Abstract

The governing Centre and Conservative parties played the ‘economy’ card – we’ve got Finland ‘back into shape’; the green parties, the Greens and Left Alliance, played the ‘climate change’ card, demanding action to go with the talk; the Social Democrats played the ‘caring’ card and the need for a Finland that cares for the elderly, the low-paid and young persons; the Finns Party in contrast played the ‘no one likes us, we don’t care’ card, seeking to exploit its pariah status for electoral gain. The adoption of a siege mentality strategy, designed to capitalise on its ostracised position, served to mobilise protest support and the Finns Party came within a whisker of beating the Social Democrats into second place. The Social Democrats then turned the clock back and put together the type of left?centre (‘red mud’) coalition that had characterised Finnish governments for half a century from the mid-1930s onwards.  相似文献

Abstract

The article addresses issues of ideological horizons in relation to the information superhighway, as they affect environmental communication, with a special focus on grassroots communities at fish-landing sites along Lake Victoria, in Uganda. While in the ‘button society’ a great deal of information is accessible at the push of a button, the most that button-less grassroots societies have to contend with, is a simple radio switch. Given this continuum of ideological horizons, both communities cannot interpret environmental management concerns in the same way. Conceptually, the article is guided by Hall's encoding and decoding framework, whereby due to a failure to share ‘meaning’ (between the two parties) miscommunication arises. The discussion is based on findings of a survey for a research project that sought to find behavioural change communication strategies that can be used to empower grassroots communities to participate more in managing their local environment in a sustainable way. The research looked at the communication of environmental issues pertaining to solid waste management and sanitation. The major question of interest to the discussion is why there is continued environmental degradation at Lake Victoria fish-landing sites, despite the available environmental information and existing frameworks for ensuring proper environmental management.  相似文献

Relying on experimental methodology, we find that positive and negative reports of specific aspects of the economy influence the audience's assessments of political responsibility for the state of the economy. In addition, whether the president actively attempts to take credit (in the case of positive economic news) or attempts to avoid blame (in the case of negative economic news) also influences assessments. Finally, we find that effects are largely dependent on individual levels of partisanship.  相似文献

American journalists filter the world of politics through a set of presuppositions about what politics is and should be. Listing seven presuppositions that undergird political reporting, this article illustrates the “Progressive Era” framework through which U.S. journalists understand politics. The article concludes by identifying several alternative visions of politics and suggests that in practice journalism is sometimes broader in its understanding of politics than a Progressive Era vision would anticipate.  相似文献

Since the 1990s, comparative scholars and constructivists have recognized the universally liberal character of democracy promotion and yet continued the analysis of difference in this area. Mainly in studies of German and US democracy promotion, constructivists have demonstrated the recurring and difference-generating impact of ideational factors. In this article, I hence assume the likeliness of difference and address the question of how we can analyse and explain those differences through a comparison of German and US democracy assistance in transitional Tunisia. I conceive of Germany and the US as a dissimilar pair and adopt a broad perspective to uncover differences at the diplomatic level and between and within the respective approaches to democracy assistance in Tunisia. Theoretically, I argue that national role conceptions hardly impact democracy assistance in a clear manner, and that roles are renegotiated in the process. I rather focus on liberal and reform liberal conceptions of democracy, which shape perceptions of the local context, and democracy assistance agencies different organizational cultures, which impact civil society support. Finally, I account for transnational dialogue and coordination as a factor mitigating differences in democracy promotion.  相似文献

For a long time Africa's political parties have been neglected in political science research, although they have mushroomed during the last decade and are being seen as crucial for the democratic development of the continent. Part of the neglect was due to the very specific western European bias of political science party research, while Africanists claimed the uniqueness of the subject. Despite this bias, the article argues that the framework of established party research can be applied to African parties as well – provided that some modifications are considered. These necessary modifications are explained for four ‘fields’, namely the functionalist approach, the cleavage model, the inclusion of informal politics, and finally whether a distinctively ‘African’ or a universal party typology approach should be applied.  相似文献

The main objective of this article is to examine how the links between trade unions and affiliated political parties of the left influenced the strategies of labour during the transition and the early years of democracy in Spain. It argues that political partisanship is a key factor for understanding the unions' strategies. After a period of intense labour conflict during the transition to democracy, labour mobilization decreased and Spain's unions and other social actors initiated distinctive processes of social bargaining, starting in 1979. The central argument is that the relationship of unions and political parties in the authoritarian and transition periods was a major factor in conditioning strategies in the post-authoritarian period. In the end, the consolidation of Spanish democracy has led to the strengthening of the main trade unions. Contrary to what happened in other historical periods they used this power to contribute to governability and the consolidation of the new democratic regime.  相似文献

In the last decade Taiwan has witnessed two changes in ruling party through elections. First, in 2000 the Kuomintang (KMT) was defeated by the Democratic Progressive Party (DPP) in the presidential election. Then after eight years of DPP rule, the KMT regained control of central government in the parliamentary and presidential elections of 2008. This study compares the two parties' reactions to disastrous defeat. Have the parties learned the lessons of defeat by responding with rational reforms? In addition to this comparison, I assess the effectiveness of the KMT's reforms in contributing to its return to power. Although the DPP's fall from power is only just over a year old, this study can offer some insights into whether one can expect the DPP to recover sufficiently to offer a serious political challenge to KMT domination.  相似文献

In spite of the attempts, in the most recent years, to introduce simple, accountable and rule‐based mechanisms governing the flows of funds for Romanian local governments (LGs) there is evidence showing that deviations from the norms are still widespread and undermine the stated goals of many policies. This article aims to explore to what extent the political factor (party affiliation, i.e. local informal power networks) interferes with the allocation of public funds as far as three main areas of decentralised policy are concerned: (i) the general purpose equalisation transfers; (ii) the Roads Fund grants and (iii) the transfers for financing the pre‐university education. These components represent a relatively large share of the local budgets and are illustrative for two important attributions Romanian LGs perform today: maintaining the local infrastructure and providing essential social services. Through a set of variables—measuring, on the one hand, the real pattern of resource allocation and on the other hand, the intensity of politicisation in the three areas—we tested the hypothesis that intergovernmental financial flows in Romania are to a large extent captured by rent‐seeking groups. It turns out that this is indeed the case with the funds for infrastructure, and much less so with the transfers financing pre‐university education. Some conclusions from these contrasting situations are drawn which reflect on the broader discussion, the link between decentralisation and corruption. There has been growing academic and public interest in corporate political lobbying in both the UK and EU in recent years. In Britain, links between politicians and commercial interests have been one of the areas examined by the Committee on Standards in Public Life (‘the Nolan Committee’ and now ‘the Neill Committee’). A visible but under‐researched aspect of political lobbying by firms and other groups is the range of activities that take place at annual party conferences. An exhaustive study of these activities at the three main British party conferences between 1994–97 is reported, covering the period from Tony Blair's first appearance as party leader to the aftermath of the 1997 General Election. There is clear growth of visible lobbying, particularly at the Labour conferences, over the period leading up to the election, and a dropping off in 1997; particularly at the Conservative conference.
