重塑全球化浪潮中的中国城市特色——从地方政府经营城市的角度出发

没有思想和个性的城市犹如没有灵魂的人。城市特色既是城市竞争力内涵的组成部分,又是城市竞争力外延的表现形式,在某种程度上决定着城市的兴衰。研究如何挖掘和营造城市特色、保护和培育城市特色、解决全球化对城市特色的冲击、强化城市特色对于城市现代化的良性影响作用,不但可以有效的解决当前我国地方政府经营城市过程中的种种“短视行为,”而且也是我国地方政府推动城市综合竞争力良性的、可持续的发展的重要课题。     

Overreaching In Registered Land Law

Beneficial interests under a trust were not intended to be overriding interests under section 70(1)(g) of the Land Registration Act 1925. The position was altered by Williams & Glyn's Bank Ltd v Boland , which determined that an interest under a trust for sale would bind a purchaser if the beneficiary were in actual occupation. The decision raised the question whether such interests could be overreached once the beneficiary was in occupation of the trust property. City of London Building Society v Flegg held that the relevant beneficial interest had been overreached. Both decisions assume that overreaching in registered conveyancing takes effect as it does in unregistered land. Yet there is considerable evidence that the Land Registration Act contains its own overreaching machinery. The House of Lords applied the wrong overreaching provisions in Boland and Flegg and there is no legal basis on which to recognise that trust interests can override a subsequent disposition under section 70(1)(g).

西欧中世纪城市自治的制度分析

目前国内外关于城市自治的制度的研究多偏向着理想主义与现实主义的二元对立,本文借鉴历史新制度主义的诸多概念与理论,试图加深对西欧中世纪城市制度的起源与演化的研究。在城市起源问题上,本文努力将城市自治制度起源与城市起源两者区分开来,从制度分析中的结构与行动者两方面探寻西欧中世纪城市自治制度的生成：古希腊与古罗马的城市与地方自治制度作为重要的制度遗产,加上封建时代的权力分散结构为城市自治制度的诉求提供了结构性优势。而城市商人主导的市民阶层在行动中充分利用这些有利优势,在与领主的博弈中不断斗争,最终达成妥协,形成了以城市特许状为核心制度架构的城市自治制度体系。而在城市自治实施过程中,随着城市内外权力结构变化,国王与领主的权力逐步通过新的方式渗透到城市治理结构当中去,社会分层导致城市权贵主导的大家族或行会逐步垄断经济与政治管理权力,主导城市自治并逐步形成封闭的寡头统治,以至于触发后来连绵不断的城市底层市民的暴动。这样的自治蜕变犹如政体腐化一样,也呈现出别样的趋向性。

对大连不同社会群体人方音变化的调查与分析

运用社会语言学的方法．采集大连市内四区100个大连生、大连长的不同年龄、不同职业、不同文化、不同性别的群体人的语音样本，并对其方音的特点进行听辨和分析。然后运用数学的方法统计出不同语境中不同年龄、不同职业、不同文化、不同性别群体人方音特点变化的百分比。目的为在案件的言语识别时，确定犯罪嫌疑人的社会种属性提供新的途径与方法。     

Generational discourse in urban youth images

The history of generations is often researched in the light of ego-documents, including diaries or letters. These sources of communication between young and old require methods of literary criticism, as this article suggests in exemplary cases. Popular (and in some cases popular forms of learned) literature show how stereotypes dominated letters between Nuremberg fathers and sons fom the 16th century. Reading these letters as witnesses of direct emotional expression, as has been done so far, would be problematic on a theoretical level of the concept of autobiography (according the Ricoeur ‘an other’ of the self), but also an empirical level. Letters were cultural artefacts that were considered well-formed only when they met the standards set by the urban youth image. This included a conglomerate of religious discourses, psychological assumption about the nature of emotions, the urban system of values and honour relating to merchant education more specifically. In letters of this intergenerational context, even information could be put into the context of a situational self-representation of the person writing. Writing a letter as an apprentice or a student was not at all confined to convey factual information. Rather than that, writing letters meant to participate in the generation of norms and to act on a meta-level of communication, as well. Negative images of youth were rhetorically implemented in letters to maintain and reaffirm the hierarchy within the family. Letter exchanges secured economic stability of family firms and the subsequent social rise.

大学生村官发展现状调查与分析——以江苏省连云港地区为例

通过对江苏省连云港地区大学生村官发展现状的实地调研,大学生村官的价值取向多元化,跳板意愿浓厚,所从事的工作内容不明确,工作重心偏离农村。从各地对大学生村官计划的落实情况看,各县之间呈现出不平衡性,且同一县内各镇之间也不平衡,大学生村官生活压力大、岗位流动频繁。对此,应从宣传工作、领导重视、加强培训、基础保障等方面入手进一步做好大学生村官发展工作。
