Does public debt matter for human capital development? Evidence from Nigeria

An inquiry into the impact of external and domestic borrowings is considered timely for Nigeria, given the growing public debt profile amid deteriorating human capital development. Using data from 1990 to 2021, the study estimates the effects of domestic and external debts on Nigeria's human capital development. The study employed the fully modified ordinary least squares and canonical cointegration regression as the main estimation technique and the robustness check, respectively. The study discovered that domestic and external debt, economic growth and debt servicing exert positive and significant influence on human capital development in Nigeria while environmental pollution has an inverse and significant impact on human capital development in Nigeria. Premised on the outcomes, policy suggestions aimed at enhancing human capital development in Nigeria have been put forward.     

Children's Exposure to Domestic Violence: Holding Men to Account

The issue of domestic violence has gained greater recognition within public policy in the United Kingdom over the past decade. There is a recognition that up to one million children may have been exposed to violence between the adults with whom they live. This has consequences for the child in both the short and long term in terms of social and emotional adjustment. However, most male perpetrators of domestic violence are never held to account through the criminal justice system and therefore the child protection system is the safety net for these children. This though can result in a response that is premised on women's responsibility to protect their child from experiencing harm, typically by either leaving or forcing her partner to leave. Child welfare professionals do not engage with the men who are the source of the problem, rather women are held accountable for allowing their children and themselves to be in this situation. In this article this issue is discussed and proposals offered to improve this situation through empowering women, holding men to account for their behaviour whilst also recognising their position as fathers.     

Lean models,complex realities: elite interactions in post-conflict democratisation at the local level

Abstract

This article argues that accounting for the complexity of interaction in post-conflict democracy promotion is important to understand how interactions influence post-conflict democratisation. Using the case of democracy promotion in Kosovo, the article uncovers two aspects in interaction processes where accounting for complexity is particularly useful: domestic goals and actor constellations. Taking into account the variety of domestic goals helps to understand how democratic reforms are subverted by domestic elites for the sake of their own domestic agenda. Disentangling the complexity of actor constellations demonstrates that interaction dynamics are shaped by the leverage and the number of international actors involved in the negotiation. The article draws on fine-grained local-level data from Kosovo to illustrate the argument.

Inevitable Answers: The Joke and its Relation to Social Equilibrium in the Novels of Ivy Compton-Burnett

The majority of existing studies of Ivy Compton-Burnett’s comedy class her as either a ‘camp’ novelist, or a social satirist in whose novels jokes are used for either oppression or subversion. The present essay proposes a new reading of the social uses of jokes in Compton-Burnett’s novels. In these domestic fictions, family life is characterized by constant strife, most commonly of a verbal nature. As part of their daily struggle for power and position, her characters use aggressive jokes to keep each other in check. This process does not distinguish primarily between oppressors and oppressed, but between successful and unsuccessful egotists. As an ideal result, a social equilibrium emerges that is at least vaguely habitable to all. This way, Compton-Burnett’s comedy is essentially conservative; the ultimate function of the jokes employed by her characters is not to permanently transform social structures, but to maintain the delicate balance of power within the family.

The defiant still worker: Ramiro Gomez and the expressionism of abstract labor

This essay looks at a selection of paintings by Los Angeles-based visual artist Ramiro Gomez. Departing from the traditions of ethnic studies and Marxist criticism that focus on workers’ resistance as action, I turn to the domestic worker, who remains still and perpetually at work, in his paintings. I propose that stillness is both an abstract aesthetic form and a racialized and feminized mode of being abstract and not fully knowable to both spectators and employers. Stillness, I argue, is the limit to following the worker’s subsequent actions, movements, thoughts, and expressions. While, for Marx, abstraction is the very effect and violence of the capitalist production, I ask what possibilities emerge from a mode of stillness that further abstracts, displaces, and obscures the worker within the scene of domestic labor. Bringing together Marx’s analysis of abstract labor, the tradition of abstract expressionism, and Chicana/o aesthetic practices in Gomez’s paintings, I offer a theory of stillness, and by extension abstraction, as a subtle yet defiant refusal to be concrete and graspable.     

在婚女性家务劳动时间变迁及影响因素分析

利用“中国健康与营养调查（CHNS）”纵向数据，可以分析出我国在婚女性家务劳动时间分配模式的特点、变化趋势及影响因素。研究发现，我国在婚女性家务劳动时间分配呈现出“一高三低”的特点，随着时间的推移，此模式没有发生明显变化。多层线性模型分析结果显示，不同因素对家务劳动分配模式的影响不同，年龄、工作时间、调查时间对分配模式的影响较为显著。     

基于社会性别视角进行家庭暴力研究的局限性

社会性别理论是研究家庭暴力的影响因素及对策的一个重要角度,它对家庭暴力的产生给与了一定的解释,并在救助、防治、立法等方面产生了很好的效用。同时,从社会性别角度探讨家庭暴力也存在着局限性:它对家庭暴力的界定过于绝对化,仅强调男性霸权对女性的控制;它可以解释部分家庭暴力的产生原因,但该理论的忠实拥护者过于强调其作用,忽略了其他如个体、家庭、社会文化等因素;正因为定义和解释的狭隘,在应对家庭暴力上,社会性别理论的方式也显得可操作性不足。
