乡村基层执法的空间制约与机制再造

中国的基层执法深受政治体制和社会生态的影响和塑造,“治理空间”可以同时容纳这两种因素,是理解中国基层执法的新视角。乡村治理空间为基层执法提供具体场景,其“拥挤社会”特性和“权力分散”特性,严重制约着基层执法能力。空间区域化机制通过建立综合治理(执法)体系,实现了执法机构的统合和区域化;通过将村级组织、村干部、网格员等纳入执法体系,实现了执法空间的分界和局部化;通过对时间和资源进行情境化配置,实现了时空分区。区域化机制重构着乡村治理空间,回应了基层执法权薄弱和执法能力不足的问题,通过再造基层执法,提高了基层执法效度。     

Small winners and big losers: strategic party behaviour in the 2017 Dutch general election

Abstract

This article analyses party strategies during the campaign for the Dutch general election of March 2017, making use of issue-yield theory. It investigates whether parties strategically emphasise high-yield issues, by juxtaposing the issue opportunities provided by voters with parties’ issue emphasis during the campaign. More specifically, it asks whether parties strategically emphasised issues that were expected to reward them electorally. Analysing voter preferences and party campaign data, it is found that parties and most of their constituencies show high ideological consistency, that parties emphasise mostly positional issues and thus choose a conflict-mobilising strategy, and that most parties emphasise high-yield issues rather than following the general political agenda. Four small parties that won significantly behaved strategically while the social democrats – who severely lost – hardly did. The findings imply that the issue-yield framework can help to explain the election result in the fragmented Dutch multi-party context.     

Populists,Producers and the Politics of Rentiership

Populism studies finds itself in a crisis of originality. While some scholars have signalled over-usage, others have argued that by contextualising populism, we are able to specify our own ‘populist moment’ and remedy the term’s slipperiness. This article opts for the latter tactic through a comparison of two aspects of contemporary populism with late nineteenth century precedents. In the late nineteenth century, the American People’s Party pioneered a mode of mass politics anchored in agrarian and industrial labour which launched the term ‘populism’ in Western discourse. Contemporary populists show rhetorical and political overlap with this template, but also come up against two new constraints: (1) a stagnant capitalism increasingly centred on ‘rentiership’; and (2) a disorganised civil society. These factors render today’s populism resistant to analogy but also conceptually more specific, sharpening the contours of our populist moment.

Auckland,New Zealand – fair game for central party politics

This paper explores the influence of central party politics in Auckland local government, in New Zealand’s largest city, following the 2010 amalgamation. Political parties have been an accepted and dominant presence in European representative democratic local government, throughout the 20^th century. Not so, however, in New Zealand and Australia, where citizens have ‘flocked to the banner “Keep Politics out of Local Government”. Our analysis of the self-declared party accreditation status of candidates and elected members demonstrates that political affiliation, at least in the main centre Auckland, is on the rise, counter to assumptions that New Zealand local government is largely removed from central politics.     

Vote Blue,Go Green? Cameron's Conservatives and the Environment

How genuine is the Conservative party's rediscovery of the environment? Would a Conservative government led by David Cameron implement a wide‐ranging and progressive environmental policy? This article explores why Cameron has embraced the environment so enthusiastically when Conservative governments have had a poor record of environmental protection and the Conservative party has traditionally shown little interest in the issue. It assesses the impact of Cameron's strategy both on his own party and on the wider world of environmental politics and it evaluates the continuing commitment of the Conservatives to the issue by assessing what kind of policies a future Conservative government might implement. Although Cameron remains committed to the issue and he has already had a positive impact on Labour government policy, he has not yet convinced his party or its supporters, so a future Conservative government would probably represent continuity rather than significant change in environmental policy.     

The Conservatives' Grassroots 'Revival'

Healthy party grassroots constituency organisations play an important part in modern electoral campaigning, especially in marginal seats, and political parties try to concentrate their efforts on those closely contested constituencies. Recent evidence on party fund-raising at a local level shows that the Conservatives have taken considerable strides in supporting their campaign organisations in marginals, and have done so in a way which enhances their long-term campaigning potential there. The party's grassroots organisations are increasingly well-resourced, especially in the seats the Conservatives need to win back if they are to win the next General Election. However, while fund-raising suggests a healthy grassroots where it is needed, party membership data highlights continued problems for the party.     

Transcending Thatcherism? Ideology and the Conservative Party Leadership Mandate of David Cameron

This paper examines the voting motivations of Conservative parliamentarians in the final parliamentary ballot of the Conservative Party leadership election of 2005. By constructing a data set of the voting behaviour of Conservative parliamentarians in the final parliamentary party ballot, and by determining the ideological disposition of the 2005 PCP this paper examines the ideological disposition of the candidates' vis-à-vis their electorate. The paper identifies the increasing Thatcherite nature of the PCP across three dominant ideological divides of contemporary British Conservatism-economic, European, and social, sexual and moral policy. Through such an analysis the paper demonstrates how the modernising David Cameron, who came first in the final parliamentary ballot and then won the membership ballot, transcended the traditional ideological voting motivations of candidates' vis-à-vis their electorate. Most significantly, the paper demonstrates that the European ideological policy divide was not a factor in the succession contest, unlike the succession contests of 1990, 1997 and 2001.     

<Emphasis Type="Italic">The Daily Show with Jon Stewart</Emphasis> and Audience Attitude Change During the 2004 Party Conventions

The intention of this analysis is to examine The Daily Show with Jon Stewart’s coverage of politics and assess the persuasive power of the program’s unique brand of humor. Evidence from a content analysis of The Daily Show’s “Indecision 2004” coverage of the Democratic and Republican Party Conventions shows the program’s humor was much harsher during the Republican Convention than it was during the Democratic Convention. While the humor in both conventions was heavily based on self-deprecation and the exploitation of conventional political stereotypes, the ridicule of Republicans focused much more on policy and character flaws. Humor pointed toward Democrats, on the other hand, tended to focus more on innocuous physical attributes. Analysis of panel data collected by the National Annenberg Election Survey during the 2004 national party conventions shows that exposure to The Daily Show’s convention coverage was associated with increased negativity toward President Bush and Vice-President Dick Cheney. These relationships remain significant even when controlling for partisan identification and ideology. Attitudes toward the Democratic ticket, John Kerry and John Edwards remained consistent.
