Abstract

The following legislative summary is an unusual choice for the journal to print, but we feel it summarizes a number of disparate and important facts that our readers might value in a single source. Like a previous report of the Institute of Museum Services some issues ago, this summary is more an internal document than an article in the traditional sense. We feel it could use a broader dissemination.

Of particular interest are the changes in legislation for the Arts and Humanities Reauthorization FY 1986–1990 since they reflect policy-related decisions that are perhaps a microcosm of some of the major issues emerging during the twenty-year history of our National Endowments for the Arts and Humanities. These changes also reflect problems that practitioners—in particular, arts managers—will be dealing with on a daily basis and in very specific terms over the next half decade. These include access to the arts and humanities for those people in rural areas and in underrepresented groups, greater restrictions for those who sit in judgment on their peers, either on the National Council or as panelists, and a mandate for stronger reporting procedures both before and after grant awards.

The summary of the 1986 Tax Reform Act Provides a quick review of a Subject that is already emotionally chrged, especially since, in the name of “tax simplification,” confusion seems to have increased in the minds of all but a few seers and interpreters. The public laws section and the list of pending legislation will give the reader a broad view of the kinds of advocacy concerns the arts community can rally around. From the National Anthem to copyright to issue of violence on television, the Congressional Arts Caucus has provided us with an important overview of legislation in the field.  相似文献

ABSTRACT

This article challenges the dominant framework that drives US public diplomacy initiatives and insists that, short of major structural changes, US public diplomacy lacks ethical legitimacy. Based on a review of past US public diplomacy practices, the article finds that these efforts were mainly characterized by a one-way flow of information and an emphasis on image management. Using the theories of hegemony, American exceptionalism, Orientalism, and cultural imperialism, the author lays a theoretical framework for analyzing public diplomacy. The author suggests that, for public diplomacy to move beyond propaganda, it needs to incorporate two-way communication and symmetry.  相似文献

Cultural identity is an important facet of globalization, and cultural policy involves an international network of policymakers at the subnational, national, and supranational levels. It is often unclear what cultural identity means and who effects policy change, especially in a fast-changing world. The author examines one of the most important cultural policy conflicts of the last two decades to suggest that the intersections among multiple policymakers led to considerable learning through interaction and clear articulation of policy preferences. The author examines the culture war between the European Union (EU) and the United States over trade in cultural products.1 The conflict played out in international organizations and allowed the EU to come together to articulate a somewhat coherent cultural identity policy, while the United States realized the difficulty of sustaining cultural exports in the context of provocative cultural identity frames.  相似文献

ABSTRACT

This article concerns structural funding for Polish cultural heritage for the years 2007–13, focusing on the largest operational program, “Infrastructure and Environment,” financed by the European Regional Development Fund. It presents the results of empirical research based on a questionnaire study of a specifically selected group of projects funded under this program. The objective of the study was to analyze the outcomes of this funding upon completion of the financial perspective, presenting tangible and intangible results as well as potential external effects. The empirical data allowed the development of conclusions and recommendations, stressing the importance of the continuing improvement and development of the funding scheme.  相似文献

This article addresses cultural policy in post-Communist Romania, focusing on the justifications for support of culture and the arts. The objectives are to clarify values legitimizing public support and to determine their effect on the meaning and impact of cultural policy. The author argues that justifications of public funding—instrumental or intrinsic—depend on how successive governments represent the roles conferred to culture and the arts, as well as on the particular ideas of culture and art they promote. Policy discourse after 1989 has been characterized by its nourishment of a persistent instrumental ideology that gradually connected to the international debate and has been dominated by a traditional, narrow conception of culture and art, which conflicts with a modern conception. Until recently, the fluctuations and conflicts between different values and ideas of culture and art have worked to constrain cultural policy, disrupting its implementation and altering its effects.  相似文献

