公民在我国的形成较晚。在长期的封建统治下,由于家国同构,“民”并没有产生明确的国家意识,改革开放带来了经济、政治的革新,真正意义的公民的出现才有了可能。这样的公民是建立在正确理解的国家关系和恰当参与的公民互动基础上的。公民是培养出来的,对公民素质的要求就成为新时期精神文明建设的主要目标。只有塑造出合格、理性的公民,才能有民主、文明的社会主义法制和道德风尚。  相似文献

For several decades citizens of the Czech Republic have endured a severely degraded environment, stemming partially from reportedly lax enforcement of environmental protection laws. During this period, Czech citizens have lacked the right to litigate citizen suits as a means of increasing environmental enforcement and have never initiated civil litigation against a polluter. However, since 1958, Czech citizens have exercised the right to use citizen correspondence as a means of pursuing their legal interests by alerting government agencies to environmental problems. By Czech law, citizen correspondence obligates government agencies to respond to the cited environmental problems. This paper analyzes how environmental authorities responded to citizen correspondence related to water problems (e.g., drinking water contamination) during the years 1988 to 1992. Since responses may include enforcement actions—monetary fines, remediation requirements (i.e., mandatory cleanup), and correction requirements (e.g., replacement of a leaky storage tank), this type of legal action on the part of citizens approximates a citizen suit. By examining enforcement actions taken in response to these citizen suits, this paper is able to test hypotheses regarding the relationships among the three different types of enforcement actions and empirically identify the liability rule guiding each type of enforcement action.  相似文献

This study utilizes the School Survey on Crime and Safety to identify variables that predict lower levels of violence from four domains: school security, school climate, parental involvement, and community involvement. Negative binomial regression was performed and the findings indicate that statistically significant results come from all four domains. When modifying the sample to include only schools that offer some form of parental involvement opportunities, schools with greater parental volunteering and participation in subject area events experience reduced levels of violence. Implications from this analysis include developing creative methods for greater parental input in school activities.  相似文献

2007年4月美国联邦最高法院对"马萨诸塞州诉环境保护总署"案的终审判决,体现了公民诉讼制度的立法本意。该案进一步明确了公民诉讼的性质,肯定了地方政府和非政府组织或公民为适格的原告,降低了原告关于损害事实的证明负担,淡化了因果关系要求。借鉴美国制度,建立公益诉讼制度,赋予相关机关、社会团体和公民提起环保公益诉讼的权利,是我国有效治理污染的唯一途径。  相似文献

The present study investigated the extent to which young adults' reports of—and desires for—maternal and paternal involvement differed between intact and divorced families. An ethnically diverse sample of 1,376 young adults completed measures of reported and desired mothering and fathering across 20 parenting domains. Results indicated that both reports of and desires for father involvement differed sharply by family form (intact versus divorced), whereas few family form differences emerged for reported or desired mother involvement. These findings are discussed in terms of implications for custody and access decisions within the family court system.  相似文献

In a democratic country like India, citizens expect quality public services, from the government. The information technology-enabled versions of public services cannot be an exception. In order to develop strategies leading to increasing levels of satisfaction of the citizens, the quality of the services should be analyzed. For efficient and effective public service delivery, many countries all over the world attempt to develop the transparent and accountable online system to bring the citizen's faith in governance. The present study attempts to check that does the e-service quality of the online grievance redress portal satisfy the student users. Dimensions and construct of the proposed model were extracted from literature, a survey was conducted by employing a questionnaire, soliciting inputs from 677 respondents. Partial least squares structural equation modeling (PLS-SEM) modeling was used to drive the results. Results indicates that security and privacy, is the utmost significant dimensions for student satisfaction as it helps to develop trust in the online e-governance system to bring satisfaction that increases the usage of the grievance portal It is followed by reliability and delivery of quality of information. The demographic variable, gender observed to be not having a significant relationship with the students' satisfaction concerning e-government services. The limitations and future research scope of the study are also presented.  相似文献

The “typical” municipal councillor in India is usually portrayed in the literature as a political entrepreneur in a clientelistic relationship with voters, providing privileged access to the state in return for electoral support. This article arose out of a lack of familiarity with this portrait and the municipal councillors (known locally as Parshads) of Dehradun. Ethnographic research and the co-construction of in-depth profiles with women Parshads revealed key differences in the ways that they get things done, the types of work they do and the ways that voters make demands. The term naukrani, meaning servant, is proposed to capture these dimensions of their everyday work, and to draw attention to the way Parshads are positioned in relation to an increasingly assertive electorate. It is argued that this positioning of naukrani is revelatory of a particular democratic logic in Dehradun and emergent political subjectivities, particularly among the middle class. By examining naukrani as an imposed positioning, rather than a strategic political identity, the limitations of politicians’ self-authorship are suggested. A focus on women Parshads hints at the gendered nature of this positioning and the implicit masculine bias in conventional understandings of political actors’ role in urban governance.  相似文献

This paper analyses young people’s political discourses and experiences, highlighting their disillusionment with the postcolonial state. Drawing on ethnographic data and interviews with young people in the city of Bamenda, the article argues that young people’s perspectives and discourses on politics constitute alternative forms of political involvement and resistance. Their actions, inactions and discourses about politics and political personalities are informed by their specific identities and positionalities. However, taken collectively, these voices reveal current national anxieties about the postcolonial state whose legitimacy is widely believed to have eroded.  相似文献
