企业民主管理：议题与进展——对国内研究文献的简要评述

企业民主管理制度作为我国企业领导体制中的重要组成部分,一直是个研究热点问题。特别是 改革开放以来,相关研究也越来越丰富复杂,其中最主要的研究议题可归结为四大类,即企业民主管理的理论 依据、企业民主管理的法律与政策研究、企业民主管理的制度逻辑与变迁、企业民主管理与企业治理的关系。 而每一议题内部都存在着较大的分歧和争论,但正是这种分歧和争论,使得企业民主管理的研究得以不断地细 化和深入。     

Public Service Motivation Scholarship in Africa: A Systematic Review and Research Agenda

Although several literature reviews have been published on public service motivation (PSM), none of them focused solely on Africa. Adopting a systematic review of the literature, we analyse articles on PSM scholarship in Africa published between 2005 and 2017. We found that authors in African PSM is consistently increasing with their research published in highly ranked peer-reviewed journals. The antecedents and consequences of African PSM are similar to those of Western countries. Finally, respondents of African PSM scholarship are skewed towards “managerist” and students’ perspective. We proposed agenda for African PSM research with four key interest areas.     

Accountability in Public Management Networks: An Analysis of Cost Monitoring in Chicago Municipal Networks

Public management networks (PMNs) continue to proliferate as governance becomes more complex, and so does the need to hold them accountable. Agency and collaboration theories provide a solid foundation, but additional constructs are necessary to adapt to this dynamic era. Building from Bovens et al. (2008), the authors offer an ecological framework of third-party accountability that incorporates a number of prominent accountability theories under the same construct. Employing a mixed-methods research design that examines eight local PMNs in the Chicago region, the study finds that an exemplar accountability mechanism—additional cost monitoring—occurs more often in situations predicted by the framework. Additionally, qualitative interviews of network participants suggest that cost structures can differ by network type, which is verified quantitatively.     

The Public Management of Risk: The Case for Deliberating among Worldviews

This article argues that the public management of risk faces inherent "wicked issue" problems which are further accentuated in the context of the contemporary regulatory state. It is suggested that in order to overcome these limitations and inevitable trade-offs, there needs to be a more conscientious effort in setting out distinct components of any public management of risk, which should be considered and discussed through the lens of distinct worldviews contrasting interpretations and solutions, as well as potential "black-spots." It is only by acknowledging limitations of any one strategy and by considering plural solutions that there is less likelihood of disappointment when dealing with crises and disasters.     

博弈视角下农地流转与农民利益保障机制探析

农地流转制度在巩固存量利益的同时,也带来了可观的增量利益,各个利益主体为分配新增利益势必会展开激烈的竞争和角逐.运用博弈论系统分析利益主体之间的博弈关系,透视现实制度实行中其他利益主体对农民利益的侵害.在策略选择上从宏观、中观和微观角度着力构建三位一体利益保障机制,矫正农地流转利益博弈中的力量失衡状态,促使农民的存量利益能够得到对价支付,确保农民能够公平参与增量利益的分配.     

我国农地产权分析及制度重构

我国农地产权制度由于产权界定不合理和农民土地产权的缺失,导致违法征地现象严重.土地交易成本昂贵,农民的合法权益得不到保护.文章引入产权理论,特别是从农地的使用权和处置权方面,论述了农地问题造成的原因,提出合理界定农地产权,建立允许农地承包经营权流转的机制,让农民分享产权增值的成果.     

提高南宁城市竞争力的思考

科学发展观的提出已受到全党和全社会的广泛认同,也为现代化城市建设起到了重要指导作用.我国现代化建设的实践表明,城市在社会主义市场经济的建立和现代化事业的建设中占有举足轻重的地位,但城市并不是单纯的投入对象、建设对象和管理对象,而且还是可供开发利用的客体.而城市竞争力则体现为一个城市的综合能力.文章对南宁市城市经营管理的现状以及优劣势进行分析,相应地提出了提高南宁市城市竞争力的努力方向和前景展望.     

试论娱乐服务场所公安机关治安管理的机制建设——以沐浴行业治安管理为例

入世以后,我国娱乐服务场所在扩大就业、提高人们生活质量、方便群众需求等方面发挥了积极的作用。但由于法律法规不完善、场所自管意识不强、治安主体关系模糊等原因,导致场所管理秩序混乱,持续发展乏力。以沐浴行业为个案,分析沐浴行业公安机关治安机制中存在的问题,探讨构建符合时代要求的娱乐服务场所治安管理工作的新机制。

重组改制条件下,国有企业职工民主管理工作遇到了许多新情况:民主管理制度需要完善、职工主人翁地位程度被削弱、职工代表参政议政的能力有待进一步提高,等等。造成这种状况的原因是多方面的。改善职工民主管理工作的主要措施有:增强职工主体意识;激发基层民主管理活力;完善民主管理制度与机制。     

论我国公司治理的规范与发展——以"一人公司"制度为背景分析

我国新《公司法》针对我国公司实践中出现的问题,采纳了国内理论研究新成果,借鉴了国外成功的立法经验,在诸多方面体现了现代公司治理理念.其中一人公司法律地位的确立,则彰显了这一理念.一人公司作为一种新型的公司形态,一方面反映了社会经济发展的客观需要,另一方面是对传统公司理念的极大挑战.因此,探索一人公司的理论根源,深入分析一人公司的法律本质及价值取向,促使该制度在我国当前国情下正常运行,还应进一步加强对一人公司的立法规制,不断规范和完善我国公司法律制度.
