Voting for government coalitions in Ireland under single transferable vote

This paper addresses the issue of whether voters indicate a preference for a government rather than, or in addition to a preference for a party, when they cast a ballot under the system of the single transferable vote (STV). It thus contributes to the existing literature on strategic coalition voting by examining whether coalition preferences matter where electors are given the option to rank the parties in order of preference. The question then becomes: does this ranking reflect or signal a coalition preference? Using survey data from two Irish elections, this paper finds that whereas first preferences are closely aligned with coalition choices, Irish voters do not systematically use second preferences to express a view on their preferred coalition formation.     

论我国公司法立法结构的变革

公司法立法结构关乎公司法的立法质量、成本以及公司运行效率。我国采用统一公司法的立法模式,以有限责任公司为目标公司,并以股份有限公司为有限责任公司的衍生品。这种立法结构扭曲了股份有限公司和有限责任公司的相互关系,造成了在法律解释和适用上的诸多困难。在未来修改公司法时,我国应以股份有限公司为目标公司,以有限责任公司为其例外,重新构建公司法的结构。

我国公安派出所是公安机关最基层的派出机构,在全面提高基层公安机关整体素质和战斗力的过程中,公安派出所发挥着极其重要的作用。目前,全国大部分地区逐渐地在派出所探索建立激励机制,有效地调动和提高了派出所干警的积极性、主动性和创造性,但是在实施的过程中也暴露出来了一些急需解决的问题。深入探讨构建公安派出所青年公安干警的激励体系建设,是无法回避又迫切需要解决的现实问题。     

An investigation on information management issues in Albanian public administration

Political changes in the early 1990s created an opportunity for the Albanians to increase communication with the rest of the world. For the first time Albanians were exposed to technology and tools that had been used so frequently in the neighbor countries decades in advance. Despite the great promise of technological advancement, public sector innovation has tended to be small-scale and gradual. Factors such as institutional arrangements, budget scarcity, group conflict, cultural norms and prevailing patterns of social and political behavior have restricted government actions. This study examines issues caused by a poor information management and looks for some ways to turn into an efficient information system in Albanian public administration. It uses primary data from sample surveys of public administration organizations in local and central level during these transitions.
