治安管理处罚决定的执行程序包括警告、罚款、行政拘留、吊销公安机关颁发的许可证以及限期出境、驱逐出境等治安管理处罚决定的执行。公安机关及其人民警察在治安案件调查和处理活动中,执行程序是最终程序,执行工作的完成标志着治安管理处罚程序的终结。     

脾虚患者SIL-2R与淋巴细胞增殖活性相关性研究

目的：研究脾虚患者ＳＩＬ ２Ｒ 含量与淋巴细胞增殖活性关系。方法：采用３ Ｈ ＴｄＲ 掺入法,ＥＬＩＳＡ 双抗体夹心法测定脾虚患者、正常人外周血淋巴细胞增殖活性,血浆及ＰＨＡ 诱导的７２ｈ淋巴细胞培养上清ＳＩＬ ２Ｒ 含量。结果：脾虚患者外周血淋巴细胞对ＰＨＡ 诱导的增殖反应较正常人明显下降（ Ｐ＜ ０ ．０１） ,淋巴细胞培养上清ＳＩＬ ２Ｒ含量显著低于正常组,其水平与淋巴细胞增殖反应量正相关（ Ｐ＜ ０ ．０１） ,但外周血ＳＩＬ ２Ｒ 含量显著地高于正常对照组（ Ｐ＜ ０ ．０１） 。结论：脾虚患者存在免疫功能紊乱     

轻型颅脑损伤电生理研究及其在临床法医学上的应用

本文对60例轻型颅脑损伤（MHI）患者的ABR、LEDVEP及其中40例BEAM的变化进行了研究。结果表明：ABR异常主要表现为Ⅰ－Ⅲ峰间潜伏期的延长；LEDVEP异常表现为N70潜伏期的延长，并可伴有N70－P100波幅的降低；BEAM异常以α1频带的平均功率增高为特征，且θ／α2功率比的增高可提示幕上损伤的存在。同时，根据电生理追踪检测的结果，首次提出了轻型颅脑损伤脑功能损害程度分级的标准，为此类损伤伤害程度的法医学鉴定提供了客观依据。     

Breadth and Intensity of Youth Activity Involvement as Contexts for Positive Development

Research has linked youth activity involvement to positive development. However, past studies have confounded at least two separable dimensions of involvement: breadth (number of activities) and intensity (participation frequency). Theory and the limited available evidence suggest that these dimensions may make independent contributions to development. Based on self-reports from 7430 high school students, this study assessed whether breadth and intensity dimensions were related to each other, to a typical aggregate measure of involvement, and to various indicators of positive development. Breadth and intensity were moderately interrelated and, in combination, they explained the majority of the variance in the typical involvement measure. Both dimensions were positively related to each development index. When examined simultaneously, only breadth had a unique relation with each developmental index. Further, evidence of nonlinear effects was found. Findings were consistent across age levels. Implications for measurement of involvement and interpretations of the extant research are discussed.

民事冲突与和谐社会

社会冲突的存在状态是社会和谐程度的表征,民事冲突是社会冲突之中的常见形态。构建和谐社会必须关注民事冲突。分析民事冲突产生的原因背景,动员全社会的力量重视民事冲突,采取各种解决民事冲突的有效机制,完善相应的法律制度,通过有效的制度建设和系统的纠纷解决机制运作,使我们的社会化解、控制社会冲突的能力超强,则社会的和谐程度也就越高。     

思想政治教育要素论

思想政治教育要素论也就是思想政治教育系统论,它包括静态要素和动态机制考察两种方法。从静态的角度而言,思想政治教育活动的要素包括教育者(主体)、受教育者(客体)、教育目标、教育内容和教育方式。从动态的角度而言,思想政治教育要素论还必须考察思想政治教育要素与机制、规律的内在联系。只有这样,才能全面地、发展地、总体地把握思想政治教育活动。     

Predictors of Physical Competence in Adolescent Girls

Physical competence, comprising athletic competence and physical appearance competence, is positively related to feelings of self-worth in adolescent girls. This study compared the relationships of psychological, physiological, and maturational constructs with perceived physical competence in adolescent girls. Perceived physical appearance and perceived athletic competence, peer acceptance, body weight, body mass index (BMI), aerobic fitness (VO₂max), physical activity level, and menarcheal status were assessed. Global self-worth was highly correlated with peer acceptance, perceived physical appearance, and perceived athletic competence in this sample. Regression analyses indicated that peer acceptance was the best predictor of perceived physical competence. Additional predictors of perceived physical appearance and athletic competence are discussed. Results suggest that postmenarcheal and larger girls may be at risk for low perceptions of physical competence. Enhancing competence feelings among adolescent girls may be accomplished by emphasizing friendship and social interaction within physical activity.

诚信保证金制度旨在通过科研主体的自我承诺和第三人监督,从制度、道德、文化多个层面来强化科研主体的责任感,净化科研群体的纯洁度,全面构建科研诚信体系,塑造公平、有序、良好的科研环境。作为承诺制度的重要组成部分,科研项目诚信保证金制度有明确的经济鼓励和惩罚作用,也对科研诚信信息体系提供了科研诚信行为的基本素材。诚信保证金可以设立两种管理模式,一是遵循我国目前科研经费管理模式不变,仍然由科研项目管理机构在科研项目的经费中专设一定比例的保证金,专项管理。二是在科研项目管理机构外设置科研诚信审查机构。     

Towards parliamentarisation of foreign and security policy?

Abstract

It is customary to argue that foreign policy is very much dominated by the executive, with parliaments wielding limited influence. However, with the exception of the US Congress, legislative?executive relations in the realm of foreign and security policy have attracted remarkably little scholarly attention. Drawing on a principal?agent framework, this collection scrutinises the conventional wisdom of ‘executive autonomy’ in foreign affairs, indicating that even though parliaments have arguably become more involved in foreign and security policy over time, any notions of parliamentarisation need to be treated with caution. While expectations of consensus in the name of the national interest continue to play an important role in foreign policy decision-making, the papers highlight the role of party-political contestation structuring parliamentary debates and votes in this increasingly politicised issue area. This introductory paper introduces the analytical framework and hypotheses guiding the contributions in this collection, summarises their main findings and suggests avenues for future research.     

State-local sales tax,spillover, and economic activity: examining county governments in the US

The reliance on sales taxation has increased in both states and counties. This study aggregated county-level data and empirically explored the associations between state-local sales taxes and economic activity by industry types in county governments for the period of 1990–2013. The results revealed negative associations of sales tax rates with economic activity, especially in the manufacturing industry. Further, the findings provided the spatial dependence of economic activity across counties as a form of possible spillover. This study suggests that policymakers should pay attention to how the manufacturing and retail industries respond to any changes in sales tax rates for business activity.
