Police Officers on Drug Corners in Philadelphia,Drug Crime,and Violent Crime: Intended,Diffusion, and Displacement Impacts

On May 1, 2002, the Philadelphia Police Department launched Operation Safe Streets, stationing officers at 214 of the highest drug activity locations in the city 24 hours a day, 7 days a week. Interrupted time series (AutoRegressive Integrated Moving Average) models on weekly data isolated citywide and local program impacts on all violent crimes, murder, and reported drug crimes. Results showed no significant impacts on citywide weekly counts for drug crimes, homicides, or all violent crimes. Geographically focused analyses showed significant localized intervention impacts for both violent and drug crimes. Analyses of high‐drug‐activity non‐intervention sites suggest: the program impacts seen were not an artifact of history or local history; significant spatial diffusion of preventive benefits for violent crime; and probably significant spatial displacement for drug crime. Stationary targeted drug‐enforcement interventions like Operation Safe Streets may differentially affect the locational selection processes behind violent crime versus drug crime.

Intergenerational transmission of longevity is not affected by other familial factors: evidence from 16,905 Dutch families from Zeeland, 1812-1962

ABSTRACT

Studies have shown that long-lived individuals seem to pass their survival advantage on to their offspring. Offspring of long-lived parents had a lifelong survival advantage over individuals without long-lived parents, making them more likely to become long-lived themselves. We test whether the survival advantage enjoyed by offspring of long-lived individuals is explained by environmental factors. 101,577 individuals from 16,905 families in the 1812–1886 Zeeland cohort were followed over time. To prevent that certain families were overrepresented in our data, disjoint family trees were selected. Offspring was included if the age at death of both parents was known. Our analyses show that multiple familial resources are associated with survival within the first 5 years of life, with stronger maternal than paternal effects. However, between ages 5 and 100 both parents contribute equally to offspring’s survival chances. After age 5, offspring of long-lived fathers and long-lived mothers had a 16-19% lower chance of dying at any given point in time than individuals without long-lived parents. This survival advantage is most likely genetic in nature, as it could not be explained by other, tested familial resources and is transmitted equally by fathers and mothers.     

Overcoming the division bloc and its limitations: a Gramscian approach to South Korean social formation

Abstract

Colonialism affects post-colonial social formations in a variety of ways. Japanese colonial rule had a far-reaching influence on South Korean post-colonial social formation. Most legacies of colonialism diminished as time went by, but one legacy of colonialism continued or even increased its effects on the South Korean political economy from the 1960s – namely, the division of Korea. This article provides an alternative Gramscian approach to the analysis of the social formation of South Korea, with due consideration of the division of the peninsula. For that purpose, it introduces the concept of a division bloc, adapting Gramsci’s concept of a historical bloc to develop an analysis of a social formation that is unique to South Korea. Then, I explicate the two events that have been most damaging for the division bloc – the 1997 economic crisis and the 1998–2007 inter-Korean reconciliation – describing them as an organic crisis and a hegemonic project, respectively. Following this, I present reasons why the counter-hegemonic efforts of liberal nationalists to overcome the division bloc failed.

近年来,历史虚无主义在发达国家政治生活和舆论空间时有体现,成为不和谐因素,引起了执政当局的高度关注。为了维护意识形态安全和国家安定团结,发达国家不遗余力治理历史虚无主义,在政界、学界和新闻工作中始终强调历史清醒和"政治正确",树立底线意识;加强青少年爱国主义教育,强化历史观塑造;通过立法和司法实践,维护历史共识和民族英雄声誉;着力治理网络舆论,源头防范网络历史虚无主义。发达国家治理历史虚无主义的实践是维护资产阶级政治统治的重要举措,存在典型的"单向度思维"和不可避免的局限性,采取的一些做法对当前我国反对历史虚无主义,具有一定的借鉴意义和参考价值。     

The Self-salvation of Capitalist Society——Giddens' Criticism of Historical Materialism and the Third Way

Giddens fully absorbs the Marx's capitalism critical theory of capital criticism as the core by including Marx in historical framework of late modernity. Based on fracture of modernity, Giddens criticizes historical materialism and develops structural theory of understanding of the developed capitalist society. Thereby, Giddens shows the current status of modernity: pluralistic structure and high risk of society dominated by the forces of globalization. According to the principle, Giddens proposes “the third way” as self-salvation of capitalist society: adhere to the ideals of socialism, beyond the traditional opposition of government and market, making full use of the balance between state and market to build a society of positive welfare. Laying aside political label of “the third way”, the exploration of the balance between government and market is of great practical significance for China to promote the balance between government and market, and to manage the challenge of globalization. However, the position of Postmodernism indicates that Giddens criticism of Marx's historical materialism is a failure undoubtedly.
