This article draws on a three-year collaborative research project investigating how community consultation is practised by Victorian councils, especially in relation to multiple publics and groups that councils can find 'hard to reach'. Based on an analysis of consultation documents, this article looks at councils' understanding of community consultation and underlying assumptions, the expected outcomes and how this is translated into guidance for practice. The research demonstrates that councils aim to consult to provide a range of outcomes, but there is a lack of clarity about how to choose and use the appropriate combination of consultation tool(s) and public(s) to facilitate these. Councils are also unclear about how the outcomes of consultation feed into existing decision-making processes and the implications of this for democratic legitimacy. This is in part due to the fact that the conceptual tensions around consultation and the democratic process are apparent not so much by virtue of what is said about them, but of what is not said. The article begins by outlining the conceptual and definitional problems associated with consultation using typologies of public participation. We investigate how typologies inform the consultation documents developed by councils and in how far they support practice. We then address the need to involve multiple publics and the vexed issue of who is hard to reach and why they should be consulted.  相似文献

Deliberative ideals have become commercial goods bought and sold in an expanding consultancy market. In this market, demand is generated by government and advocacy groups seeking innovative ways to engage with the public. On the supply side are a growing number of commercial organizations selling deliberative goods and services such as process design, facilitation and evaluation. This paper characterizes the nature of this deliberative market, and considers its implications for democracy and contemporary governance. An analysis of deliberative consultants finds that their professional world is more akin to a ‘community of practice’ rather than a marketplace. But the development of this community of deliberative practitioners could go in opposing directions. On the one hand consultants could become the entrepreneurs of deliberative democracy, promoting and demonstrating its benefits for policy making. On the other hand, if the motivations for deepening democracy are fully replaced by business imperatives and competition, then the deliberative project would be severely undermined. Rather than predict the future, the paper identifies some of the opportunities and challenges for democratic governance as elements of deliberative democracy are commodified.

当前,专利导航已进入国家宏观政策及规划的决策视野,应用价值巨大,社会影响力和关注度持续提高。审视已开展的专利导航项目实践发现,过于注重操作规范,对理论机理的丰富和发展不足,导致现有专利导航项目实施中存在若干具有共性的盲区或误区,亟待对专利导航的基本概念和基础理论等进行理性审视和深度思考。在澄清专利导航基本概念、内涵和作用机理的基础上,详细阐述区域规划类、产业规划类和创新主体类等主要类型专利导航的工作基本流程和实务操作要点,为项目实施方有的放矢地开展专利导航实践提供行动指南和理论支撑。未来,应加快建立以大数据为支撑的系统化的专利导航工作架构,适时丰富和完善基础理论和导航理念,优化工作机制,加强专利导航机制与创新决策机制的有机融合,充分发挥专利导航对产业技术创新的引领支撑作用,为我国产业真正走出一条自主可控的创新发展之路提供保障。  相似文献

乡风文明建设,不仅关乎农村社会稳定发展,还是新时代实施乡村振兴战略的精神保障。农村基层党组织是党在农村全部工作的基础,新时代农村基层党组织推进乡风文明建设具有一以贯之的内在逻辑。在新时代的历史方位中,农村社会进入全面转型期,这不仅给农村基层党组织推进乡风文明建设带来了诸多机遇,还使其面临农村集体经济式微、农村基层党组织公信力减弱、农村文化发展失魂、部分农民不良陋习与"等靠要"贫困心理滋生等现实挑战。有鉴于此,巩固、扩大乡风文明建设已有成果,需要农村基层党组织以发展壮大农村集体经济为主要抓手、以获取农民对农村基层党组织的信任为突破点、以传承发展农村优秀传统文化为核心、以移风易俗实践活动为主要治理手段、把消除贫困农民精神贫困作为重要内容,积极探索乡风文明建设的新路径。  相似文献

This article explores the possibilities for new forms of ‘digital citizenship’ currently emerging through digitally supported processes of narrative exchange. Using Dahlgren's (Dahlgren, P. 2003. “Reconfiguring Civic Culture in the New Media Milieu.” In Media and the Restyling of Politics, edited by J. Corner, and D. Pels, 151–170. London: Sage; Dahlgren, P. 2009. Media and Political Engagement. Cambridge: Cambridge University Press.) circuit of ‘civic culture’ as a model for exploring the interlinking preconditions for new acts of citizenship, we discuss the contrasting outcomes of research at three fieldwork sites in the North of England – educational (a sixth form college), civil society (a community reporters' network) and social (a local club). Each site provided clear evidence of the elements of Dahlgren's circuit (some depending on the intensive use of digital infrastructure, others predating it), but there were also breaks in the circuit that constrained its effectiveness. A crucial factor in each case for building a lasting circuit of civic culture (and an effective base for new forms of digital citizenship) is the role that digital infrastructure can play in extending the scale of interactions beyond the purely local.  相似文献

This review of the literature aims to guide practitioners concerned with ameliorating the psychosocial effects for rural-dwelling children from homes where methamphetamine is used or produced. Although a substantial body of research exists regarding the environmental dangers and physical health risks to children from methamphetamine-affected homes, there is a paucity of research regarding child psychosocial outcomes. This article summarizes the published literature examining family contexts and psychological and behavioral consequences for children. Implications of this body of knowledge for child welfare practitioners, limitations of the studies reviewed, and future research directions are discussed.  相似文献

What Happened?     
ABSTRACT

This article presents an overview and historical analysis of child welfare from its inception in the 19th century through the Social Security Act of 1935 and into the present. An argument is made that the historical de-professionalization of child welfare is reflected in changing societal values and resultant legislation framing investments in child welfare, as well as the influence of child welfare on the quality of services to children and families. De-professionalization has resulted in lowering the professional credentials of child welfare staff, increasing levels of employee turnover, the formulation of questionable policies, all affecting the quality of services to children and families. Implications of the findings for the re-professionalization of child welfare and for policy and practice are discussed.  相似文献
