Uncovering land tenure insecurities: tips for tenure responsive land-use planning in Ethiopia

Land-use planning, although a mechanism for development, can also generate insecurity during its implementation. This article argues that tenure security and land-use planning should not be implemented in isolation from each other. It posits that land-use planning – rather than restricting the security of people's tenure – has the potential to serve as a means of securing tenure. The article explores tenure (in)security elements in land-use planning as a crucial challenge in the urban town of Gelan Sidama Awash, Ethiopia. Using data collected through stakeholders’ interviews, it uncovers their tenure security challenges, and outlines a set of measures for enhancing tenure security through land-use planning.     

Conceptualising and tracing the increased territorialisation of politics: insights from Argentina

The territorialisation of politics is a crucial transformation in state–society relations that has implications on how contemporary politics works. Defined here as the dispute for the physical control of space, be it a municipality, province or portion of land, within one or more politically constituted entities. It does not mean the emergence of a new regime type, but the process through which the territory re-emerges as a new cleavage after neoliberal reforms and authoritarian regimes have weakened/dissolved neo-corporatist arrangements for the resolution of socio-political conflicts in society. It is a cleavage because central political divisions are produced as a result of the physical encounter of or distance between political actors and of the dispute for the control of a territory for sociopolitical goals and causes that are not always territorially defined. Departing from this definition, I also raise potential explanatory hypotheses for the transformations that favoured this transformation in Argentina.     

European Union civil society support and the depoliticisation of Turkish civil society

Despite growing critical literature on external funding, the link between EU funding to Turkish civil society organisations (CSOs) and their depoliticisation remains understudied. This article fills this gap. This article explores EU funds in Turkey and shows the incentives it creates for a depoliticised civil society. Drawing on an original set of interviews with 45 CSOs, this article analyses how Turkish CSOs interact with EU funding and how this support impacts on Turkish civil society. This article argues that EU funding’s short-term, activity-based, measurable outcome and visibility-oriented structure contributed to the depoliticisation of those CSOs benefited from EU funds.     

From Broken Families to the Broken Society

This article traces the development of the Conservative party's 'broken society' narrative, from its roots in William Hague's early invocations of 'social justice' to the evidence-based approach adopted by David Cameron. It considers relevant social trends over the period since 1970; summarises the Conservative party's attitude to family policy in government between 1979 and 1997; and shows how the Conservatives in opposition from 1997 onwards have become more focused on support for the marriage-based family, now a central tenet of Conservative social policy under David Cameron's leadership.     

Why Do States Commission the Truth? Political Considerations in the Establishment of African Truth and Reconciliation Commissions

Although the use of truth and reconciliation commissions (TRCs) has grown considerably over the last 3 decades, there is still much that we do not know concerning the choice and the structuring of TRCs. While the literature has focused primarily on the effects of TRCs, we examine the domestic and the international factors influencing the choice of a commission in sub-Saharan Africa from 1974 to 2003 using pooled cross-sectional time series. We find that states which adopted a TRC prior to South Africa were generally repressive centralized regimes which used the truth commission as political cover. However, since South Africa’s TRC, democratizing states have been more likely to adopt a truth commission as a form of transitional justice.

构建社会主义和谐社会是我国社会主义建设理论的又一重大突破,也是我们急需研究的重要课题。社会主义和谐社会的建成,是我国实现富强、民主、文明的社会主义强国的目标,也是社会主义发展的主要标志。自然生态环境是人类生息劳作的地球家园,是构建和谐社会的重要因素,分析环境犯罪的概念状况和新特点,提出预防环境犯罪的对策,对构建和谐社会具有理论和现实意义。     

论和谐侦查的语境

和谐侦查是指权力机关在办理案件过程中,依照法律和社会许容度进行的专门调查工作和有关的强制性措施。侦查语境指的是侦查存在和运行的外部环境。和谐侦查的实现应以相关语境为依托,汲取语境的合理内核,相辅相成。其现实语境应涵盖以人为本的政治语境,正义实现的法律语境,探求真实的哲学语境。和谐侦查的构建没有现成的经验可供借鉴,因此,侦查所应有的各项理性规则与程序,侦查所面临的评价标准等等,仍待进一步实践和探索。

舆情预警是公安机关正确决策、化解矛盾、维护稳定的重要前提。改进舆情监测工作,健全网络舆情预警机制,是构建社会主义和谐社会的必然要求。网络舆情预警机制是一个系统工程,公安部门需要做好舆情规划、舆情收集、分析处理、舆情预警四个环节的工作,把网络舆情信息汇集分析作为重点,同时利用先进技术作为保障。对于公安新闻的处理,公安机关可通过互联网平台与网民直接沟通来解决。     

防治重新犯罪与构建和谐社会——重新犯罪现状与对策的实证研究

社会转型和城市化进程加速引发了人员迁徙浪潮和社会关系的急剧变化,犯罪率和重新犯罪率呈持续攀升,并突破历史的高点。人员迁徙,社会管理保障不配套,引发犯罪和再犯罪;教育滞后,低素质面临高诱惑、强竞争,引发犯罪和再犯罪;道德缺位,导致亚文化盛行,行为内控力、制约力弱化,放纵犯罪和再犯罪。改造罪犯压力剧增,监狱在解决自身矛盾中工作没及时调整到位,难以有效扼制重新犯罪和大要案的发生,已成为构建和谐社会过程中突出而尖锐的问题。
