政策标准:一种应对食品安全问题的模式

一直以来食品安全都是人们普遍关注的热点问题.面对频发的食品安全问题,作为政策主体的政府部门应该从政策层面制定一系列准则和标准对其进行规范.政策标准便是在此基础上所提出的一个包含政策制定层面与政策执行层面,宏观层面与微观层面的综合性概念.本文分析了政策标准的形成、制定政策标准的必要性和存在的问题以及政策标准提升的难度,并提出了解决食品安全问题的对策.     

网络群体性突发事件的防控与引导

目前,中国存在网络群体性事件频发的问题。主体的虚拟性、影响的广泛性、传播的快速性、情绪的极端性四个方面构成了网络群体性突发事件的基本特点。应该对其成因进行分析,从预防和控制引导网络群体突发性事件两大方面入手,从政府、社会、媒体等几个层面出发提出应对及解决办法。

在区域经济的发展过程中,地方政府之间日益激烈的竞争必然会造成区域之间的产业政策趋同。这对于区域经济的协调发展和长远发展极为不利。化解问题应当靠提高中央政府的宏观调控水平,强化地方政府的责、权、利边界,引导地方政府在区域产业政策中体现差异性。     

Associations between national gambling policies and disordered gambling prevalence rates within Europe

Policymakers and other interested stakeholders currently are seeking information about the comparative effectiveness of different regulatory approaches to minimising gambling-related harm. This study responds to this research gap by exploring associations between gambling policies and disordered gambling prevalence rates. We gathered information about gambling policies for thirty European jurisdictions and past-year prevalence rates for disordered gambling for twelve of these jurisdictions. We present policy trends and prevalence rates and then describe the level of association between policy and prevalence. We observe one statistically significant association between policy and prevalence: rates of sub-clinical (i.e., Level 2) disordered gambling were higher within environments that mandated less strict regulation of advertising for online gambling. Finally, we discuss the implications of our research in the context of the current process regarding the pan-European regulation of gambling. Our findings do not offer evidence for certain assumptions made in the past by the European judiciary.

我国的青少年政策是名不具而实存。现行的青少年教育政策，内容较为丰富，制定与推行架构较为完善，特点比较鲜明。作为国家发展导向型的青少年教育政策，国家发展被置于优先地位，也能够保障青少年的受教育权利，促进青少年的健康成长。     

刑事政策考量下的刑法教义学应何去何从——本体论亦或规范论?

刑事政策和刑法教义学究竟有怎样的关系,日益引起学者的关注。刑法教义学是国家对刑事政策目的的反应,现代民主法治国家应选择与之相适应的刑事政策和刑法教义学,德国刑法教义学以Roxin为代表的功能论因提出将刑事政策纳入刑法教义学体系中而备受推崇,与之相对应的Welzel目的行为论并非忽略了刑事政策,其论证过程所基于的本体论更具限制国家刑罚权的功能,故应在本体论基础上发现能更好地保障人权的理性的刑事政策和刑法教义学。     

Press content as a key to a country's alignment: The case of Ethiopia

This article examines the news content of an Ethiopian government‐run newspaper over a period of 20 years to determine how closely the present government is aligned with the Soviet Union. There are two schools of though among foreign policy scholars. Regionalists believe Ethiopia is nonaligned. They argue that since the country follows the tenants of African socialism, its international politics are shaped by indigenous factors such as nationalism and local economic and security needs, rather than by Soviet or U.S. influence. Globalists, on the other hand, believe Ethiopia belongs to the Soviet camp and is dependent on the Soviet Union. A review of a government‐run newspaper in two ten‐year periods before and after the takeover by Mengistu Haile Mariam found a dramatic shift in the nature of coverage. Under Emperor Haile Selassie before the ovethrow, the paper printed predominantly pro‐United States and anti‐Soviet news. But under Mengistu, the same paper printed vastly pro‐Soviet and anti‐United States news, and absolutely no anti‐Soviet news. These findings support the globalist view.     

专利指标的经济学意义及其实践应用

目前我国已经形成了基于专利统计、专利文献、专利调查和政府行政管理的指标系统，但指标设计仍存在结构缺陷，突出表现为重创造、轻运用的情况，专利保护和服务指标亟待完善。社会公众不能准确把握指标内涵，对指标真实作用和决定要素缺乏准确认知。在专利指标使用方面，政府功能性评价能力强，学术运用能力弱，指标数据对专利经济学研究支持力度不足，反映市场竞争能力的企业专利指标失位。提倡从政府管理和学术研究两个层面加强基础指标的设计与利用，建立以指标分析为基础的专利经济学科全面提升专利对经济结构转型和创新驱动发展的激励作用。
