地方政府提升本地区对海外高层次人才吸引力研究———基于服务质量差距模型

通过调查海外高层次人才并对调查数据进行因子分析,发现创、业环境和政府诚信度凶子、城市实力因子、生活环境因子和城市了解度因子是影响海外高层次人才选择回国工作地点的四个最主要因素。为了缩小公共服务质量感知差距以提升本地区对海外高层次人才的吸引力,地方政府要了解海外高层次人才对公共服务质量的期望,选择正确的公共服务设计并制定科学的公共服务质量标准,按照公共服务质量标准提供服务,保证地方政府公共服务传递与承诺相一致。     

“中三角”空间范围与发展定位

"中三角"以湘鄂赣三省为宜,以武汉城市群、长株潭城市群和大南昌城市群为主要载体。应分别从空间定位、功能定位、产业定位、特色定位等四方面对"中三角"及各大片区发展进行战略定位。研究表明,"中三角"应定位为我国重要的"两基地三区、一中心一枢纽",成为中部地区崛起的重要战略支点和核心增长极,成为我国具有国际性功能、跨省域影响力和较强创新能力的区域性经济中心和重要的经济区,成为继珠三角、长三角、环渤海之后中国经济增长的第四极。     

Corruption and Economic Development in West African Economic and Monetary Union （UEMOA）

The theoretical and empirical debate on the effects of corruption on economic development is unclear. Available cross-country evidence suggests that the impact of corruption on economic development may be either positive or negative. It is widely assumed that the struggle against corruption is essential for economic growth. However, corruption is clearly a multidimensional concept, encompassing a variety of discrete components. The author reviews the theory underlying these different causal mechanisms linking corruption to economic growth, and provides an introduction to some outstanding measurement issues. This paper takes a critical look at the effect of corruption on economic development in West African Economic and Monetary Union （UEMOA）. The major results of the investigation indicate that all UEMOA countries are corrupt according to the variables of the Worldwide Governance Indicators （WGI）. UEMOA countries have a deficiency to control corruption, so they need to improve their system of control. As a result, the fight against corruption is still a necessary job for all of UEMOA people.     

论东南亚贸易自由化与经济增长

战后,东南亚国家的贸易政策大致经历了三个阶段。80年代末90年代初开始,各国加快了贸易自由化的步伐。各国大幅降低关税水平,减少非关税壁垒,使之关税水平和结构呈现新的变化。东南亚国家贸易自由化推动了进出口贸易规模的扩大,提升了货物与服务的世界市场占有率,促进了产业部门尤其是制造业的出口贸易、劳动生产率和最终收入的增长,从而成为国内经济增长的引擎。在世界性和区域性贸易自由化加速发展的背景下,东南亚国家贸易自由化的进程将有所加快。     

Proteolytic‐Based Method for the Identification of Human Growth Hormone*

Abstract: Human growth hormone (HGH) is a relatively small protein consisting of 191 amino acids and has an average mass of 22,125 amu. The forensic analysis of proteins such as HGH must meet the analytical sufficiency requirements for the laboratory and consists of a binary approach. A suspected sample is analyzed as the whole protein for retention time and mass determination using high performance liquid chromatography equipped with a photodiode array and liquid chromatography mass spectrometry. Further fragmentation of the protein using a proteolytic enzyme adds another dimension to the specificity of the analysis. Porcine trypsin digests proteins in a very predictable manner and yields peptide fragments of the original protein that can be used as a means for fingerprinting the larger biomolecule. In silico, or theoretical, digestion of HGH by trypsin yields 21 peptides ranging in size from 1 to 23 amino acids in length. The larger fragments containing higher numbers of amino acids give more specificity to identifying a protein based on a fragment produced by the digestion of trypsin. Herein, the analysis of HGH using a proteolytic approach is presented that meets the Scientific Working Group for the Analysis of Seized Drugs (SWGDRUG) recommendations for the identification of unknown substances.

Geographic and technological R&;D spillovers within the triad: micro evidence from US patents

This paper aims at assessing the magnitude of R&D spillover effects on large international R&D companies’ productivity growth. In particular, we investigate the extent to which R&D spillover effects are intensified by both geographic and technological proximities between spillover generating and receiving firms. We also control for the firm’s ability to identify, assimilate and absorb the external knowledge stock. The results estimated by means of panel data econometric methods (system GMM) indicate a positive and significant impact of both types of R&D spillovers and of absorptive capacity on productivity performance.

The effect of EU structural funds on regional growth: assessing the evidence from Greece, 1990–2005

This paper brings empirical evidence on the impact of EU structural policy on regional income growth. The case of Greece over the period 1990–2005 is taken as an example. This period is characterized by the acceleration of the European integration process, with a central role assigned to the EU structural support to less prosperous regions. Regional growth is approached through the estimation of β-convergence equations using panel methods of estimation. The empirical results reveal a positive impact of structural funds support on regional growth while income convergence is enhanced. In addition, a significant influence of spatial income and unemployment spillovers on regional income growth is evidenced, illustrating the recent growth performance in Greece. Our results leave ample room for European regional policy to operate for the promotion of growth and the reduction of regional disparities.

法律语言风格演变的规律及制约因素

法律语言风格的演变是一个循序渐进的过程,代代相习,逐步形成了法律语言自身的格调。在演变过程中,遣词造句越来越准确、简明、平实,法律语言文本越来越程式化、多样化,法律语言风格必须同社会发展相适应,因为法律语言风格演变不仅受语言文字自身发展水平制约,更主要受法律文化语境的制约,文学也是一个不容忽视的因素。法律语言风格演变的研究有助于了解法律语言背后的法文化状态及其对法律语言风格的影响,对当前法律语言优化具有一定的现实意义。