The authors draw a strategic framework for cultural planning at the local level. The concepts of industrial district and cluster have strengthened the role of space—in terms of external economies of localization and agglomeration—in economic development. The recent debate concerning contemporary development processes has underlined the increasing role of the cultural dimension for local development and has focused on different paths of clustering around cultural investment. The authors review the latest literature on cultural districts and illustrate some key cases around the postindustrialized world in which culture played a critical role by acting as a catalyst for major economic and social renewal. The authors present a strategic model of a progressive cultural district based on an asset-action matrix that intersects cultural policy drivers with capital resources. The authors define a new model of cultural district—the system-wide cultural district—as an emergent, self-organized model of cultural supply that displays significant strategic complementaries with other production chains with a typical, postindustrial characterization.  相似文献

The author explores the role of cultural planning as a planning tool in South Africa. He argues that cultural planning contributes to arts "as an intrinsic part of the way humans operate in the world" (Bamford 2006, 19), thereby focusing on cultural identity, creativity, and the globalization of culture. ABSTRACT

The present study examined the extent to which cultural identity is related to substance abuse and aggressive behaviors among Jamaican adolescents. The data used in the analysis was derived from a sample of 80 Jamaican adolescents, aged 13-18. The Multigroup Ethnic Identity Measure (MEIM) and Youth Risk Behavior Surveillance System questionnaires were used to record the responses regarding the sample's substance abuse and aggressive behaviors. Results indicated that the ethnic identity search emerged as a statistically significant predictor of cigarette use. Likewise, the relationship between marijuana and cigarettes; cigarettes and other drugs; and marijuana and other drugs denoted some significance. These findings are discussed in addition to limitations and implications.  相似文献

This article explores IVIark Frost and David Lynch's television series Twin Peaks from the perspective of the two dominant world-views it dramatized. The world-view based in bourgeois myth can be described as employing significations that are always present in naturally and mythically transcendent terms. The other world-view is generated by media poetry, which is a virtual mode of signification that re-mediates linguistic/audio/visual phenomena with contingent capacities for meaning. That generative potential for signification is an aspect of all media use, but media poetry specifically highlights and exploits the capacity of new multi-media to enhance “poetic” possibilities for meaning-making. This may occur through either the actual use of virtual media, through a critical ambiguity with regard to official ideologies and formal/generic con-straints, or through thematic content that destabilizes fixed meanings/representations and entertains possibilities for alternative significations. The article makes the case that the adolescent characters in the show specifically embody the productive world-view inherent in media poetry, and the “poetic” challenges they present to adult, mythic society allow for the continual re-mediation of any and all bourgeois myths. Those adolescents, especially Laura Palmer, embody cultural meanings that refuse ideological codification; that is, that can still become. Twin Peaks, as the article demonstrates, is a striking example of media poetry since it was aired on prime-time network television; it still deserves attention for the stunning ways it remediated the mythic nature of American, middle-class society.  相似文献

This article reviews existing literature on the construction of cultural citizenship, and argues that cultural citizenship expands the concept of ‘citizenship’, promotes citizens' consciousness and ensures the protection of minority rights. Since the 1990s, three cultural policies have arisen related to cultural citizenship in Taiwan: ‘Community Renaissance’, ‘Multicultural Policy’ and the ‘Announcement of Cultural Citizenship’. ‘Cultural citizenship’ has expanded the concept of citizenship in two ways. First, it has led to the consideration of the minority rights of Taiwanese indigenous peoples, the Hakkas, foreign brides and migrant workers in ‘citizenship’; and second, it has placed emphasis on ‘cultural rights’ in addition to civil rights, political rights and social rights. This article begins by exploring what approach to cultural citizenship is used in cultural policy, and what approach is suitable for practising cultural citizenship in Taiwan. I argue that minority groups practise their cultural rights with the public participation of Community Renaissance. Taiwan's case bears out Stevenson's view: a society of actively engaged citizens requires both the protection offered by rights and opportunities to participate. Finally, this article shows the challenges and contradictions of cultural citizenship in Taiwan: the loss of autonomy and the continuation of cultural inequality.  相似文献
