我国儿童早期照顾领域存在照顾责任公私分担失衡、照顾资源分布不均、照顾劳动性别分工和代际分工不合理等现象,亟待公共政策干预。立足我国现实,以德沃金的资源平等理论作为伦理基础,可提出儿童早期照顾政策的伦理依据,即以保障儿童与母亲权利为核心原则,以保障父母工作-家庭平衡、祖辈老年权益为辅助原则。在政策分析中,首先基于政策网络模型,阐述政策行动者的网络定位及他们在网络间的互动关系,厘清不同行动者之间的资源与权力交换机制;然后利用图尔敏结构模型,提出具有开放性和包容性的政策方案,并最终形成旨在保障儿童和照顾者权利、促进家庭和社会发展的我国儿童早期照顾政策框架。 相似文献

In his 2019 Reith Lectures on the rise of law and decline of politics, Jonathan Sumption presents a thesis that, on its face, seems identical to that of J.A.G. Griffith's defence of the political constitution. Given the radical differences in their views on equality, democracy, and redistribution—with Griffith working in the tradition of democratic socialism espoused by the Webbs, Tawney and Laski, and Sumption expressing the libertarian philosophy underpinning Thatcherite policies—this is puzzling. This article sets their views in historical and political context and argues that the similarities are superficial, whereas the differences are profound. It then proceeds to show the weaknesses in Sumption's defence of his thesis. 相似文献

ABSTRACTThis article addresses the question of why does an African country that had more women queens and empresses throughout its history practically than any other African country have the oldest known women queens in Africa, and purports to be committed to gender equality end up undermining its own objectives. The article shows that the focus on integrationist paradigm, an approach which focuses on the participation of women in the existing development paradigm, undermined the transformative nature of gender policy because it does not conceptualize gender parity as an end by itself, but as an instrument for economic progress. Consequently, progress towards gender parity remains to be little-by-little despite the strong political commitment to gender equality. The article concludes that the transformative nature of gender policy has been endangered by emphasis on macroeconomic outcomes, macro-level conceptualization of gender issues, and the limited role of civil society in influencing policy decisions. 相似文献

Inheritance distributions in families involve people in deciding about the meaning and application of equality. Using a distributive justice perspective, this study used hypothetical vignettes to examine 89 older adults' judgements about inheritance distributions to children under systematically varied conditions related to a child's relative deservedness or need. Participants endorsed the cultural norm of equal distribution where there was little information about circumstances. When they knew an adult child's circumstances, 80 percent of participants qualified their adherence to equality in situations that evoke other distributive principles which are important in families, for example, reciprocity and responsiveness to need. Decisions about inheritance distributions involve adapting social norms to different family circumstances, taking account of specific roles and relationships, and giving personal meanings to the concept of equality. 相似文献

In what sense should a liberal state be neutral between the conceptions of the good held by its citizens? Traditionally, liberals have provided two different answers to this question. Some have adopted a conception of neutrality of justification, while others a conception of neutrality of effects. Recently, Alan Patten has defended an alternative, novel and sophisticated, conception of neutrality – neutrality of treatment. In this article I assess whether neutrality of treatment is, in fact, a superior conception of neutrality. I try to show that neutrality of treatment suffers from the very same weaknesses that Patten attributes to its alternatives and that, overall, neutrality of justification, properly construed, provides a more promising account of both the sense in which a state ought to be neutral and of the object of neutrality. Finally, I argue for a broader account of the normative bases of liberal neutrality than the one proposed by Patten. This account includes, beyond considerations of fairness, a relational principle of equal standing. 相似文献

In his Democratic justice and the social contract, Weale presents a distinctive contingent practice-dependent model of ‘democratic justice’ that relies heavily on a condition of just social and political relations among equals. Several issues arise from this account. Under which conditions might such just social and political relations be realised? What ideal of equality is required for ‘democratic justice’? What are its implications for the political ideal of citizenship? This paper focuses on these questions as a way to critically reconsider Weale’s model. After presenting Weale’s procedural constructivism, I distinguish his model from an institutional practice-dependent model, one salient example of which is Rawls’s political constructivism. This distinction allows for a formulation of the social and political equality required for justice in each case. The contingent model assumes that an equality of ‘status’ will generate just social practices, yet it fails to recognise that an equality of ‘role’ is also important to ensure citizens’ compliance. The paper ultimately seeks to show that the contingent model is insufficient to ensure that just social practices will become stable. 相似文献

This article explores the main problems that Mexican women endure, especially those which arise from the inequality that they face in numerous social milieus. Despite the undeniable progress that has been made with respect to women's rights and equal opportunities, full gender equality still seems like a distant ideal for Mexico. There have even been important setbacks, such as access to healthcare, legislation that has been enacted that does not respect women's decisions over their bodies, or in the persistence of various forms of violence that they bear. This article will begin by exploring the advancement in rights which women have achieved, in order to later describe the problems that Mexican women still face in terms of work, health, social security, education, poverty, politics, and the violence which they still encounter. 相似文献

The aim of this article is to discuss essential notions of political discourse analysis in the light of Jacques Rancière's theoretical proposals. To achieve this purpose, we will review definitions and categories with which different authors contributed to the development of that discipline. We suggest that this approach of political enunciation analysis would improve the episte-mological organization of the discipline and, at the same time, would allow for reconsideration of problematic issues of contemporary politics (collective building).
