执政能力是对一定政党的执政之目标实现程度与实际效能的界定 ,执政能力与政党能力、政府能力紧密相涉而又有所差别。执政党的意识形态、组织状况、执政体制等都会对一定政党的执政能力发生影响。人类政治实践表明 ,在现代化进程中有的政党执政能力得到了发展 ,有的则走向了衰朽 ,而执政党自身之组织、体制、意识形态等方面的不适应性是这种衰朽的重要原因。  相似文献

Why are most African emerging democracies failing to consolidate and reach the two-turnover test? Most scholars attribute this to the poor quality of elections and limited institutionalization of vertical accountability, overlooking some important variables. This article challenges this conception both theoretically and empirically by focusing on the quality of horizontal accountability illustrated by observations of comparative interest in Liberia's emerging democracy. Since the end of Liberia's bloody civil war in 2003, two successive and successful democratic elections (2005 and 2011) have been organized, putting Liberia on the path towards democratic consolidation. When analysing the electoral mechanism of vertical2016 accountability, many scholars have been enthusiastic about the prospects of democratic consolidation in Liberia, most of them neglecting the horizontal accountability processes that are also crucial for the quality and durability of democracy. This article analyses the processes and challenges of democratic consolidation in Liberia by focusing on key institutions of horizontal accountability. It argues that although the country has made some progress towards democratization since 2005, the domination and centralization of executive power, weak and dependent institutions of horizontal accountability (legislature, judiciary, national elections commission, general auditing commission, and anti-corruption commission) are major challenges to the consolidation of democracy. These findings have important implications for our understanding of horizontal accountability and democratic consolidation in African emerging democracies.  相似文献

The present study validates a novel version of the Reaction time-based Concealed Information Test (RT-CIT) adapted for young children (7–10 years). Their ability to deny the possession of relevant information was related to individual differences in intelligence, processing speed, executive functioning and affective problems. The comparison between the knowledgeable group of children (N = 84) who took part in a mock surprise scenario and the unknowledgeable group (N = 78) indicated that by early school-age the RT-CIT can be considered a relatively reliable diagnostic tool for detecting concealed information. We found evidence indicating that executive functions are predictors of children's proficiency in concealing information; however, the specific interrelations were complex (children with lower inhibition and spatial working memory, but with better shifting performance were easier to detect as possessing concealed information). Finally, we found limited evidence for a substantial association between parent-reported emotional problems and children's proficiency in concealing information. This investigation has practical implications for the development of rigorous protocols to detect children's concealed knowledge within legal environments.  相似文献

This study was designed to investigate developmental changes in true and false memories and to detect links among them in middle childhood. Participants were 372 Italian children (from 6 to 11 years, 174 males) divided into two age groups. After hearing a story, children provided a free-recall and their true and false retrieved information was measured. Then children were repeatedly asked some true and misleading questions about the story and their cued-recall and interrogative suggestibility were measured. Finally, children again recalled the story to assess the post-event misinformation effect of the suggested information. Individual differences in fluid intelligence, working memory and executive functions were also assessed to investigate their relationships with true and false memories. Typical age effects were found in memory recall and interrogative suggestibility. Interesting links among true, spontaneous and suggested false memories were found. Finally, analyses did not reveal the existence of a relationship between suggestibility and cognitive functioning.  相似文献

Accountability is the cornerstone of fiscal administration. This research studies the relationship between accountability and the sharing of budgetary power. We found that the accountability in China is supported by the superior of bureaucratic power, instead of the comprehensiveness of various accountability components. The implication is that the accountability is facilitated in terms of emphasising to whom government officials are accountable within the chain of command, reducing goal conflicts and improving strategic goal attainment. However, it is hindered at the same time in terms of lacking evaluations perceived to be impartial, limited room for democratic accountability, over‐implementation of policies at all costs, and weak comprehensive awareness of ‘accountable for what’ (as long as it is a policy direction from the top). The structure of the power of the purse both enables and limits the tone and terrain of budget accountability in particular and government accountability in general.
