Representative Bureaucracy: Examining the Effects of Female Teachers on Girls’ Education in Ghana

Scholars have examined representative bureaucracy as a viable means to make the bureaucracy more responsive to citizens in a democratic society. The theory argues that a diverse public service that mirrors the social demographics of its population in terms of gender, race, and ethnicity (passive representation) is more likely to be responsive to the needs of all citizens (active representation). Although a substantial body of empirical research exists, a comparative understanding of the theory is lacking in Africa. This study expands the empirical research on the theory to Ghana. It investigates whether passive representation of female teachers makes the education bureaucracy more responsive to girls. The analysis of a nationally representative data set on senior high schools (SHS) within the 216 districts of Ghana revealed that increasing the presence of female teachers is positively associated with the performance of girls on math and science exit exams.

Two Approaches,One Course: An Experience in Experiential Learning

In universities where experiential learning is not the norm, introducing this style of learning into undergraduate courses can be an intimidating process for both instructors and students. Instructors are often unsure of how to manage student experiences in the community, while a significant number of students react with skepticism toward this new type of course, as well as concern about their instructor's changing expectations for their performance. The following is a reflection of our first 2 years of teaching undergraduate courses from a distinctly experiential learning approach. Qualitative data is used to highlight the parallel learning processes that occurred over the semester, for students as well as for us as instructors. Our biggest challenges are explored in detail, and advice to instructors contemplating adapting an experiential approach to their own courses is presented.     

Reinventing the Hong Kong state or rediscovering it? From low interventionism to eclectic corporatism

Abstract

The low-intervention state of Hong Kong in colonial times did not originate from strong neo-liberal ideological convictions. It was an artefact of the colonial political configuration, a pragmatic governing strategy adapting to the political and economic needs at the time. Political changes, economic restructuring, divestiture and marketization of state institutions since the 1980s had brought a new state form after 1997. A new business and professional elite class, embedded in an eclectic corporatist structure, evolved and brought multilateral, ad hoc and particularistic bargaining, leading to more sectoral intervention after 1997. Fragmented state institutions nonetheless weakened state capacity, making it difficult for the post-1997 state to be highly penetrative, transformative or developmental.
