Reassembling Gender: On the Immanent Politics of Gendering Apparatuses of Bodily Production in Science

Abstract

Arguing that new feminist materialist work has insufficiently attended to how gender is differently materialized and embodied in practices with non-human others, this article examines ethnographically what genderings come to matter in the knowledge-making practices of mass spectrometry and peer review in a Czech research laboratory. The article returns to Donna Haraway's analytics of the ‘apparatus of bodily production’ and its extension by Karen Barad as a productive device for tracing the situational making and unmaking of gender in specific human–technology assemblages and the sedimenting histories of such intra-actions. Through a triple movement of disassembling, contextualizing and reassembling particular embodiments, the author brings unstable, implicit and absent genderings, and their affective textures, affordances and valuations to the fore, including the corporeal orientations associated with enterprising adrenalin-driven masculinity and denigrated forms of embodiment such as shame and defeat. The article shows how these (de)genderings render present tensions and exclusions in prevailing apparatuses of knowledge production and pose questions of responsibility.     

滋肾活血解毒方对慢性肾衰竭大鼠肾内皮素基因表达的影响

目的 :观察滋肾活血解毒方对慢性肾衰竭 (CRF)大鼠残肾组织中ET 1mRNA的影响。方法 :采用 5/ 6肾切除法复制大鼠CRF模型 ,将 50只Wistar大鼠随机分成对照组、保肾康组、洛汀新组、滋肾活血解毒方组 (观察组 )、正常组 ,用RT PCR技术检测各组大鼠残肾组织中ET 1mRNA表达水平。结果 :正常组肾组织中ET 1mRNA表达最弱 (P <0 .0 1) ,对照组肾组织中ET 1mRNA表达最明显 (P <0 .0 1) ,观察组肾组织中ET 1mRNA表达较保肾康组及洛汀新组有明显下降 (P <0 .0 1)。结论 :滋肾活血解毒方可能是通过下调肾脏组织中ET 1mRNA表达水平而改善CRF大鼠肾功能。     

怠于履行公共职能的国家赔偿责任

怠于履行公共职能是指行政主体行使职权时，未尽合理的注意义务，产生行为之懈怠，导致法律期待的公共职能实现不能或不充分的公务过失行为。为使裁量性行政导致的公民权益受损得到有效的救济，督促行政主体在行使职权时竭心尽力追求公共职能的充分实现，需要将怠于履行公共职能纳入行政赔偿范围。这种公务过失在赔偿责任上适用过错责任原则，对其损害的认定应包括现实利益、精神利益和正当预期利益，在因果关系判断方面，除了要考虑行政主体拥有比一般社会理性更高的公务理性之外，还应该考虑其裁量性选择的正当性理由。     

Biting Through an Arteriovenous Hemodialysis Graft: An Unusual Method of Suicide

Abstract:  Patients on long-term hemodialysis often have multiple medical and social problems with associated psychological stress and depression. The suicide rate in this population is higher than the general population, and suicides have been reported following severing or disconnection of hemodialysis vascular access sites. We report a patient on chronic hemodialysis with a history of depression and suicidal ideation who bit into his forearm arteriovenous graft and exsanguinated.     

公共产品含义新探

迄今为止公共产品的界定还处在聚讼不已的状况中。公共产品首先是公共需求决定的产品,而这只有在充分发挥市场的作用后才可以清晰地显示出来。一般认为的非竞争性、非排他性、非分割性都不是公共产品的本质属性,因为一些私人产品的消费也具有这些属性;公共产品没有纯与准之分。公共产品只能从需求的角度来界定,它不等于政府供给的产品、免费产品、公益产品、外部正收益产品。公共产品是消费产权无法界定的产品,这使得分割收费不可能,因而导致市场失灵。     

苏联剧变的经济体制改革失败原因及启示

我国对苏联经济体制的研究一直较为重视。当前,我国的改革又进入了一个崭新的新阶段,要解决的问题甚多。在此背景下回顾苏联经济体制改革的历史进程,总结其经验教训,提出一些值得思考的问题,具有十分重要的意义。本文论述的问题有：对苏联剧变根本原因的看法;苏联经济体制形成的原因;历次改革失败产生的严重后果;改革的历史进程;对中国的启示。     

The Home Insulation Program: An Example of Australian Government Failure

The public concern surrounding the Australian Government Home Insulation Program (HIP) continues despite the abrupt termination of the program in the light of its deleterious safety consequences and fiscally wasteful management. This enduring unease has been reflected in a variety of official inquiries and reports including the Hawke Review (2010) , an inquiry by the Senate Environment, Communications and the Arts References Committee (2010), a performance audit by the Commonwealth Auditor‐General (2010) and two Departmental annual reports (DCCEE 2010; DEWHA 2010). Taking into account this body of evidence, we argue that the HIP represents an example of government failure, which, in turn, led to a range of unintended ‘human costs’ including the tragic deaths of four young installation workers. Moreover it is also argued that, in future, programs like the HIP are best administered by state/territory and local governments which are often best placed to deliver ‘on the ground’ services.     

The Sovereignty Dodge and the Responsibility to Control: Should the US Do What Pakistan Won't Do?1

The killing of Osama bin Laden in Pakistan was justified by the Obama administration as an act of self-defense. Proponents of an expanded notion of self-defense argue that sovereignty implies responsibility not only for the protection of human rights, but also for the provision of public goods more generally, including effective territorial control. States which are unable to control their territory frequently become safe havens for militants who threaten the security of other states. Pakistan is a paradigmatic case of a ‘sovereignty dodge’ who, in the eyes of the United States, has forfeited its sovereign right to non-interference because of its failure to live up to its responsibility to control. In this article I explore the legality of US strikes against militant targets in Pakistan. I conclude that while international jurisprudence continues to adhere to a conservative reading of the rules on the use of force, states themselves have interpreted the law on self-defense more broadly, evincing a desire to keep the rules as indeterminate as possible.
