GPA：拓展两岸合作空间的有效途径

建立海峡两岸政府采购协议（GPA）平台，是进一步推进和深化两岸合作，确保实现的有力保障。两岸正处在GPA有效合作的一个难得的“窗口期”。两岸GPA合作有着独特的优势，也存在一定的障碍，这将考验也将进一步证明两岸人民的智慧。本文为此提供了一些对策思考。     

优势视角下的社会工作介入青少年社区矫正初探

青少年罪犯是一个特殊的社会群体，帮助青少年罪犯顺利地回归社会是青少年社区矫正的最终目的。优势视角下的社会工作是一种策略性的弱化案主的问题，而更多地关注案主的优势和潜能的社会工作实践的新模式。借助优势视角，分析优势视角介入青少年社区矫正的三个层面的策略：发现优势、发挥优势和发展优势。     

工资制度的权变选择

随着社会经济的发展和组织类型的演进，技能工资制与绩效工资制已逐渐取代了传统的，基于岗位评估的工资制度，成为组织对员工进行激励的两种主要方式，一个组织在设计报酬体系时，必须从自身实际出发，同时考虑内，外部多种因素的综合作用，据此对工资制度做出权变的选择，由于单一的技能工资制或绩效工资制在实施中都存在着诸多难点，因而组织在选择工资制度时，可以寻找第三条道路-“多重工资制度组合”来弥补单一工资制度的缺陷。     

Young American China Watchers＇ Views on China

In this paper, the author has made a thorough study over the new generation of American China Watchers. Most of the pages are devoted to a detailed comparison between the old generation and the young generation of American China Watchers regarding to their background, education, and views over China. At the end of the paper, the author also gives some policy suggestions for both the Chinese and U.S. government based on the findings in this study.     

从经济视野探析中日早期现代化进程成败的原因

19世纪中期以前中日商品经济的发展、资本主义的萌芽高低水平不同;地主土地所有制与领主土地所有制的牢固程度的不同;中日两国封建统治者在实施近代化改革进程中的指导方针、具体措施的不同,是导致中日两国早期现代化进程一成一败命运的根本原因。     

Treatment Fidelity in Sex Offender Programming: Assessing Delivery across Community Providers

In an effort to focus on treatment fidelity in the sex offender field, this study evaluated the treatment delivery of ten clinicians who provided treatment to sex offenders under community supervision. Data collection and analysis involved a combination of qualitative and quantitative methods. Results revealed that treatment providers varied in their use of empirically-supported treatment techniques, their participation in the community containment approach, and their adherence to the treatment contract. These findings provide support for the continued study of treatment fidelity in the corrections literature. Implications and future directions are discussed.     

Community‐based environmental management in Vietnam: the challenge of sharing power in a politically guided society

The article presents the challenges of introducing a ‘shared‐power’ community‐based management approach in the socialist society of Vietnam. The Portland State University (PSU)'s Oregon Environmental Management Alliance partnered with Vietnamese organisations in a shared‐power pilot project aimed at strengthening stakeholder participation in environmental improvements in two communities along the Tan Hoa‐Lo Gom (THLG) canal in Ho Chi Minh City (HCMC). The Oregon Solutions model, a community‐based environmental management (CBEM) approach, was adapted for the shared‐power project. This article analyses three core ingredients of the shared‐power CBEM approach: multiple stakeholder structure, dispersed authority arrangements and diverse policy instruments. Critical reflections are offered on the meaning and appropriateness of these shared‐power ingredients when they are reinvented in Vietnam's politically guided governance system. 科技型中小企业发展的资金保证—兼论设立创新基金保进中小型科技企业发展的现实意义

随着我国市场经济体制的建立，技术创新已成为我国各类企业普遍面的紧迫问题，而目前制约企业技术创新的最现实的因素之一就是资金缺乏，创新基金的设立楞可以解决科技形中小企业资金短缺的问题，从而有效地推动我国科技型中小企业技术创新。     

从权力来源的角度看乡村基层党组织选举方式的创新

近年来，中国大陆的乡村基层选举开启了基层民主化的进程，出现了“公推直选”“两推一选”“公推竞选”“两票推选，交叉兼任”等形式多样的选举方式。基层党组织把这种选举方式引入到党的换届选举中，引起了学术界的关注。本文从权力来源的角度分析基层党组织民主选举方式的创新。     

两种教学方法对比下的高职高专英语教学

传统教学法和任务教学法有着不同的教学理念和教学特点。结合高职高专人才培养目标，从教师角色、教学媒介和学生角度分析两种教学方法的优势和不足，有助于提高高职高专英语教学水平。
