英语教育的劳动市场回报及英语教育政策调整 —— 基于 2016年问卷调查数据

中国的英语教育近年来受到越来越多的重视。无论是国家还是个人都投入了大量资源用于英语教育,如此巨额的投入所带来的劳动市场回报值得关注。英语教育的劳动市场回报可以分为人力资本投入回报和信号作用回报。研究发现,英语在实际工作中使用越多,工资收入越高,是为英语教育作为人力资本投入回报的证据。但在工作中很少用到英语的人,通过英语四六级考试对其工资也有显著影响,反映了英语教育具有信号作用的功能。调查显示,英语教育的信号作用是英语教育劳动市场回报的主要方面。因此,中国的英语教育有过度教育从而导致资源配置低效率之嫌,建议及时调整国家的英语教育政策。     

Theoretically,yes, but also empirically? How the corruption-turnout link is marginally explained by civic duty to vote

Corruption is generally associated with low electoral participation. A recurrent explanation of the negative correlation between corruption and electoral turnout involves the rational calculus of the costs and benefits of voting. More specifically, in a context of high corruption, citizens do not vote because they think that doing so will hardly affect policy decisions. A number of influential studies has argued that corruption affects citizens' electoral engagement in a different and more fundamental way as well: It erodes their sense of civic duty to vote in elections. Yet, a relation between corruption and civic duty and a mediation effect of the attitude remains empirically untested. This article examines empirically whether perceived corruption and sense of civic duty are correlated, as well as whether civic duty mediates the relation between perceived corruption and turnout. It does so with the pooled Making Electoral Democracy Work data, as these data contain measures on individuals’ sense of civic duty to vote in four election levels, namely, national, regional, European, and municipal elections, as well as on their perception of corruption in each of these government levels, and on their participation in these four election levels as well. I find a weak relation between perceived corruption and civic duty, and a low mediation effect of the attitude (compared with rational factors), irrespective of the election level.     

女性“第二轮班”现象真的存在吗 —— 基于女性教育、职业和收入特征的实证研究

本研究借助国家统计局和妇女联合会的调查数据,对比了中国不同性别城镇劳动者在有酬劳动 时间和家务劳动时间分配上的差异特征,并利用面板数据模型验证了影响女性群体时间选择偏好的主要因素。 结果表明,在中国女性城镇劳动力者中,显著存在着“第二轮班”现象,即不仅参与有酬劳动,而且负担了很 大比重的无酬家务劳动。同时,教育、职业和收入等因素对不同性别劳动者时间分配有一定程度的影响。     

‘Are We Still Running?’: Violent Migration to Violent Refuge

For most foreign nationals of African origin who lived in South Africa during 2008 and 2015, this period will be remembered with horror and fear. These were the years when South Africa’s growing culture of xenophobia matured into mass deadly violence. This violence has been widely reported in the press and is the subject of much scholarly engagement. The pre-migration life stories of many who take refuge in South Africa are laden with violence but such narratives are less well known and reported. The forces at home that propel migration are frequently excessively violent and traumatic. Once in South Africa, many migrants experience further violence and vulnerability in their places of refuge, as in 2008 and 2015. The violence fuelling migration and characterising refuge are thus tragic combinations of multiple forms of physical, symbolic and structural violence. In identifying repeated cycles of trauma, dehumanisation and vulnerability, this article discusses the pleas of migrants for better understanding, formal recognition and support from South African citizens and the government. Finally, the role of peace education, including healing interventions, for creating greater justice and harmony between foreign nationals and their host communities is discussed.     

Choice in Public Services: Crying 'Wolf' in the School Choice Debate

Choice, diversity and personalisation have been key to the New Labour project in public services. With the emergence of a reinvigorated Conservative party as a credible electoral threat, and the end of the Blair era, it seems appropriate to consider the continuing viability and longevity of the New Labour public service project. In this article, I approach the issue of choice in public services through an examination of the long-running controversy over choice in the English secondary school system. I argue that the opponents of choice have been reluctant to engage with the notion of choice in public services due to concerns over the supposed negative effect that consumer choice has on the equity and quality of service provision. This paper aims to challenge the claim that any element of choice in education necessarily has deleterious effects on social justice. I argue that the case against school choice has not been decisively made and that school choice can, in principle, form part of a socially progressive educational project by redistributing power to service users and helping to maintain popular support for public provision of education.

Bernard Crick: citizenship and democracy in the United Kingdom

Bernard Crick's contribution to citizenship studies can be regarded as part of the tradition so ably represented by T.H. Marshall. I want to argue in this brief article on Crick that on the one hand he is part of the ‘golden age’ of political philosophy that has flourished in the English-speaking world over the last two or three decades, but on the other his work also shows the limitations of that tradition, at least from the perspective of comparative and historical studies in political sociology. His work was unquestionably ‘local’ in its focus on the subject of Scottish independence and the viability of the British Isles under the governance of a multi-national state.
