非公有制经济组织中的基层党组织的政治领导功能,主要体现在三大方面:政治导向功能,指确保党的路线方针政策的贯彻执行,保证党的政治领导地位得到巩固和加强;组织建设功能,指增强党的非公有制经济组织基层党组织的凝聚力、战斗力和创造力,发挥党员的先锋模范作用;利益整合功能,指善于处理各种矛盾,协调好各种复杂的利益关系,充分代表最广大人民群众的根本利益。     

国外新区域主义理论的三重理解

新区域主义是地方治理研究在传统联合政府模式和公共选择模式基础上产生发展起来的。在英文文献当中,新区域主义理论可以从区域空间、区域身份与区域整合等三个角度进行解读。从区域空间角度来看,新区域主义主要强调各种不同主体在“区域空间”范围内的关系构建;从区域身份角度来看,新区域主义理论将区域治理与社会建构理论相结合,强调了区域在形成过程中的主观性和文化价值取向;从区域整合角度来看,新区域主义理论强调区域整合方式的弹性化,政府负责提供交流合作的平台,引导地方政府和公民主体在区域内流动并促进各主体在自愿基础上开展自发的合作。     

Sex offender (re)integration into the community: realities and challenges

Abstract

This paper explores the benefits of engaging with self-defined communities in Northern Ireland on the issue of sexual offending and argues the case for building on existing community structures, by identifying people with leadership skills and by empowering them with the knowledge, and with connections to statutory services, that will support public protection. We address the historical context in terms of the impact of the conflict on these communities and describe the role and experience of NIACRO working in Northern Ireland, in particular its Base2 project supporting people under threat. We reference the development of current statutory arrangements for Public Protection Arrangements for Northern Ireland (PPANI) and argue the case for preparing people in the community to receive and understand the messages promoted through PPANI on the basis of our belief that public education is most effective when the people receiving it are receptive.     

Till Immigration do us Part? Public Opinion and the Dilemma between Immigration Control and Bilateral Agreements

As a result of the initiative against mass immigration (MEI) Switzerland faces a dilemma between control of immigration and the continuation of bilateral agreements. This contribution raises two questions: First, have Swiss citizens' perceptions regarding the incompatibility between immigration control and bilateral agreements evolved since the vote on the MEI in February 2014? Second, what would Swiss citizens decide if they had to choose between the implementation of the MEI and the continuation of the bilateral strategy? We ground our analysis on data from the VOX surveys regarding the MEI and the more recent vote of November 2014 (Ecopop initiative). While Swiss voters still seem to be uncertain about the issue of compatibility, they nevertheless show support for the continuation of the bilateral agreements. Our analyses highlight the importance of age, trust in government and left‐right orientation for individual opinions towards the bilateral way.

法学界一般认为,"人民检察院依照法律规定独立行使检察权"中的"独立"是指检察院作为整体的独立,而非检察官独立.但实际上,检察官相对独立具有检察制度内在的必然性和现实的必要性:它是检察院整体独立的基础,是"检察一体"的前提和防止"检察一体"弊端的重要措施,是检察官法律地位、活动原则、司法规律和深化司法体制改革的必然要求.检察官相对独立是依法独立,是党的领导、人大监督和"检察一体"下的独立,是"独立"与"受制"的有机统一.     

东亚地区秩序的未来：东亚还是亚太？

东亚历史上曾先后建立以中国为中心的朝贡——华夷秩序以及以日本、美国为核心的霸权秩序,在以国家主权为国际关系核心机制的当代,这些反映不平等国家间关系的秩序无法复制到当今东亚,东亚的现实也决定了不存在孕育这些秩序的土壤。同时,20世纪80年代以来的全球化和区域经济一体化两种趋势极大程度地影响了当今东亚秩序的建构,然而一个统一的东亚秩序的建构又受到该地区复杂的大国关系的制约,东亚秩序将摇摆于“东亚”与“亚太”之间。     

浅析法律的自然化及其影响

法律的自然化以天人合一的思想为基础 ,从自然现象中为法律的存在寻找正当性的依据。这一思想经汉代系统化以后 ,对我国传统法律思想产生了深刻的影响     

SELF‐CONTROL,SOCIAL BONDS,AND DESISTANCE: A TEST OF LIFE‐COURSE INTERDEPENDENCE

Theoretical debates and empirical tests on the explanation of stability and change in offending over time have been ongoing for over a decade pitting Gottfredson and Hirschi's (1990) criminal propensity model against Sampson and Laub's (1993) life‐course model of informal social control. In 2001, Wright and his colleagues found evidence of a moderating relationship between criminal propensity, operationalized as self‐control, and prosocial ties on crime, a relationship they term life‐course interdependence. The current study extends their research by focusing on this moderating relationship and the developmental process of desistance from crime among serious juvenile delinquents. Contrary to the life‐course interdependence hypothesis, the results indicate that whereas self‐control and social bonds are strongly related to desistance from crime, there is no evidence of a moderating relationship between these two factors on desistance among this sample. The implications of this research for life‐course theories of crime, future research, and policies regarding desistance are discussed.     

经济全球化与区域经济一体化关系的协调——兼论全球化对东北亚区域经济合作的影响

从20世纪90年代开始,在经济全球化蓬勃发展的同时,区域经济一体化出现了一个新的发展高潮。对于两者的关系,至今仍有“障碍说”和“阶段说”两种不同认识。尽管如此,协调好它们之间的关系对于世界经济发展仍十分重要。对于东北亚,经济全球化的迅速发展既带来了新的动力与机遇,同时也使得东北亚区域合作面临新的挑战与课题。目前,加快东北亚区域经济一体化进程,已成为区内多数国家经济全球化战略的重要步骤与组成部分。     

论公安院校科学教育与人文教育的整合

现代教育,必须是人文教育与科学教育整合的完整教育,这是社会发展的必然趋势。根据现代教育发展规律,结合公安院校的特点、公安工作的性质,应从教育思想、教育价值观与功能观、教学法和课程编制等方面全面实施科学教育与人文教育的整合。
