缅甸当前政治经济观察

当前缅甸的政治、经济局势值得深入观察.制订新宪法是缅甸 "民主路线图"七步计划的第一步.经过将近9个月的休会之后,旨在为缅甸新宪法制订架构的新一轮国民大会于2006年10月10日复会,这有力地推动了缅甸民主路线图计划的实施.但是,美国的打压有可能导致缅甸军政府放缓民主改革的进程. 尽管如此,在"先经济,后政治"方针的指引下,缅甸政府凭借丰富的自然资源,借助中国的经验,开展经济改革工作.     

Gc亚型检测的复合MS-PCR法及其应用

目的探讨建立Gc亚型检测的复合MS-PCR法及其应用价值。方法根据Gc基因中的2处点突变,设计2对片段相差5bp的等位基因特异性引物和1条公共引物进行复合MS-PCR,分析Gc多态性,并调查武汉地区218例汉族无关个体Gc多态性和鉴定10例亲子关系。结果复合MS-PCR检测的Gc基因型,与AmpliTypePM试剂盒的分型结果一致;武汉地区汉族人群Gc基因的3个常见等位基因Gc1F、Gc1S、Gc2的基因频率分别为0.4816、0.2592、0.2592,观察杂合度(Hobs)、期望杂合度(Hexp)、多态性信息含量(PIC)、个人识别能力(DP)、非父排除率(PE)分别为0.6193、0.6359、0.6253、0.7974、0.3480,基因型分布符合Hardy-Weinberg平衡;真三联体和非真三联体亲子鉴定各5例,前者不排除父子关系,与常规STR分型一致,后者经Gc-MS-PCR分型排除2例。结论建立复合MS-PCR法检测Gc亚型在法医物证鉴定中有实用价值。     

8例利多卡因过敏性休克死的血药浓度分析

目的研究利多卡因过敏性休克死者利多卡因血药浓度及其与死因的关系。方法采用高效液相色谱法(HPLC),分别对使用利多卡因麻醉术中各项指标均正常的8例术中因利多卡因过敏性休克死者的血液和11例顺利完成手术患者的血液进行利多卡因浓度的检测,对比分析两者结果。结果 8例死者利多卡因血药浓度(1．61mg± 0．45mg／L)低于11例正常患者利多卡因血药浓度(2．44mg±0．47mg／L)。结论利多卡因过敏性休克死者血药浓度在正常值范围内,与发生过敏性休克致死无关。     

从非营利组织看事业单位的改革

中国在推进事业单位改革的过程中开始提出和使用非营利组织的概念,正确看待非营利组织现状和在中国公益事业中的作用,让事业单位和民间非营利组织平等发展,甚至相互竞争来促进事业单位提高服务意识和服务质量。使公益性,非营利性得到真正体现,并让改革的成果惠及全体人民。     

治安行政执法告知程序适用探析

切实履行治安行政执法告知程序,是公安机关依法实施治安处罚的重要内容。执法人员应当正确理解告知的基本内涵:时间是在行政处罚决定之前;内容包括表明执法身份、告知处罚的事实、理由、依据、种类、幅度、当事人依法享有的权利。形式应当统一用书面形式。     

网络环境下大学生人际交往能力的调查与培养研究

大学生人际交往能力的培养是全面提高学生综合素质的重要内容之一，是当前高等教育人才培养的重要课题。随着网络信息技术的飞速发展，网络成为当代大学生生活、学习的重要载体和工具。通过开展网络人际关系现状的实地调查和分析，研究网络环境下大学生人际交往的现状和特点，提出切实有效的培养方案，以此来提高网络环境下大学生人际交往的能力和素养，促进当代大学生在网络学习环境中掌握良好的网络人际沟通和互动能力，是当前思想政治教育的重要研究课题。     

Corporatism packaged in pluralist ideology: the case of Slovenia

Corporatism has been an influential doctrine in the Slovenian polity since its beginning. After the onset of democratization in the early 1990s, its influence remains strong. Forms of corporatism are embodied in the National Council as the second chamber of parliament, in the chamber system, the system of social partnership and the RTVS (Public Television of Slovenia) Council. It is also present in certain socio-political priorities such as a higher value being placed on partnership over competition, on fairness over human rights, on community over individualism. Social pluralism has always been a part of Slovenian public life. Political pluralism emerged at the end of the 19th century and was never fully developed. There has always been a strong inclination in the political life of Slovenia to organize around interest groups and editorial boards of various publications, a tendency that reveals a plurality of voices but a general unwillingness to fight for political power. It could also be concluded that the development of pluralism in Slovenia relies heavily on corporatism because of the general lack of liberal foundations.     

SPECIAL NEEDS CHILDREN IN FAMILY COURT CASES

This article presents a conceptual framework for describing cases involving children with special needs that are increasingly being seen in family court. Three categories that represent the most common of such cases include (1) acute, life-threatening medical conditions; (2) chronic developmental disorders; and (3) psychological and behavioral syndromes. After detailing the nature of the disabilities in each category, perspectives from the bench are offered with specific recommendations and general strategies for effective case management. This is followed by a proposal of an innovative conceptual model—the Individualized Parenting Plan (IPP)—that organizes and integrates nine domains essential for a comprehensive parenting plan for special needs children. The article concludes with a list of sixteen strategic guidelines for servicing the families of these special needs children, in their best interests.     

Increasing Evidence-Based Programs in Criminal and Juvenile Justice: A Report from the Front Line

For the past 5 years in the United States, there has been an increased emphasis on evidence-based programs, and, in particular, the promotion of experimental designs as the highest standard of evidence. This interest has been fueled by the Federal government's demand for accountability that links budget allocation with program performance. The National Institute of Justice, the research, development and evaluation agency within the Office of Programs in the U.S. Department of Justice is undertaking a number of efforts to improve the quality of evaluation research and address the need for evidence-based programs. These efforts have focused on making improvements upfront in the grant selection process so that well-designed evaluations will be undertaken and in the management and monitoring of ongoing evaluation research grants so that implementation and design issues can be identified and addressed. Evaluability assessments is a key strategy that NIJ is relying on increasingly to identify programs that have a high likelihood of being successfully evaluated. Whether these efforts will lead to an overall increase in the rigor of NIJ-supported evaluations remains unanswered at this time. 本文对520例不同年龄组的颅脑损伤CT片进行了观察分析，表明青少年损伤原因以高坠多见，损伤类型以颅骨凹陷骨折及硬膜外血肿多见，老年组损伤原因以头部击伤多见，损伤类型以颅骨骨折、硬膜下血肿、脑多发性挫裂伤及脑多发性血肿多见，成年组介于两者之间。
