Empirical study on the influence of organizational learning and capability on technological mnovanon

Based upon the generalization of those theories in organizational learning, organizational capability and technological innovation, the essay discusses the influence of organizational learning and capability in technological innovation, and presents its relevant hypotheses. On analyzing the effective sample data from 682 enterprises of different industries across 10 provinces and cities in China, the empirical results reveal that external learning is in favor of enterprises to cultivate dynamic capability but to disfavor in improving the existing operational capability, internal learning benefits enterprises to improve the existing operational capability but to disbenefit in cultivating dynamic capability, dynamic capability has a positive impact on operational capability, dynamic capability has significantly positive correlation with product innovation and process innovation, while operational capability has only evidently positive correlation with product innovation.

MyOverseasVote: liberalism and extraterritorial citizenship

This article engages with the liberalist conception of extraterritorial citizenship in examining the pioneering attempt of the Malaysian diaspora to make a rights-based claim for extraterritorial voting. Using the case study of MyOverseasVote (MOV), a transnational advocacy group, this paper demonstrates how the Malaysian diaspora staked their constitutional claim as absent citizens and challenged the state’s definition of absent voters. The bottom-up reform is framed within the context of equalization of rights due to the salient ethnic element embedded in extraterritorial Malaysian citizenship. This liberalization of the external voting legislation has de-ethnicized but not equalized voting rights outside the country between publicly and privately employed citizens overseas. During the 13th General Election (GE13), Malaysia introduced a limited diaspora franchise conditioned upon territoriality and connectivity, affirming the continued relevance of territorial sovereignty.     

The extra-territorial paradox of voting: the duty to vote in extra-territorial elections

The question of why individuals vote, the so-called “paradox of voting”, has been a crucial debate within political science, conceived deductively as an interaction between costs, benefits, and, as some argue, duties. This article situates the question of why individuals vote within the context of extra-territorial elections, focusing on how and why those who acquire citizenship kin-states participate in kin-state elections following citizenship acquisition, while continuing to reside outside of the kin-state. The article uses the case of newly acquired Romanian citizens in Moldova, who have never resided in nor intend to reside in Romania, to unpack whether, how, and why individuals acquiring Romanian citizenship in Moldova vote in Romanian elections. The article uses an interpretive and inductive approach to explore from the bottom up both the experiences of and motivations for political participation of extra-territorial citizens. The article finds, unexpectedly, how those acquiring Romanian citizenship in Moldova are motivated by a duty to participate. Overall, the article argues for a relational and reciprocal understanding of citizenship and voting, which focuses on the relationship between the kin-state, facilitating citizenship as a right, and the kin-citizen, performing their duty to vote.     

The Adoption of Outcome-Related Performance Indicators in External Reporting: An Empirical Study

ABSTRACT

Contemporary government reforms are changing how performance is measured and evaluated, by shifting the focus from inputs and processes to outputs and outcomes. This study uses agency theory, institutional theory, and organizational information processing theory to hypothesize and assess how particular organizational and institutional factors affect the disclosure of outcome information by public organizations, drawing on an empirical analysis of 214 Italian public organizations. Organizational size, mode of service delivery, and the degree of regulation are all strongly associated with the disclosure of outcome indicators in external performance reports.     

An externally constrained hybrid regime: Hungary in the European Union

The paper focuses on the unique, role model characteristics of the Hungarian hybrid regime, the Hungarian political system’s new incarnation forged in the past years’ democratic backsliding process. Following the short review of the main hybrid regime literature and the key analyses putting the democratic quality of the Hungarian political system under the microscope, the paper argues that Hungary’s European Union (EU) membership, the competencies of EU institutions, and the scope of EU law have played a crucial role in the development of the system’s unique characteristics. Based on this argument, the paper qualifies Hungary as an “externally constrained hybrid regime”. However, the EU does not only fulfil system constraining functions regarding the Hungarian regime, but performs system support and system legitimation functions as well. Ultimately, the changing scope of these functions, determined by the European integration’s internal dynamics, influences first and foremost the Hungarian power elite’s strategic considerations about the country’s future EU membership.
