从历史和现实的高度把握中国面临的“重要战略机遇期“

能否抓住机遇,是关系党和国家前途命运的大问题.在近现代,中国曾错失过几次大的发展机遇.中国不能再丧失机遇了.在充满机遇和挑战的新世纪,中国应抓住机遇,迎接挑战,加快发展自己,开创中国特色社会主义的新局面.     

侦查阶段证明标准的重构

侦查阶段的证明标准相对模糊,可操作性不强,而且,绝大多数刑事案件的最终处理机关是人民法院,因而应当立足于司法实践的要求与证明任务完成的需要,对侦查阶段的证明标准重新设置。设置的内容包括实体内容与程序内容。     

商业银行资产负债期限结构错配的流动性风险和利率风险分析

本文结合目前我国商业银行普遍存在的资产负债期限结构错配的现状,分析了产生流动性风险和利率风险的可能性,并认为利率风险是因流动性风险而派生出的风险。在此基础上,提出了商业银行流动性管理的三种方法:期限匹配法、资产组合法和综合法。     

CRIMINOLOGICAL KNOWLEDGE: PERIOD AND COHORT EFFECTS IN SCHOLARSHIP

Period and cohort effects are explored in regard to criminological knowledge. Hypotheses are inspired by biographies and by research in the sociology of knowledge, based on Karl Mannheim's essay on generations, Maurice Halbwachs' partly conflicting arguments about the presentist orientation of collective memory and newer ideas about the institutional context of knowledge production. The data set results from content analysis of 1, 390 articles in leading American sociology, criminology, and law and society journals from 1951 to 1993, supplemented by information on the authors' "academic age." Results show that cohort membership has some effect and periods have considerable impact on topic, type of theory examined and data used by criminologists. These effects are interpreted against the background of post-World War II history: dominant ideological currents of different eras, historic events, changing academic institutions, and the ebb and flow of influential schools. Multivariate analyses indicate that period effects are largely but not fully explained by shifts in research funding and by the emergence of specialized fields with their own institutions.     

Leonard Woolf,the League of Nations and Peace Between the Wars

Co‐founding The Political Quarterly was one among many of Leonard Woolf's achievements during a long career as a progressive political thinker and publicist, particularly in the field of international affairs. To mark the centenary of the publication of International Government, his most innovative and influential work on the subject, this article seeks to assess Woolf's contribution. It examines the Fabian background to Woolf's work, his support for and approach to the League of Nations and his commitment to collective security as an approach to peace. Through a broader understanding of the League it argues that certain failings in the area of collective security, however profound, should not be permitted to blight an otherwise impressive intellectual legacy.     

抗战时期湘桂铁路股票发行成效及其原因评析

广西荔浦县档案馆藏有一些湘桂铁路股票。这些股票是在抗战爆发后，随着湘桂铁路修筑而开始发行的。广西省政府在发行过程中充当着非常重要的角色。股票的发行在一定程度上促进了湘桂铁路的建设。但是，蒋桂矛盾使其经济功能未能得到有效的发挥。     

论破解“三农”问题力量的转变时期

农民收入增长率较低是当前和今后一段时间内我国“三农”问题的焦点。从农民收入增长率、1997年后农民第一、二、三产业纯收入增加额占农民每年纯收入增加额的比重、城镇居民购买8种重要农产品和人均可支配收入的变动对农民收入的影响、两个比重首次低于50%和一个比重首次超过50%的变动、日本和韩国的发展经验结合我国的实际等多方面综合分析可见,近9年是破解我国“三农”问题的力量的转变时期:即农业的发展由主要依靠农业的内生力量转变到内生力量和外生力量相结合共同促进农业发展。     

五四时期人权思想研究

五四启蒙者对于人权问题的不断探索是这一时期宪政思想的主要内容之一。五四前期的人权思想主要围绕着自由、平等、独立人格的主题,针对的是束缚中国国民个性与精神的封建礼教与专制独裁;五四后期的人权思想则在各个流派的争鸣中继续演进,体现出了更多的救亡图存的色彩。五四启蒙者将人权与宪法相联系,将人权与国权相比较,阐释了人权以自由为核心,以平等为前提的基本理念,体现出了知识界对国民个体权利的普遍关注。     

晚清学术与经世思潮
