在我国,内外资企业所得税法的统一已酝酿多年。时至今日,就两法统一问题已形成一些基本认识。只是对两法统一对外资可能产生的影响,利益各方争议较大。就此问题,本文从我国对外资的开放、投资环境、税收优惠的作用、两法统一的设计4个方面进行了分析,指出那种认为两法统一必定会对外资进入中国产生巨大冲击的担心是没有必要的,而在现行税制下内资企业处于一种极不公平的竞争地位。因此,为了给内外资企业创造一个公平竞争的税收环境,必须尽早实行企业所得税法的统一。  相似文献

Foreign and security policy were not areas in which Prime Minister Cameron was seeking to renegotiate the relationship between the UK and the European Union (EU), but security may be a key issue in the EU referendum. The untangling of Britain's foreign and security policy from the EU following a Brexit vote would be relatively uncomplicated. The EU's arrangements for collective foreign and security policy, the Common Foreign and Security Policy (CFSP) and Common Security and Defence Policy (CSDP), are conducted on an intergovernmental basis which allows the UK to preserve independence in its diplomacy while allowing for the coordination of policy where interests are held in common with other member states. The UK retains substantial diplomatic and military capabilities which would allow it to continue to pursue a separate national foreign, security and defence policy in the case of either a ‘Leave’ or ‘Remain’ outcome.  相似文献

Abstract

This article challenges the dominant narrative that overlooks the role of domestic factors in Taiwanese foreign aid in favour of politics cast at the cross-Strait and international levels. It examines the emergence and effects of partisan politics on Taipei's foreign aid policies, including aid budgets and the motivation for providing foreign aid. It argues that, rather than the cross-Strait conflict as such, it was contests and rivalries among Taiwan's political parties and government agencies – underpinned by ongoing projects of state building – that shaped the variable objectives, policies and processes of Taipei's foreign aid-giving.  相似文献

Abstract

The paper examines the domestic politics surrounding South Korea's foreign aid policy. It delineates the institutional characteristics and strategic interests of key government and non-government stakeholders, and suggests an analytical framework to comprehend the country's aid policy regime. It suggests that two competing policy discourses exist – one emphasising ‘intellectual leadership’ and the other ‘ethical leadership’ as the key principle of aid policy. In practice, the country's political leadership promulgates a complex amalgam of these discourses in alignment with their own political imperatives and interests. The paper discusses ‘Global Saemaul Undong’ as such an example under the incumbent Park Geun-Hye administration.  相似文献

Belarus has a divided identity that reflects its complex history and culture. A mixed-methods investigation incorporating focus groups and national representative surveys conducted over a decade or more suggests that Belarusians themselves are more likely to regard themselves as “European” than their counterparts in Ukraine and Russia, but less likely to do so than in other European countries. There is substantial support for a hypothetical European Union membership, particularly among younger respondents, but there is also strong and widely distributed support for a closer association with the other members of the Commonwealth of Independent States. Consistently, it is the “multidirectional” foreign policy promoted by the current leadership, which seeks closer relations with East and West at the same time, that finds the greatest support. But a “Slavic choice” is also popular, and much more so than a “Western choice” or isolationism.  相似文献

This paper provides a detailed case study and theoretical explanation for one of the least appreciated bilateral relationships of democratic South Africa. It analyses South Africa's post-apartheid relations with Iran as a case study to illustrate and discuss the contradictory principles that appear to guide South Africa's foreign policy. South Africa's tempered reaction to Iran's nuclear programme is in contradiction with its non-proliferation stance, but can be understood by looking into the ideology of the ruling African National Congress.  相似文献

This article examines the role of sub-state diplomacy, defined as the transnational linkages of sub-national governments, in bridging the gap between foreign policy and the domestic development agenda in South Africa. It argues that, as territorial sub-state actors, provinces and municipalities are strategically positioned to use their international relations to make foreign policy more responsive to domestic socio-economic priorities. In the South African case, however, this potential is yet to be fully realised, mainly because of institutional fragmentation of the foreign policy apparatus, but also owing to enduring challenges in the foreign activities of sub-national governments. The article concludes by making the case for a new diplomatic paradigm in South Africa, one that actively promotes and harnesses the foreign activities and capacities of different national stakeholders, including those of sub-national governments, in the interest of the domestic development agenda.  相似文献
