Community In‐Reach Through Jail Reentry: Findings from a Quasi‐Experimental Design

Offenders face a number of significant challenges upon reentry into the community, including securing employment, locating housing, and accessing adequate substance abuse and mental health treatment. These and related issues, if neglected, only bolster rising recidivism rates which have prompted renewed interest in rehabilitation initiatives such as inmate reentry. Many jurisdictions have implemented programs designed to improve offenders' success after prison, but jail reentry programs are far less common. This study examined the effectiveness of one such program, the Auglaize County (OH) Transition (ACT) Program. Using a quasiexperimental design, recidivism was measured a year after release to determine if participation in the ACT Program was predictive of successful reentry. Findings suggest that program participation is strongly related to outcome success as was criminal history. Implications for correctional policy and suggestions for additional jail reentry research are considered.     

加强大学生马克思主义信仰教育

在多元经济、政治、文化的影响下,我国当代大学生的信仰逐步呈现多元化的发展趋势,因此,加强大学生马克思主义信仰教育,已成为我国高校当前一项极其重要而迫切的任务。高校教师要从自身出发,做到思想和行为相统一,在教育内容的选择上做到科学和价值相统一,在教育方式的运用上做到原则和灵活相统一,在教育效果的考核上做到理论和实践相统一,从而使更多的大学生逐步树立马克思主义信仰。     

地方政府职能转变评估研究

政府职能转变是当代中国社会转型中的重大现实问题。对地方政府职能转变进行评估是一项复杂的系统工程,是促进政府职能转变的重要手段。对地方政府职能转变进行评估必须以科学发展观为指导,在厘清地方政府职能转变相关概念的基础上,构建起涵盖评估对象、评估内容和依据、评估主体、评估指标、评估结果运用等基本构成要素的评估框架。     

Considering the ecohealth approach: Shaping Haitian women's participation in urban agricultural projects

This paper examines the social and gender politics of a women's urban garden project supported by the International Organisation of Migration, in Cap Haitien, Haiti. My study highlights how the development process created an unmonitored symbolic space where society's normalised gender processes reproduced broader social inequalities, which, in turn, prevented the project from meeting the women's practical and strategic goals. Then, I discuss how the ecohealth approach, as an alternative design framework, could make symbolic space visible to be critically engaged and analysed by participants, to account for gender process, and create an emancipatory activity.     

我国公共部门绩效管理的历史与发展趋势研究

通过考察我国公共部门绩效管理的不同历史发展时期,发现绩效评估存在不同形式,也受到来自西方"新公共管理运动"的影响。目前,我国绩效评估存在与组织战略目标脱节、实践操作困难、考评结果未能反馈利用等局限,因此,建立健全相关制度保障和配套措施是当务之急。绩效管理要想获得更好地发展,提升组织竞争力,就需要向"学习型组织"转变和加强公民参与力度,从而为公共部门存在提供合法与民主性依据。     

Peer‐Reviewed Forensic Consultation in Practice: Multidisciplinary Oversight in Common Expertise

The fallibility of forensic science consultation is an ongoing and major justice concern. Prospective peer‐reviewed forensic consultation has over 10 years of application in American criminal and civil courts, adapting from the traditional oversight of teaching hospitals, rules of evidence and discovery, conventions of testimony of expert witnesses, and attorneys' overall trial strategy. In systematizing heightened oversight, this process ensures greater accountability in forensic science consultation. The integration of peer reviewers' complementary expertise and experience enhances the sophistication and overall quality of assessment. Forensic examination frequently involves the interface of different specialties. Multidisciplinary peer review augments expert proficiency with that of professional peers having different vantage points from relevant scientific disciplines. This approach ensures greater sophistication of a case inquiry, built‐in accountability, and streamlined processes when multiple experts are necessitated. Here, the authors present examples of several cases and the primary and secondary benefits of this collaborative, rigorous, cross‐disciplinary exercise.

第三方评价组织作为政府绩效的评估主体之一,在缋效评估中发挥着重要作用。本文在分析第三方评价组织参与政府绩效评估的独立性、专业性、权威性的基础上,结合我国第三方评价组织的实际。总结了影响第三方评价组织发挥作用的因素,提出了健全相关法律法规、加强行政信息公开。实现资源共享、强化第三方评价组织行业自律、提高第三方评价组织评估结果运用的实效性等建议。     

美国国家安全委员会变迁探析

美国建立了世界上第一个国家安全委员会,历经67年世势风云的洗礼,美国国家安全委员会已成为美国处理所有国际事务的中心,作为美国国家安全事务的咨询与协调机构,它在美国国家安全决策过程乃至世界外交局势的演变中都持续发挥着重要的影响力。历经各任领导者对其地位与角色的不同定位,美国国家安全委员会的职能、制度、运行及决策程序在不断修改与调整中走向稳定与成熟。其机构和人员的设置既审时度势、灵活多样、顺应时代变化,又逐渐探索确立了富有特色的部际协调机制,将各法定成员、法定顾问、国家安全事务助理以及非法定成员有效地组织起来,通过形式各异的正式程序、非正式程序以及秘密程序的分析、评估与协调会议,为总统的国家安全事务决策提供必不可少的支持。美国国家安全委员会变迁与改革的每一步都伴随着法律及行政法令的颁行与修订,授权与监督,体现了法制先行的特点。美国国家安全委员会戏剧性的发展历程中积累的经验与教训,为中国建立不久的中央国家安全委员会提供了借鉴。     

犯罪客体: 曲解、质疑与理性解读———兼论正当事由的体系性定位简

通说将犯罪客体与民事、经济、行政等法律所保护的社会关系严格区分,并将之限定为刑法分则规定的社会关系的整体,是不可取的。否定犯罪客体在犯罪认定中的作用,缺乏说服力。以法益等替代犯罪客体中的社会关系,并不可取。犯罪客体具有事实判断与价值评价双重功能。法律关系是犯罪客体的重要内容。正当事由符合特定法律关系,没有侵犯犯罪客体,不能认定为犯罪。
