情感沟通、商家知识对客户忠诚的影响研究

把情感沟通区分为三个维度,把商家知识区分为选择产品的知识与使用产品的知识两个维度,同时把客户忠诚分为推荐购买及重复购买两类。在此基础上构建了情感沟通、商家知识对客户忠诚的影响。研究结果丰富了知识管理理论及客户忠诚理论,并对企业通过情感沟通、商家知识的管理来提升客户忠诚具有一定的启示意义。     

警察勤务社区化模式与河南警务机制改革——基于日本交番与驻在所制度的考察

交番与驻在所是日本最基层的警察组织,是社区居民的“社区安全中心”。日本的经验充分证明了良好的治安秩序与警察执法权威的建立需以“社区”为依托、以“警察与社区居民的密切关系”为基础。“做大做强派出所、做专做实警务室”,其根本在于以社区为依托,用“警察勤务社区化”模式来深化和拓展河南城市及农村社区警务。

思想政治教育贯彻以人为本的原则,从理论依据上看是对中国古代教育中人本思想的继承,借鉴了西方人本主义教育思想合理的成分,并直接以马克思主义以人为本思想为理论依据;从现实依据上看,是时代发展的必然,是实践科学发展观的要求,而市场经济的发展为贯彻这一原则创造了条件,思想政治教育的现状又要求必须贯彻以人为本原则。     

服务型政府建设中必须高度重视法律问题

在依法治国成为国家治理基本方略背景下所建设的服务型政府,必然是法治政府,服务型政府与法律问题密不可分,如影随形,服务型政府建设中必须高度重视法律问题,加大法治建设力度。     

Reduced payer's liability for unauthorized payment transactions under the second Payment Services Directive (PSD2)

In 2015, the European legislator enacted the second Payment Services Directive, which, among other things, determines the payer's liability for unauthorized payment transactions. This paper will show that PSD2 has widened its scope and further reduces the payer's liability for unauthorized transactions, for example by making it impossible to hold the payer liable in case no strong customer authentication has been applied, by requiring supporting evidence to prove the payer's fraud or gross negligence and by applying the same rules when unauthorized transactions are initiated through a payment initiation service.     

Focused Deterrence Strategies and Crime Control

Research Summary

Focused deterrence strategies are increasingly being applied to prevent and control gang and group‐involved violence, overt drug markets, and individual repeat offenders. Our updated examination of the effects of focused deterrence strategies on crime followed the systematic review protocols and conventions of the Campbell Collaboration. Twenty‐four quasi‐experimental evaluations were identified in this systematic review. The results of our meta‐analysis demonstrate that focused deterrence strategies are associated with an overall statistically significant, moderate crime reduction effect. Nevertheless, program effect sizes varied by program type and were smaller for evaluations with more rigorous research designs.

Policy Implications

The available empirical evidence suggests these strategies generate noteworthy crime reduction impacts and should be part of a broader portfolio of crime reduction strategies available to policy makers and practitioners. Investments still need to be made, however, to strengthen the overall rigor of program evaluations and improve our understanding of key program activities associated with observed crime reduction impacts.     

Postal Service Reforms in Solomon Islands of the South Pacific: Evaluating Consequences for Public Service Delivery and Customer Satisfaction

The changing environment of the postal sector over the last decade has increased the urgency for governments worldwide to re-examine regulations governing how their public postal administrations operate. The need to increase service efficiency and quality is a critical strategic focus, given the increasing technological competition, rising operational costs, and changing customers' needs and expectations. There are many success stories, particularly from developed countries, highlighting improved service quality following corporatization of their public postal administration. This particular study revealed that reforms of the Solomon Islands postal service have had some positive influence on the level of customer satisfaction.     

Human Resources in Public Administration in the Czech Republic

This paper informs about results of a research taking place within an internal grant of College of Polytechnics Jihlava, which is aimed at examining the efficiency in public administration from the point of view of the office workers. The research is divided into three stages which were proceeding gradually in large organisations of public administration carrying out self-government as well as state government in figurative effect. The research took place in the form of questionnaires, which were given to randomly chosen workers of the offices, and these anonymously answered 60 questions were divided into six topics： human resources, organizational capital, information capital, customer capital, performance measuring, and innovation capital. The respondents assessed the situation in the office using their own judgement. The aim of this paper is to inform about the results of this research especially from the point of view of human capital, organizational capital, and social capital in organisations of public administration.     

浅议以人为本科学发展观的涵义

以人为本,是中央根据新世纪新形势新任务的要求提出的一个重要执政理念。科学发展观是对历史发展观的科学总结和发展,是马克思主义的发展观。科学发展观的内涵和本质是以人为本。以人为本的科学发展观体现在以人的全面发展作为检验发展科学性的根本标准,同时科学发展观的承担和实践的主体也是人。所以,落实科学发展观必须树立人本观,充分依靠人,处理好人的利益关系。     

论行政复议“司法化”改革的可能和限度——从制度运行动力的视角出发

行政复议制度作为设置在行政体系内部的纠纷解决方式,承担着保护行政相对人的合法权益和监督行政权力运行的职责。一直以来,我国的行政复议制度的功能并没有充分发挥,复议案件数量长期在低水平徘徊甚至出现下降的趋势。基于现实中出现的种种问题,学界发出了行政复议“司法化”改革的强烈呼声。‘行政复议制度得以运行的内在动力在于行政层级监督,“司法化”理念下的相对独立的复议机构则是这种监督的间接表现形式,需要一定的前提条件方可实现。在我国目前的制度背景之下,更为可行的是吸收行政复议“司法化”改革中完善相关复议程序的建议,在行政层级监督的直接推动力之下,借助公众的参与和监督来推进行政复议制度的改革和完善。
