U.S. National Identity,Political Elites,and a Patriotic Press Following September 11

In the aftermath of the terrorist attacks on New York City and Washington, D.C. on September 11, 2001, U.S. government and military leaders often articulated distinctly pro-American themes in their public communications. We argue that this national identity discourse was at the heart of the U.S. government's attempt to unite the American public and to mobilize support for the ensuing "war on terrorism." With this perspective, we content analyzed Time and Newsweek newsmagazines for the five weeks following September 11 to identify potential communication strategies employed by government and military leaders to promote a sense of U.S. national identity. Findings suggest (a) that government and military officials consistently emphasized American core values and themes of U.S. strength and power while simultaneously demonizing the "enemy," and (b) that journalists closely paralleled these nationalist themes in their language.     

Film Reviews

Relying on experimental methodology, we find that positive and negative reports of specific aspects of the economy influence the audience's assessments of political responsibility for the state of the economy. In addition, whether the president actively attempts to take credit (in the case of positive economic news) or attempts to avoid blame (in the case of negative economic news) also influences assessments. Finally, we find that effects are largely dependent on individual levels of partisanship.

大型活动风险评估与管理——封闭空间内的风险识别及控制

本文以项目管理中的项目风险管理思想为理论依据,兼而运用风险评估技术中的分析流程图法,即采用层次逻辑判断的方法,将大型社会活动封闭空间内可能出现的各种情形进行恰当的分类,针对每一类情形,梳理风险要素,进行分析和归类,并提出相应的风险管理建议,以期为公安及相关部门提供相应的参考.     

Linking Academics and Social Learning

Abstract

This article examines how school staff conceptualize their work with youths in an alternative school for weapon policy offenders after having undergone at least one year of a whole-school violence prevention program conducted by the Syracuse University Violence Prevention Project. The article examines the intent of school staff, their ideas, perspectives, and language about youths, violence, and schooling, and provides insights into the challenges and benefits of a whole-school approach to violence prevention. Their insights highlight what is needed for a violence prevention program to be successful. A major issue raised in the article is the importance of linking social learning and academics in violence prevention strategies, and of sustaining collaborative efforts that connect conflict resolution to acts of justice and support for youths' intellectual and emotional lives.     

转变行政管理思路 发展市场经济制度——皖粤黔川稳增长和转方式调结构调研报告

2012年经济增长下行压力加大,各地方采取了积极有效应对措施,实现经济平稳发展。该文根据对皖粤黔川四省的调研,在肯定成绩的同时,也找出了一些存在的困难和问题,并从长期困扰中国社会主义市场经济发展的思维习惯、管理体制、政策法规和运作路径入手,提出转变行政管理思路、改善行政工作方法等对策建议。     

安徽监狱企业集团组织结构变革初探

全国监狱体制改革后,安徽省监狱建立了全额保障、监企分开、收支分开、规范运行的新型监狱管理体制,但在实践中,监企分开运行机制并不能完全解决监狱管理运行中的问题。因此,在新型监狱管理体制下,需要进一步深化监狱体制改革。研究表明,通过优化监企分开运行模式。可以纯化监狱企业刑罚执行职能,释放监狱企业发展的活力,从而更好地发挥监狱企业服务监狱刑罚执行工作的职能作用。     

Fixing failures of U.K. electoral management

Concerns about electoral malpractice have been raised in many democracies in recent years because of errors made in the administration of elections by local election officials (LEOs). This article argues that adopting appropriate policy instruments to manage LEOs is an under-explored method for improving election administration and reducing electoral malpractice. The article provides a case study of the use of performance benchmarking schemes in the UK 2008–2010. Semi-structured interviews were undertaken with 74 LEOs from 41 organisations subject to newly devised performance indicators. The research demonstrates that performance benchmarking can encourage learning amongst local electoral officials and strengthen central control over them.
