Turco-British relations,Cold War and reshaping the Middle East: Egypt,Greece and Cyprus (1954–1958)

This article tries to shed light on Turco-British relations in the early Cold War era. It focuses on the two states’ cooperation in Middle Eastern defence, as well as their interactions with Egypt and Greece. Immediately after the Second World War, the Soviet Union and communism were accepted as common threats directed against Turkey, Greece, Britain, the entire Western camp and a broad range of Middle Eastern countries. Washington and London were in search of alliances with regional actors; however, due to the anti-Western attitudes of Egypt in particular, and the anti-Israeli attitudes of the Arabic realm in general, the West was not satisfied with the defence system established in the region. In regard to the relations between the four abovementioned states, while Turkey and Britain joined forces against the Egyptian cause in the Suez issue and the Greek cause on the Cyprus issue, Greece and Egypt sided with each other against the British positions.     

Telling more than they can know? Does the most important issue really reveal what is most important to voters?

Recent British Election Studies have asked respondents to nominate ‘the most important issue’. Responses to this question have been used to explain individual vote decisions and characterise the issue-component of those elections. This paper, however, finds limited evidence that individuals place more weight on those issues that they report as ‘most important’ when they vote. It also finds that aggregate responses to the MII question broadly match the estimated ‘average’ impact of those issues on voters. This suggests that even if voters have a limited understanding of what issues matter to themselves they have some understanding of what makes their fellow voters tick.

1993年10月31日通过的《中华人民共和国消费者权益保护法》,对保护消费者合法权益,促进社会主义市场经济健康发展具有重要意义,但仍存在一定缺陷。本文拟从该法的调整对象和适用范围、欺诈行为与惩罚性赔偿、归责原则、争议解决途径等方面,就国家对消费者权益的保护及其实践略抒己见。     

全球人才战略背景下的在华外国人就业管理新探

经济全球化使各国纷纷从经济发展的需要出发,调整移民政策,招揽人才。可以预见,随着中国改革开放的深入和综合实力的提高,会有更多的外国人来华寻求发展。如何正确处理好控制外国人就业与引进优秀外来人才之间的关系,立足于我国经济发展情况和劳动力市场供求关系,尽快健全我国的外国人就业法律制度,是全球人才战略背景下我国出入境管理亟待解决的现实问题。     

The education skills trap in a dependent market economy. Romania's case in the 2000s

We discuss the political economic development of Romania since 1989, with a focus on the evolution of higher education (HE). First, we place this evolution in the context of demand for HE by prospective students and employers, focusing on the low demand for skills in the MNC-dominated Romanian economy. Second, we provide empirical insight on indicators of quality, enrolment, and funding as key features of the HE system. We argue that Romania has evolved into a dependent market economy entrenched in a low-skills equilibrium, and that the weakness of the HE system is a key element in this process.     

Work Requirements in Public Housing: Impacts on Tenant Employment and Evictions

In recent years, many have debated adopting work requirements in the public housing program, and a limited number of public housing agencies (PHA) have implemented these policies through the flexibility provided by the Moving to Work program. One such agency—the Charlotte Housing Authority (CHA)—has implemented a work requirement across five (of 15) public housing developments that mandates households to work 15 hr weekly or face sanctions. This article evaluates this policy and presents the first empirical analysis on the outcomes of a work requirement on employment and evictions. We find that, following work requirement enforcement, the percentage of impacted households paying minimum rent (a proxy for nonemployment) decreased versus a comparison group. Analysis of additional data on both employment and hours worked indicates similar results regarding employment gains, but no increase in average hours worked. We find no evidence that work requirement sanctions increased evictions, and very modest evidence that enforcement increased the rate of positive move-outs such as moves to unsubsidized housing.

我国产业结构调整和区域转移对就业的影响

进入21世纪以来,中国沿海地区提出了产业升级转型和转移的要求,部分产业搬迁转移到内地,由此拉开了全球范围内的第四次产业大转移。通过计量研究发现,我国产业调整和转移对就业的影响总体上是正向的,有利于就业增长,应该继续深化产业的转型升级。其中产业结构调整对就业的正向效应最大,产业转移对中部地区就业有较大帮助,而对其他区域就业规模未产生显著影响。今后,应实施就业优先的产业转型升级策略,将产业转型升级与开发就业岗位结合起来,加强产业转移承接地的配套产业发展,预防产业转型升级对就业造成的消极影响。     

雇佣关系与法人作品构成要件

创作社会化要求更精确的非个人作品权属规则。现有法人作品研究重视其与职务作品的区分,轻视其与委托作品的区分,忽略了雇佣关系对作品归属的决定性影响。将非雇佣作品判定为法人作品的司法实践违背了产权原则,不符合对法人作品和委托作品的文义解释和体系解释,与比较法经验不符,同时存在法政策缺陷。所以法人作品必须以雇佣关系为要件,非基于雇佣关系产生的非个人作品是委托作品。
