兴办学校教育,培育人才,推动侨乡教育事业发展,从而高度赞扬了他们热爱家乡、重视侨乡教育的爱国情怀。

未成年人犯罪的社会影响面广,在遵守法律原则和程序的前提下,按照未成年人犯罪的特点进行工作机制和方法的转变就显得很重要,这种转变集中表现为能动司法的前延后伸：立体预防和帮教安置。     

Preview of the IPPR Commission on the Future of Higher Education

Review of a Critical Path Securing the Future of Higher Education in England: the final report of the IPPR Commission on the future of Higher Education. The focus of the review is first on the funding of Higher Education and the options set out by the IPPR which include lower tuition fees, a graduate tax, means tested family contributions and changes to the loan repayment scheme; and second on better ways of widening participation and expanding opportunities for under‐represented groups of students.     

艾滋病预防教育中大学生对同伴教育的认知态度分析

当前,在艾滋病预防教育领域中,同伴教育发挥着极其重要的作用。但是由于诸多原因致使艾滋病同伴教育得不到很好的推广。文章通过问卷调查的方式,对高校大学生同伴教育在艾滋病预防教育中的认知现状进行了调研,针对调研现状,分析认知不足的原因,提出了相应对策。     

关于禁毒专业课程建设的思考

禁毒专业建设要服务于经济建设 ,服从于公安工作。禁毒课程设置必须体现当前素质教育的要求和发展方向 ,要和学校教师队伍建设紧密结合 ,要和实验、实习、实践紧密结合 ,要和开放、创新、发展紧密结合
