Constructing Authoritative Answers to a Latent Crisis? Strategies of Puzzling,Powering and Framing in Dutch Climate Adaptation Practices Compared

While adaptation tends to be approached as an issue for policy analysis, framing and powering strongly interact with policy analysis (puzzling) and are at least as important for adequate outcomes in such an ambiguous context. The present contribution compares and analyzes two Dutch adaptation strategies in the Central Netherlands: (1) realizing a flood bypass channel near the town of Kampen and (2) exploring possibilities to raise the water level of Lake IJssel, enhancing the country’s freshwater storage capacity. The article concludes that in both trajectories there is an important role for policy analysis (puzzling) but the cases differ strongly in the way actors frame the intervention, their corresponding powering strategies and the policy outcomes.

Resilient Peace: Exploring the Theory and Practice of Resilience in Peacebuilding Interventions

ABSTRACT

This introduction provides a conceptual and theoretical background to the more detailed analyses contained in the articles of the Special Section. The introduction firstly presents a critical overview of the rise of resilience and its increasing role in shaping the terms of international interventions. It identifies a set of interrelated conceptual themes relevant to theorising the relationship between resilience and peacebuilding and evaluates how appropriate a resilience approach might be in promoting sustainable peace and what might be its main dangers and pitfalls.

转型期是利益诉求集中和社会矛盾增多的一个特殊历史阶段,调节社会冲突,化解社会矛盾,构建长效持久的社会冲突调适机制是各级领导干部在转型期的重要职责和任务。各级领导干部要在坚持＂最大限度地消除不和谐因素,最大限度地创造和谐因素＂原则的前提下,着力推进构建科学的社会风险预警机制、社会安全阀机制和社会矛盾调节机制,增强社会冲突调适的针对性、时效性和可操作性,促进社会的稳定与和谐。     

Adaptation and development of the Empathy Assessment Index (EAI)

The purpose of this study was to adapt and develop a multidimensional measure of interpersonal empathy, the Empathy Assessment Index (EAI). The EAI is a self-report measure developed in the US that is applicable in most contexts where empathy is considered a relevant construct. The focus of this work is on professions dealing with complex interpersonal situations, such as the police or other professions that can be categorized as street-level bureaucrats. The added value of the EAI relative to previous measures of interpersonal empathy stems from its incorporation of subconstructs such as self-other awareness (SOA) and emotion regulation (ER) to augment the cognitive dimension of empathy. The Swedish version of the EAI was administered to a sample of 330 participants, most of whom were police recruits. An exploratory factor analysis identified a four-factor structure, which was supported by a confirmatory factor analysis. The factors identified in the analysis were affective response, SOA, perspective taking (PT), and ER. Evidence for the scale’s concurrent validity was established in relation to the empathic concern and PT subscales from the Interpersonal Reactivity Index. The adapted version of the EAI will be used in further studies within the police context.     

Addressing the Challenges of Adaptation to Climate Change Policy: Integrating Public Administration and Public Policy Studies

With growing attention on formulating the “right” policies and programs to address climate change, the contribution that policy work will make in fostering adaptive capacity needs to be examined. Policy capacity is crucial to policy formulation and should be at the heart of climate mainstreaming. There are six hypotheses about the nature of climate-based policy work based on a survey conducted of Canadian federal and provincial government employees in the forestry, finance, infrastructure, and transportation sectors. To measure the simultaneous effects on perceived policy capacity, an Ordinary Least Squares regression was conducted. Among the key findings was that the increased demand for climate change science within an organization resulted in a decreased perception of policy capacity. Policy work was largely focused on procedure activities rather than on evaluation. The model found that networking was critically important for perceived policy capacity. Effective policy formulation will involve the participation of others normally not associated with traditional policy work. Evidence-based policy work illustrates that policy success can be achieved by improving the amount and type of information processed in public policy formulation.

In appearance, the movie Un Amour de Swann directed by Volker Schlondorff is an adaptation of Prust’s novel A la Recherche du Temps Perdu by drawing up certain episodes from the original. But in reality, it is a reproduction of the text concerning the narration, time and space with Swann as the center, based on the original text. The appearance of Un Amour de Swann is a new attempt at interpretation, thus providing a new model in the adaptation and research between movies and literature.
