Transnational policy networks (TPNs) are attracting greater scholarly interest given their impact on the contemporary conduct of international affairs. While this has been a welcome development for International Relations scholars and provided some preliminary insights, there is a need for more scholarly studies of TPNs that delve into specific issue-areas on a comparative basis. The paper addresses the above need by providing analyses of the role of European Union (EU)-based actors – the European Commission, member states, civil society organizations, and firms – in regulatory frameworks on conflict-prone natural resources such as oil, diamonds, coltan, tin, tungsten, and gold. To that end, the paper draws upon participant observations, interviews with state and non-state actors, and access to primary documents in order to provide a comparative examination of EU-based state and non-state actors within the Extractive Industries Transparency Initiative and draft EU legislation that seeks to prevent the trade of conflict-prone minerals. 相似文献

This article explores the EU’s action in the context of revolutionary upheavals in its neighborhood, focusing on two cases where the EU’s overall influence is relatively strong: Moldova in 2009 and Tunisia in 2010–2011. It analyzes the intertwining of the normative and strategic agendas by examining the goals, instruments and impact of EU action in each case. The findings highlight a limited and reactive role of the EU, a strong emphasis on stability and a shift towards a more normative engagement in response to external changes that made it easier to merge security- and value-oriented goals. 相似文献

This article considers the role the Soviet Union's western borderlands annexed during World War II played in the evolution of Soviet politics of empire. Using the Baltic Republics and Western Ukraine as case studies, it argues that Sovietization had a profound impact on these borderlands, integrating them into a larger Soviet polity. However, guerrilla warfare and Soviet policy-making indirectly led to these regions becoming perceived as more Western and nationalist than other parts of the Soviet Union. The Baltic Republics and Western Ukraine differed in their engagement with the Western capitalist world. Different experiences of World War II and late Stalinism and contacts with the West ultimately led to this region becoming Soviet, yet different from the rest of the Soviet Union. While the Soviet West was far from uniform, perceived differences between it and the rest of the Soviet Union justified claims at the end of the 1980s that the Soviet Union was an empire rather than a family of nations. 相似文献

The field of international relations has seen considerable debate about the reasons for conflict between revolutionary states and status quo powers. The two works reviewed here deal with the early years of the Soviet regime. The material presented indicates that tensions were largely the result of Bolshevik attempts to “export the revolution.” This indicates that it is the nature of a revolutionary state and its desire to challenge the international status quo that leads to tension with other powers. 相似文献

This paper proposes a new approach to understanding the relations between the European Union (EU) and the Commonwealth. There has been a long-standing lack of mutual insight between the Commonwealth and the EU, chiefly due to a general lack of knowledge of the modern-day Commonwealth and its role on the international stage. The relations between both organisations are currently limited, despite the fact that there are areas of common interest, where cooperation would not only be feasible, but also beneficial. This paper provides the first systematic cross-national assessment of disabled people's electoral and political participation, based on research in the 28 Member States of the European Union and in the context of the United Nations Convention on the Rights of Persons with Disabilities. A mixed methods approach included policy analysis, information requests to national experts and secondary analysis of European survey data. The evidence populated indicators which suggest four lines of action: (a) lifting legal and administrative barriers; (b) raising awareness; (c) making political participation more accessible; (c) expanding participation opportunities in public life. ABSTRACTThis article compares the results of police reform in three post-Yugoslav states that vary in terms of local ownership. Using survey, focus group, and interview data gathered in Kosovo, Serbia, and Macedonia, we find that the public perceives the police force created and trained by international oversight as more capable and legitimate when compared to police forces that grew under local ownership. Insulation from political and societal influence led to a more capable and legitimate police force in Kosovo, while the politicization of the police force under local ownership undermined its capacity and legitimacy in Macedonia and Serbia. 相似文献
