One important but often understudied area of research in public administration is the effect of e‐government on administrative discretion. This article examines e‐government factors that influence administrative discretion through a survey of local governments. The focus of this study is on Egyptian local governments, which are using e‐government to modernise public service delivery. Through a survey of administrative officials in these governments, this study found evidence that e‐government factors of collaboration and organisational change influenced administrative discretion. Other common factors noted in the literature such as size of the local government and demand by citizens for e‐government did not register an effect on administrative discretion. The results of this study imply that local governments should do more to enhance e‐government to reduce administrative discretion, especially in the area of increasing collaboration. 本文研究主题是探寻影响地方政府有效履行职能的主要因素。本文遵循实证研究途径,具体运用调查研究和统计分析方法展开研究。研究结论认为,在六个影响地方政府有效履行职能的因素中,"法制(不健全)"属于强影响因素,影响力最大,"执法手段(缺失)"、"公务员素质(不高)"和"财政支持(不到位)"三个因素的影响力居中,而"物质条件(差)"和"现代技术(意识不足)"属于弱影响因素。并且,不同区域、不同府级、不同学历和不同职务对六个因素各自影响力的认知也有所差异。  相似文献

Against the background of Malawi having had no councilors since the second quarter of 2005, this article aims at establishing the effects of the absence of councilors on the promotion of accountability as a tenet of good governance as espoused in the National Decentralization Policy. Adopting a mixed research design with a strong bias towards qualitative research methodologies, the article finds out that in the absence of councilors, observance of accountability by local governments has been negatively affected. The article argues that in the absence of councilors there has been reversal of accountabilities whereby horizontal accountability has been given more emphasis than vertical accountability; having a secretariat that is both a decision-maker and implementer of decisions has been a recipe for abuse of power; and interim mechanisms and emerging institutions responsible for advocating accountability are limited and a mockery of good governance.  相似文献

This paper looked at the performance of the African Union (AU), in the resolution of intrastate conflicts in Africa. The study necessitated a revisit to the Libyan crisis. It is acknowledged in the study that conflicts pervade human relations. In the case of Africa, the study further shows that Africa has never experienced a lasting peace. The theoretical framework of games theory has been adopted in the study, to describe the character of African conflicts and to proffer solutions for the minimization of the level and number of such intrastate conflicts. The Libyan conflict typified the character of intrastate conflicts in Africa and was used for illustration in the study. The study concluded that the AU has made significant contributions toward the resolution of intrastate conflicts in Africa but there are still shortcomings of the AU and impediments to the efforts of the African Union, toward the resolution of such crises.  相似文献

贯彻"十八大"关于"大力推进生态文明建设"的精神,将1989年《环境保护法》修改成对我国今后环境资源生态保护工作具有基础指导作用、长期引导作用、全面激励作用的综合性法律、政策性法律。修改后的法律应该是将生态文明建设摆在国家"五位一体建设总布局"突出位置、具有生态法特征的综合性法律;应该申明、宣示和规定环境法的基本理念、基本原则;明确规定公民的基本环境权利和义务,公民有享用清洁、健康的环境的权利,有保护环境的义务;明确规定环境公益诉讼;明确政府的环境责任,健全政府环境责任问责制;规定基本的环境法律制度和重要的环境法律措施,规定政策环境影响评价。  相似文献

Abstract

Many are looking to California and its state housing law for advice on how to deal with the affordability challenges affecting many metropolitan areas throughout the nation. It is thus critically important to go beyond the laws themselves and examine how state and municipal governance structure affects affordability, supply, and production. Some states give broad freedom to localities to develop policies that can potentially meet a range of goals and objectives. Others directly undermine those efforts by limiting local ability to pursue policy reforms while simultaneously failing to engage on the state level.

The redefinition of federalism on the national level, coupled with continued resistance to growth from some localities, establishes the state as at least an equal partner in dealing with housing supply and affordability issues. Understanding these distinctions is important, and the housing community needs to take them into account as it moves on the state front.  相似文献

Abstract

This analysis uses census tract data to measure the segregation of the poor in U.S. metropolitan areas in 1970, 1980, and 1990. Two measures of segregation are used: the indices of dissimilarity and isolation.

In 1990 the mean dissimilarity of the poor in the 100 largest U.S. metropolitan areas was 36.1, which is substantial but below the 60.6 dissimilarity of blacks. The 1990 isolation of the poor was 21.0. From 1970 to 1990, the dissimilarity of the poor increased by 11 percent, and the isolation of the poor rose by 9 percent; in contrast, racial segregation declined. Exploratory regression analyses reveal that income segregation in metropolitan areas was significantly greater in 1990 and increased more from 1970 to 1990 in the Northeast than in the South and West. Midwest areas generally were not significantly different from Northeast areas in 1990 segregation levels or in changes from 1970 to 1990.  相似文献

ABSTRACT

According to the Regional Complex Security Theory (RSCT) external involvement in regional security can take either the form of penetration or overlay. We theorise governmentality as the third form of external involvement aimed to responsibilise regions in order to govern them indirectly and at a distance. We illustrate our argument in a study of NATO’s role in the Western Balkans since the dissolution of Yugoslavia. In particular, we posit that the predominant role of NATO in the region has evolved over time from penetration in the 1990s, through overlay in the early 2000s, to today’s governmentality.  相似文献
