公安院校思想政治理论课实践教学模式探析

公安院校思想政治理论课教学必须始终坚持理论和实践相结合的原则,应积极引导学生走出课堂,深入社会,努力构建课堂教学与实践教学、课内实践与课外实践相结合的教学模式,才能切实增强教学实效,进而贯彻落实＂政治建警＂方针,为中国特色社会主义事业培养、输送合格的人民警察。     

中国警务五十年实践的回溯及改革前瞻

中国50年警务模式的变迁非常相似于西方历次警务改革的轨迹和变革方向,即政治警务模式逐渐过渡到专业警务模式和反应式警务模式,最终向服务与权变警务模式靠拢。我国目前社区警务的推进必须关注以下问题:正确理解社区警务的概念、政府在社区警务战略中的作用、警察在社区警务战略中的定位、社区组织的健全与自治、社区认同感的培养、社区治安意识蕴育与强化。     

刑事审判前的合作模式——以污点证人作证豁免制度为讨论范例

污点证人作证豁免制度的发展历史表明,刑事审判前的程序中存在着一种合作模式。这种合作模式的产生有其必然性。由于它对传统审前程序形成了强烈的冲击,所以遭遇到来自法律与道德的双重责难。为使刑事司法领域中的合作模式获得正当性,西方国家作出了相应的程序设计与安排。我国的刑事立法既有支持合作模式的因素,也有限制性因素,司法实践中既有成功的典范,也有失败的例子。结合我国的具体国情,我们对审判前的合作模式应该持慎重的态度。     

社会可持续发展战略与文明发展模式的选择

社会文明从构成上不限于物质文明和精神文明,还有制度文明、信息文明、政治文明、生态文明等文明形式。可持续发展战略的落实有赖于文明观的转变和文明发展模式的调整。以人为本,多种文明一起抓,走综合协调的文明发展道路,选择生态文明为主导的文明模式,是文明发展规律的内在要求。     

Is Britain Facing a Crisis of Democracy?

This article contributes to the debate in this journal about the state of British democracy. I criticise the tendency to use a ‘demand–supply’ dichotomy in interpreting the strong distrust experienced by institutions and politicians, and especially the idea that all the blame for current problems is to be attributed to the inadequateness of the British political tradition (BPT). By referring to international data on democracy and to recent British trends in both public attitudes and institutional innovations, a more nuanced picture on the state of democracy emerges. I argue that the BPT is not incompatible with incremental changes that have already introduced innovations in the way politics works in Britain today, and that the task of empowering citizens is one of the most delicate aspects in this process of innovation.     

Mapping silent citizenship: how democratic theory hears citizens' silence and why it matters

Democratic theory hears silent citizenship as disengagement or disempowerment. Normatively, silent citizenship evokes the specter of civic passivity – of democratic citizens variably characterized by apathy, disaffection, selfishness, or a lack of political knowledge. Empirically, silent citizenship is linked to deficits of democracy – including voter turnout rates, the quality of political representation, and overall government responsiveness. One problem with these conclusions, however, is that we lack any systematic conceptualization of the range of different attitudes democratic citizens might hold in silence. This article seeks to fill in this conceptual gap by mapping the range of possible motivations for citizens to remain silent in developed liberal democratic systems. The key to doing so, I argue, is to distinguish between two measures of democratic citizenship: empowerment and communication. Separating these two measures reveals an entire spectrum of motivations for silence, which I organize into five distinct degrees of silent citizenship.

作为一类特殊职业教育的承担者,公安院校教师不仅需要扎实的理论功底,公安教育的应用性、实战型特点也对教师教官的实战阅历、实践经验有很高的要求,选聘具有丰富公安实战经验的兼职教师是公安院校师资队伍建设的必然选择.针对当前公安院校兼职教师管理中出现的观念落后、稳定性不强和制度缺失等问题,提出更新教育理念、拓宽选聘范围、更新教学模式和加强制度建设等意见建议,以期为公安院校教师队伍建设提供参考.     

大数据时代下的主动型侦查模式研究

侦查模式是侦查的最一般路由,侦查人员借助其对案件侦查形成基本的工作思路.当前犯罪出现了动态化、智能化、组织化的异化现象,处于基础性地位的反应型侦查模式在应对犯罪异化时遇到了困难.本文研究反应型侦查向主动型侦查转型的相关问题,借助了大数据对于行为、事件的预测功能扩展了原有的主动型侦查模式适用的外延范围并厘清了其在适用时所要解决的与反应型侦查所不同的法律问题.     

Promoting empowerment? The World Bank's Village Investment Project in Kyrgyzstan

This article examines the extent to which the World Bank's community-driven Village Investment Project empowered people to influence the choice of local investments (micro-projects) and to exact accountability from their leaders. It is based on qualitative interviews and group discussions in 16 rural communities. The research demonstrates that the project provided an effective mechanism for responsive infrastructure delivery to address local priority needs. However, it did not improve accountability either within or outside the micro-project boundaries. The project's bottom-up development model was not by itself sufficient to enable people to exercise power over local government officials and informal leaders in the absence of effective horizontal accountability institutions within the state.
