道德与法:市场经济发展的必要保障

在社会主义市场经济的发展过程中,道德与法是必不可少的保障,二者缺一不可。现实中道德与法都有所缺失,急需要加强建设。加强道德与法的建设要采取多种相应的措施。     

隋唐汉族风俗演进的趋向

隋唐时期生产力的空前发展、对外交流的频繁、文化的昌盛以及社会风气的开放 ,致使当时汉族地区的民间风俗呈现明显的时代特征。胡汉风俗的融合给了汉族风俗重构和更新的机遇 ;大一统的皇权促使风俗向着更为规范、一致的方向演进 ,一些风俗上升为礼仪并逐渐固定了下来 ;富足的物产提供了时人充分享受生活的条件 ,享乐、挥霍的风气愈演愈烈。     

Expanded School Mental Health: Challenges and Opportunities in an Emerging Field

Reviews the need for and development of expanded school mental health (ESMH) programs, which provide a continuum of mental health promotion and intervention through school–community partnerships. Since ESMH is a relatively new, but increasingly prominent field, countless issues are being addressed in practice and research and in efforts to bridge practice and research. We review particular content and context dimensions of ESMH in need of development including quality assessment and improvement, empirically supported practice, improving assessment and outcome evaluation, involving educators in the work, understanding school environments, and tailoring programs through qualitative research. Summaries of articles that amplify these themes are provided.

俄罗斯的社会转型是先破后立,即以私有化为开端拉开其社会转型的序幕,在经过十余年的痛苦反思和屡受挫折后又将“和谐社会”作为其社会转型“立”的思想基础。它是破得彻底,立得艰难。总结归纳中国、俄罗斯本土和西方学界研究成果、梳理俄罗斯社会转型的历程和现状,使我们对社会转型“破”与“立”的严重脱节是其社会转型代价沉重的内在根源有了更深刻的认识。

The negligence of prison authorities and the protection of prisoner’s rights

This article looks at the potential for legal action brought by prisoners (and their dependants) who have suffered from the alleged neglect of the prison authorities. The article will examine the case law in this area to assess the success of prisoners’ negligence claims and whether such claims are unduly fettered by judicial attitudes and other more practical issues such as the difficulty in establishing a breach of duty. In particular the article will consider whether the law and its application has been, or should be, modified in the light of new obligations imposed on public authorities, including the courts, by the Human Rights Act 1998 and by the developing case law of the European Court of Human Rights in respect of Convention rights such as the right to life and freedom from inhuman and degrading treatment.     

Measurement Properties of the Communities That Care<Superscript>®</Superscript> Youth Survey Across Demographic Groups

Prevention science has produced information about risk and protective factors that predict adolescent drug use and related problem behaviors. This paper investigates the Communities That Care Youth Survey that measures multiple risk and protective factors. Using a sample of 172,628 students who participated in surveys administered in seven states in 1998, analyses were conducted to test the factor structure of these risk and protective factors and to test the equivalence of the factor models across five racial/ethnic groups (African Americans, Asians or Pacific Islanders, Caucasians, Hispanic Americans, and Native Americans), four grade levels (6th, 8th, 10th, and 12th) and both gender groups. Results support the construct validity of the surveys risk and protective factor scales and indicate that the measures are equally reliable across males and females and five racial/ethnic groups. Implications of these findings for science-based prevention planning are discussed.

党政干部教育培训是我国教育事业的重要组成部分。宁夏党政干部教育培训工作在培训主体、培训客体和管理环节方面都不同程度地存在着问题,需要树立和实践"大教育、大培训"的新理念,建立健全党政干部教育法规、制度和机制,通过整合教育资源、建设教育培训的主渠道等途径来加以解决。
