The article is a consideration of the question of identity in South Africa, and also in a global context. Just as South Africa has looked to the world in order to understand its place, so too the world might look to South Africa to illuminate patterns less immediately visible elsewhere. Far from being unrepresentative in the apartheid period, South Africa was the ‘state of exception’ that incarnated and concentrated global realities; equally in the current era the reciprocal relations between the South African and the global evoke haunting concerns. The article begins with a consideration of the ‘classic’ generation of anti-apartheid activists, including figures such as Nelson Mandela and Bram Fischer, as they fashioned a new sense of South African identity. Yet it goes on to consider what happens when the classic period is over, and older definitions and oppositions are no longer available. Here the navigations of fiction, both in South Africa and elsewhere, become significant, and the article examines the work of writers from Gordimer, Coetzee and Ndebele, to Caryl Phillips and W. G. Sebald. It ends with a contemplation of the current period, nearly twenty years after the democratic transition in South Africa. In the era of the Marikana massacre and other pressing developments, both music and fiction open up some of the ambiguities and obligations. Drawing on Agamben, I suggest the intrinsic mutuality of the ‘home’ and the ‘foreign’ in establishing a more promising—and challenging—sense of belonging and identity both in South Africa and the world. 相似文献

In governance structure legitimacy is required not only of the governing system, local authorities or public organisations but also of other participants, including citizens. The legitimacy cannot be judged either by traditions of representative democracy or by innovative theories of deliberative or participatory democracy. The article analyses scientific publications on citizen participation in local governance. It asks how empirical studies on local sustainable development planning (SDP) and New Public Management (NPM) practices construct legitimate citizen participation. In general, studies on citizen participation have not conceptualised the relations between citizens and power holders as questions of legitimacy. However, the studies approaching citizen participation in the local processes of SDP and NPM include various empirical, theoretical and normative arguments for citizen participation. These arguments recognise, accept and support particular activities, arguments and outcomes of citizen participation, and include and exclude agents and issues. They construct and reflect the definition of legitimacy in the local governance. As constructed by scientific texts, justifications for citizen participation reproduce a discursive structure in which citizen participation becomes marginalised and citizens’ views excluded. The results illustrate that discursive structures of legitimate citizen participation support conventional governing practices and hinder innovative practices in local governance. 相似文献

Abstract Businesses which function according to a neoliberal framework objectify society by seeing it as a mechanism to enhance profit. Businesses become involved on a societal level so as to portray themselves as caring and to generate positive publicity. This article critically discusses this relationship between business and society and then investigates two alternatives, namely, alternatives along the socialism-capitalism continuum and alternatives beyond the socialismcapitalism debate. In this relationship, conservation, eco-operation, empowerment, accord, succour and justice are important to business. Given the poor track record of traditional anti‐corruption initiatives, donors and governments are increasingly looking at how civil society can fight corruption in public administration. Social accountability mechanisms intend to perform this role by holding officials directly accountable through citizen engagement. However, this article argues that social accountability mechanisms are only capable of reducing corruption systemically if they activate horizontal accountability and sustain it through the sanctioning mechanisms of electoral accountability. A comparative case study analysis using the cases of the Ugandan Public Expenditure Tracking Survey and the Bangalore Citizen Report Card is applied to test this hypothesis. The Tanzanian Public Expenditure Tracking Survey and an example of citizen engagement in Mumbai are employed as shadow cases to provide additional evidence for the hypothesis. The results indicate that social accountability mechanisms must be inclusive, broad, with public effect and embedded in other accountability relationships to fight corruption effectively. Electoral accountability is key, and support to social accountability mechanisms should therefore always be well placed within a broader agenda aimed at strengthening democratic governance. Transparency is a complex phenomenon characterised by aspects that can be linked and interpreted differently. In particular transparency is associated with information and participation. In order to better understand how to manage transparency in a municipality, the paper analyses the case of Venice that adopted a strong policy to increase citizen participation through information and communications technology (ICT). Starting with the idea that transparency is achieved only when perception of transparency between management and citizens (users) is aligned, the author has verified this alignment administering the same questionnaire separately to managers/officers and citizens. The author also analyses the alignment of perception for the different elements (motivation, issues, tools and relation) that administration has to manage to achieve transparency. The results show that for managing administration's transparency it is necessary to manage the "transparency triangle", i.e., addressing the information to a specific necessity of access to services or to citizen participation, with a different mix of high relational tools. 相似文献

The paper is based on a research which tries to explore, explain and develop a framework that would be used in the sustainable post-construction management of public housing estates. Literature review provides evidence of the extent of unoccupied, unfinished, vandalized, and abandoned social housing estates in the Niger Delta region of Nigeria, signifying that the availability and management of decent public housing estates in the Niger Delta of Nigeria are lacking because the post-construction management practice is not as good as it should be. The aim of this paper is to assess and set out the methodology and rationale for adopting a strategy to the research. It further, thus, examines case study design strategy that follows exploratory and explanatory methods and other research worldviews as alternatives in philosophy, approach and in research methodology. In addition, the paper draws out the significance of pragmatism as current practical world thinking that is a better answer to a research study aim, objectives and questions which focus on real-life situations. It argues that the development of a framework for use in the post-construction management of social (public) housing estates in a sustainable manner is needed; and that, using a pragmatic philosophical perspective and approach of worldview through a mixed method (qualitative and quantitative) in a case study design line of inquiry in the research methodology would be a better proposition to adopt in the study. The paper recommends that the issues of sampling, validity, reliability, the relationship between the researcher and the subject and other research quandaries are vital when deciding on an appropriate method. 相似文献

Spanish Local Corporations are playing an increasingly important role in the provision of public services without reducing their function of consolidation and structuring of the current sociopolitical system. This reality implies an increase in their need of financial funds without new compensation resources. Also, there is a certain tendency to loose population in many counties along with a greater organic and territorial dispersion that accelerates their financial weakening. This makes necessary to find management alternatives ensuring the appropriate provision of local public services and thus the Local Corporation reform becomes an alternative. In this context, the present paper approaches the analysis and the results based upon a territorial balance criterion on the population and its distribution, aiming ultimately to design an indicator able to measure the need of the Spanish local government structure according to its population and the size of its municipalities.
