1979~2010年中美贸易规模呈现百倍以上的增长,其原因在于长期以来中美贸易互补性不断增强。通过对贸易结合度指数、显示性比较优势指数、贸易互补性指数的分析研究,均显示出中美双边贸易关系是紧密的,双边贸易的互补性是显著和稳定的,这充分说明中美所处的国际分工的地位及两国产业结构调整的变化使双边贸易往来处于有利的局面,但也应看到双边的贸易摩擦纠纷一直不断,这不利因素短期内难以解决,因而成为阻碍中美贸易发展的障碍。  相似文献

近年来,职工互助保障在各级工会的大力支持下得到长足发展。其以低成本、低风险,自愿参加、不以盈利为目的的特点,受到越来越多的职工群众的关注和欢迎。职工互助保障与社会保险、商业保险既有相通之处,又存在巨大差异,是我国综合社会保障体系的重要一环。通过从微观视角细致分析某个单位或单个职工群众个体在参加职工互助保障后所带来的变化,有效推动最终达到职工互助保障增强职工保证功能、覆盖全社会职工保障网络体系的目标。  相似文献

随着"一带一路"建设各项措施的推进,中国与东盟的投资合作有了迅猛发展,然而,投资合作的发展速度与投资冲突的产生成正比。当前中国与东盟签订的一系列协定虽为双方投资争端的解决指明了方向,但这些解决投资争端的方式在实践中存在着制定脱离于实践、适用范围受限等不足,其已不足以充分解决新增投资领域的诸多争端。对此,应立足于中国-东盟自贸区自身的特征,结合投资争端的特殊性,从适用主体、适用范围、解决程序等方面对中国-东盟自贸区投资争端解决规则进行优化,以期适应自贸区的长足发展。  相似文献

This article examines the current state of economic relations that the United Kingdom has with New Zealand and Australia, in light of the former’s decision to leave the European Union. Although there are prospects for future trade between these countries post-Brexit based on the three countries’ current comparative advantages, perhaps the greatest scope is for greater trade in services along with greater investment flows. Trade in food produce would be affected by changes in trade policy post-Brexit but other goods such as forestry, mineral and manufacturing products would be more affected by changes in general economic conditions and the relative competiveness of the industries in international markets. Already these aspects of trade are important and are expected to grow and develop over time. Much of the future negotiations between the three countries will take up a range of issues associated with investment and the trade in services and much of the future prospects for growth in trade might depend on the success of these negotiations.  相似文献

Abstract

Tax?benefit microsimulation models are typically used to quantify the effect of specific policy changes on the income distribution based on representative microdata. Such analysis evaluates policies by considering how different tax?benefit elements interact given personal, household and labour market characteristics. Using hypothetical household data instead helps address broader questions of policy design and systemic (cross-national) differences. This article introduces the Hypothetical Household Tool (HHoT) in combination with the microsimulation model EUROMOD to analyse European tax?benefit policies from a comparative perspective. It presents a series of applications from social welfare analysis illustrating how hypothetical data can benefit comparative academic and policy research.  相似文献

欧亚经济联盟作为近年来一个新兴的区域经济一体化组织,已经成为推动欧亚地区经济发展的重要力量,它以《欧亚经济联盟条约》为法律基础,并形成了以决策机制、关税同盟、争议和纠纷解决机制为主要内容的联盟运行机制。在具体运行中,由于大国政治、经济因素,决策机制出现了俄罗斯主导倾向,关税同盟存在着统一关税执行难、关税分配不平衡的困境,纠纷解决机制中的司法主权冲突问题。发展欧亚经济联盟需要将其运行机制朝向法治化方向发展,包括夯实联盟运行的法治化基础、强化主权平等下的决策机制、利益合理分享的关税同盟,以及联盟与成员国司法权平衡。欧亚经济联盟对中国"一带一路"具有极大影响,在法律框架下将两大项目对接是共同发展的最优选择,也是中国与欧亚经济联盟共赢的法治途径。  相似文献

Abstract

Soft law and governance captured the attention of scholars in the 2000s, and new policy challenges and the novel introduction of ‘harder’ elements now drive a (re)turn to these discussions. This article explores the extent to which dynamics leading towards ‘harder soft governance’ (HSG) appear in the EU’s renewable energy governance by comparing the 2020 and 2030 Renewable Energy Directives. Document analysis and interviews reveal a surface-level softening because the new 2030 directive contains no binding national targets for the Member States. An entrepreneurial Commission has been seeking to introduce ‘harder elements’ at the core by focusing on implementation, allowing for potentially deeper influence on the national energy mixes though the Energy Union. Two main factors drive these changes: the evolving international context of climate change governance, as well as re-configurations of the actors in the EU. Future research should explore the effectiveness of emerging HSG in detail.  相似文献

对于地理标志和通用名称的界分,我国当下采取的标准为“指代一类商品”标准。这一标准并不能反映地理标志和通用名称的本质区别。地理标志通用化的本质是“标示地理来源”功能的丧失,故应当引入“标示地理来源”标准。对于通用名称的判断范围,应当坚持以全国标准为主,同时严格限制相关市场标准的适用。《中美经贸协议》本质上是美方寻求更广泛的市场准入的尝试,对我国地理标志和通用名称的界分提出了新的要求。《地理标志保护中的通用名称判定指南》(征求意见稿)虽然回应了《中美经贸协议》的要求,但是提供的保护水平过低,不利于地理标志资源的开发利用。应当在符合《中美经贸协议》要求的基础上,努力寻求地理标志的高水平保护。  相似文献

ABSTRACT

The administrative reform launched in 2010 (“Kallikratis” programme) in Greece stands out as a major decentralization initiative. Notably, amalgamations at the local level were set at the forefront of the reform. This paper aims at shedding light on the issue of decentralizing governance by examining the implications of the “Kallikratis” reform programme on local authorities in terms of their domestic financial mobilization. Drawing empirical evidence from their implementation in European structural programmes, it is argued that the decentralization effort had an asymmetrical impact on local institutions, favouring principally the small-sized local authorities vis-à-vis the bigger in population local bodies.  相似文献
