How Filipina Maids Are Treated in Hong Kong—A Comparison Between Chinese and Western Employers

This study compares Chinese and Western employers in Hong Kong in terms of their treatment of Filipina domestic helpers in four major areas: atmosphere of work environment, consideration, social psychological distance, and personal space. The data were based on in-depth and structured interviews, mainly with Filipina helpers who have served both types of employers. A few Chinese and Western employers were also interviewed. The findings indicate that the Filipina maids, in general, are more satisfied with their Western employers, who tend to provide them with an easier and more comfortable work environment; are more considerate; are more likely to treat them on equal terms; and to allow them more personal space. Within group variations in the treatment of maids are greater among Chinese employers than Western employers. This means that, in terms of the treatment of Filipina maids, Western employers in Hong Kong are more homogeneous and tend to concentrate on the positive side, whereas Chinese employers are more diversified.     

试论我国离婚经济补偿制度的存废

我国2001年修正后的《婚姻法》增设了离婚经济补偿制度,集中规定在第40条,学界对此大加肯认,有学者建议应该修改完善。经过分析与考证后发现,其实不然,应该删除第40条的规定,将离婚经济补偿制度的价值和功能交由完善后的我国夫妻共同财产制予以彰显和实现。     

Taking ‘Big Government Conservatism’ Seriously? The Bush Presidency Reconsidered

This article reflects on the ongoing debate about the ideological direction of the Bush presidency and what it means for the future of US conservatism in domestic policy. The paper considers the dual nature of US conservatism and then goes on to explore the 'conservative promise' of the 2000 presidential election and the debate over what critiques of the Bush administration have come to call 'big government conservatism'. Finally, the article studies two examples of how this alleged 'big government conservatism' has been manifested. First, the article contemplates the administration's fiscal policy. Second it looks at the 2003 reform of the Medicare system. We argue that, although these two cases provide some ground to the idea of 'big government conservatism', in the end this phenomenon does not add up to a coherent policy vision. Overall, beyond tax cuts, the Bush administration has failed to implement a bold conservative agenda.     

对日本政府关于美国针对部分钢铁产品采取保障措施案的对策评述

2 0 0 1年美国依据其 2 0 1条款决定对进口的部分钢铁产品采取为期 3年的保障措施 ,欧盟、日本、韩国、中国、俄罗斯、巴西等国家纷纷因此受到限制和损害 ,该案为中国加入WTO后的第一案。日本在根据WTO的规则提出同美国的磋商要求未有结果后 ,向DSB提出了成立专家组的要求 ,专家组成立后向其提交了申斥材料。本文对该材料进行了认真的研究 ,归纳和总结了日本在本案中的观点和应对策略和措施及对我国产生的启示 ,旨在为提高我国今后在参与和解决国际贸易争端起到积极的作用。     

项目工会主席应成为农民工问题的专家

农民工是国有建筑企业不可或缺的倚重力量，作为建筑企业基层工会的当家人——项目工会主席在法律政策、思想观念、心理知识、工作作风等方面应坚持“以农民工为本”的理念，自觉提高自己的“亲情”意识和素养，成为农民工问题的行家里手。工会领导机构也应该为他们创造条件。     

我国内外资企业所得税制比较研究

改革开放以来,为了适应经济体制改革和对外开放的需要,我国现行企业所得税采取按企业内外资性质分别立法,从而导致内外资税收负担差异较大,在一定程度上影响了内资企业的市场竞争力,造成了中央与地方之间财政分配和税收征管模式等方面的矛盾。新形势下,继续采用内外资企业不同的企业所得税制度,将不利于我国经济的进一步发展,当前要抓紧时机实现内外资企业所得税的并轨。     

关于解决北京市劳动模范医疗问题的调查与思考

劳动模范为国家和社会做出了突出贡献,他们是国家的宝贵财富。党和政府历来都十分重视劳模工作。近年来,随着国家医疗制度的改革,劳模因医疗负担过重造成劳模生活困难。针对出现的新问题,开展调查研究,找出问题根源,制定措施,切实解决劳模困难。     

Comparing the Social Service Utilization, Exposure to Violence, and Trauma Symptomology of Domestic Violence Female “Victims” and Female “Batterers”

Although some authors have suggested that women batterers may really be self-defending victims, to date, no research has been initiated to empirically support this assertion. This paper describes the design and outcomes of a research project that investigated the similarities and differences between women adjudicated as domestic violence batterers and women identified as domestic violence victims. Findings indicated group similarities in the areas of exposure to violence and social service utilization. Although both groups reported high levels of trauma symptomology, victim scores were significantly higher.     

关于职工代表民主素质的思考

职工代表大会是基层民主建设的重要内容和有效维护职工合法权益的重要机制,其作用理应得到不断加强和完善。职工代表作为职工代表大会的主体和实践者,其民主意识和民主投入能力的强弱,必然直接影响职代会的质量和效果。为此,就必须重视和提高其民主素质。     

The Direct and Indirect Effects of Domestic Violence on Young Children's Intellectual Functioning

This study examined the direct and indirect effects of domestic violence on preschoolers' intellectual functioning. The sample consisted of 100 women and their 3–5-year-old children (44 boys and 56 girls) recruited from the general community. Forty-three percent of mothers had experienced domestic violence within the last year, defined by at least one physically aggressive act by an intimate partner. Children who had witnessed domestic violence had significantly poorer verbal abilities than nonwitnesses after controlling for SES and child abuse, but there were no group differences on visual–spatial abilities. Domestic violence also indirectly affected both types of intellectual abilities through its impact on maternal depression and the intellectual quality of the home environment. Strengths and limitations of the study are discussed, as well as the implications for interventions for young child witnesses.
