The role of the IFI and the EU Peace III Fund in creating sustainable peace in Northern Ireland and the border counties

NGOs aided by external economic aid can play a critical part in post-accord peacebuilding situations. This article explores the impact of the International Fund for Ireland and the European Union Peace III Fund in nurturing sustainable peace through development in Northern Ireland and the border counties of the Republic of Ireland by examining the perceptions and experiences of 107 local NGO leaders and 13 funding agency development officers. During the summer of 2010, 120 people were interviewed using semi-structured interviews in Derry city and nine border counties. The article explores the role of external economic international assistance aids in building sustainable development, reconciliation, and peace in Northern Ireland and the border counties.     

Participatory numbers for integrating knowledge and actions in development

This article discusses the opportunities and challenges associated with the use of quantitative participatory methods and participatory numbers for integrating locals’ and outsiders’ knowledge, as well as actions from the bottom-up and top-down, in development. It places emphasis on the contribution of quantitative participatory methods and participatory numbers to foster dialogue between a wide range of stakeholders, for example, local people, NGOs, government agencies and scientists, who usually seldom directly engage with each other. The article draws on case studies that discuss remittances and disasters in Samoa, and disaster risk reduction in the Philippines.     

The Impact of News Photos on Support for Military Action

Drawing on two experiments embedded in online surveys, this article examines the impact of news photos on support for military action. In 2011, respondents were asked about support for ongoing military involvement in Afghanistan while being randomly exposed to one of two photos—one of a soldier with a child, the other of a soldier with a gun. The former photo increased expressed support for war; and the effect was greater for those who self-identify as being very interested in international affairs. Three years later, a follow-up experiment was fielded that looked both at the past intervention in Afghanistan and ongoing interventions in Syria; results were very similar. Both experiments speak to the potentially profound role of mass media in generating support (or not) for foreign military engagements, and the increased impact of frames on those who are more attentive to the issue domain.

20世纪70年代以来,家庭暴力问题日益受到国际社会关注。为了应对这一跨越国界、人群的全球性问题,西方许多国家全面展开防治家庭暴力的法律改革,其中警察介入家庭暴力已经形成了比较完善的法律规制体系。无论在基础理论领域,还是在刑事立法和司法政策方面均有重大的发展与突破。警察有权主动介入家庭暴力,对家庭暴力的受害者采取特殊保护措施,对施暴者采取限制措施。警察对家庭暴力实施者的逮捕权也不断扩大。     

我国外贸依存度的结构性特征

外贸依存度高已经成为我国发展对外经济面临的一个突出问题。总体上看,我国外贸依存特征为外贸依存地区、国家集中,外贸依存东高西低,一般贸易外贸依存度上升、但加工贸易依存度依然偏高,附加值低的劳动密集型产品的外贸依存度高,对资源的进口依赖度高,对高技术装备和核心技术的进口依赖高等。研究我国外贸依存度的这些结构性特征,要有针对性地采取应对措施。     

国外警察腐败现象及反腐主要对策

在我国,警察队伍建设是巩固党的执政地位、维护国家长治久安、保障人民安居乐业的基本保证之一。从党的十七大会议精神来看,党中央已经将完善惩治和预防腐败体系作为工作重点,并将进一步健全党风廉政建设责任制,全面加强反腐倡廉工作。本文针对国外警察队伍当中存在的腐败现象进行初浅研究,将国外警察队伍的腐败按其发展程度划分为五个不同阶段,对其成因、特征以及治理办法进行了分析,对于我国警察队伍的反腐倡廉工作的开展,具有现实参考价值。     

关于高等职业教育投入问题的探讨

从产业化的角度来看,高等教育为社会发展提供高素质的人力资本,投资高等教育,应该具有微观效益。从微观效益角度看待高等教育投资,则可使人们克服高等教育投资长期依赖国家拨款的局面,解决国家财政性教育经费供给不足和高等教育需求扩张之间的矛盾,解决传统高等教育运行机制与现行的社会主义市场经济体制不相吻合的矛盾。本文旨在探讨信托和基金如何在高等教育特别是在民办(私立)高等教育发展中发挥作用的问题。     

公安院校警察英语教学初探——英语国家警察培训对我院专业英语教学的影响与启示

公安院校的定位应是应用型和专业型的大学,在英语教学上对学员进行警察专业英语培训是其基本要求。本文从专业英语教学的角度探讨了警察英语教学的性质、现状与教材建设,并结合我院作为外警培训基地的有利条件,总结了外警培训的特点及其对我院警察英语教学的影响,提出结合实战、努力构建具有我院特色的警察英语教学的设想。
