Framing Contests and Policy Conflicts over Gas Pipelines

This paper compares and contrasts high‐conflict policy debates over the siting of three natural gas pipeline projects at different decision stages of the siting process. This paper draws on over 600 newspaper articles spanning 3 years, analyzed through Discourse Network Analysis. Drawing from the Advocacy Coalition Framework and Policy Conflict framework, this paper finds that actor framing of opposing policy beliefs involves more indirect than direct confrontations, with statements in the media waxing and waning over time. Opponents of the pipelines more often explicitly argue against pipelines, while also using a broad range of conceptual arguments, whereas proponents more often couch their arguments around the economic benefits of pipelines and use fewer conceptual frames overall. We also find evidence that opposing coalitions use similar framing across different decision contexts. This paper concludes with a commentary on the status and contributions of this paper to the study of policy conflicts and next steps in advancing similar research agendas.

《共产党宣言》（以下简称《宣言》）是马克思、恩格斯在1847年共产主义同盟第二次代表大会的召开时，为世界上第一个国际性的无产阶级政党拟定的“周详的理论和实践的纲领”。《宣言》发表160年来马克思主义的发展历程表明，马克思主义具有与时俱进的理论品质，《宣言》是不断发展着的开放性的科学理论体系，具有指导性、系统性和开创性三大特点。     

经济体贯彻落实科学发展观指标体系框架探讨

该文在研究国外可持续发展指标体系及国内科学发展观理论和实践的基础上，根据科学发展观的核心思想，提出构建经济体（县、地区或省）贯彻落实科学发展观指标体系框架。该框架根据矩阵交集的思路，在协调发展和可持续发展的维度上对经济体全面发展（经济发展、环境保护、能源利用、人的发展和社会进步）进行考察，提出了10个概念性的二级评价指标。     

Cluster‐Based Policy Making: Assessing Performance and Sustaining Competitiveness

Tremendous changes in technology, political and social frameworks, as well as the impacts of globalization, have put pressure on countries to become competitive. One strategy for creating an engine of economic growth is the creation of clusters. These clusters, be they naturally or artificially conceived, hold the promise of becoming the economic weapons of a country. Many studies have been done to understand the factors behind the successes and failures of clusters. One of the reasons behind the inconsistent success of existing cluster policy frameworks in managing cluster performance is the fact that clusters often are at different levels of development, and it will require different strategies to create, enhance, and sustain their competitive advantage. This paper aims to propose and demonstrate a more holistic framework designed to understand key cluster dynamics that drives cluster performance, which then will enable policy makers to work toward ensuring sustainable cluster development.     

我国现行禁毒法律体系的构建——关注我国首部专门禁毒法典的施行

我国首部专门禁毒法典——《中华人民共和国禁毒法》于2008年6月1日起施行,它是我国禁毒法制建设的一个里程碑,标志着我国禁毒法律体系得到了进一步完善。     

问责性与跨域治理之条件检视与体制建构——PAM与IAD观点

地方政府间为达到资源优势的共享和资源劣势的互补，应形成一水平的合作治理关系，然却因本位主义、政党立场及缺乏信任而成效有限。笔者参考欧美公共事务相关课题领域之区域分析、项目分析、政策分析及1991至1998年于台湾高雄推动都市营销之经验等，及对应个体（个人）认知本质的判断与决策理论等，从多元社会观点切入对于个体认知及群体行为之观察，并涵盖载体存量之影响而成的PAM（Public Affairs Management）整合架构，此与Ostrom教授等发展之IAD（Institutional Analysis and Development）架构应可人体对应，本研究结合二者探讨台湾的问责性与跨域治理之条件检视与体制建构。     

公理法:构筑法学理论体系的重要方法

公理法在构筑法学理论体系时具有重要作用。这是因为,与其它方法相比,公理法能实现法学理论的综合,能使法学理论体系更加严密,增强法学理论说服力;还能加快法学理论知识的发展速度。历史上,一些法学论著和法典都曾采用公理法构筑理论体系。在运用公理法创建法学理论或制定法典时,还需注意一些问题,如公理的数量越少越好;选择的法学公理在直观上应是有道理的,真理性不证自明;等等。     

论“税”概念的渊源及其于法学语境下的建构

法学语境下的税概念是各种理论与制度渊源的纵横交织。我国封建税法史上税名目的嬗变,折射出萌芽状态的税概念。西方国家近现代宪政精神与民主法治理念的勃兴,使得曾为天赋强权的税出现合法性危机。理论上时税概念的合宪性释解,对晚了几个世纪才出现类似危机的东方中国的税概念的正当性论证甚有裨益。经济学关于税概念的认识,对法学语境下的税概念发生深刻影响。只有坚守法学理论的研究立场,有选择地扬弃税概念的理论与制度渊源,方能建构法学语境下的税概念。
